Nepali police mercilessly lathichargedand injured 20 Madheshis at the peaceful protest in Janakpur.Thousands of Madheshi inhabitants ( dalit, janjatis and women) of Dhanusha districts were sitting on Dharna at the C D O office and demnding citizenship since one week. The protest was very peaceful. Abruptly at 2.30 PM on Fiday police gheraoed the protesters and torchered and injured them. This is clear violations of human rights of the peole. Millions of Madheshis are being discrminated and denied citizenship rights since 238 yrs of Shah dynasty. I request all of you to protest this act of the govt of Nepal.

This incident has to be the spark that launched the Madhesi revolution. Madhesis have to organize peaceful protest programs in all Terai towns.

Six million Madhesis who have been denied citizenship papers are going to be issued citizenship papers, or there will be no constituent assembly elections.

We have to organize and march until that fundamental demand is met.

Enough is enough.

The right to peaceful assembly, the right to peacefully protest is a fundamental human right. International legal action can be taken against those in power who might order acts of police brutality that might violate that basic right.

Time for niceties are over. The Madhesis will get total equality, or there will be no constituent assembly elections. The Madhesis will no longer be disenfranchised.

The people who have been brought into power by the April Revolution (Interim Monarchy, Interim Army, Interim Parliament) should not forget, what the people giveth, the people can take away.

These ministers who let the police lose on peaceful protestors should be ashamed of themselves. They have to take responsibility.

A high level commission has to be formed to investigate this brutal incident. And it has to be ensured such is never repeated again.

Right to peacefully protest is a fundamental human right. You can not take it away. And if you don't understand this, you are not a democrat. You don't belong in this government.

The Pahadi media has not covered this brutal incident. Shame on the Pahadi media.

Global Voices Online: Nepal: Another Round Of Talks

A constituent assembly is what we have agreed upon. That assembly will draw Nepal's next constitution. The state will be fundamentally restructured. And so when we are talking of interim arrangements, we are paying our respects to the constituent assembly.

All organs of state power are interim because the country is headed for a constituent assembly. Only the people have the power to reshape and make them permanent.

I don't think a lot of people appreciate how big this thing going on in Nepal really is. This is one for world history. This is of global import.

What happened in April was magic.

If eight million people from all towns and villages had come out into the streets over a period of 19 days in China, which has a population of 1.3 billion people, that would have been remarkable. But Nepal is 27 million.

The April Revolution is not there yet, but it might as well go down into history as one of world history's three or four big revolutions.

There are clear parallels between the acts of the revived House in Nepal and that of the parliament born out of the French Revolution. The monarchys is being chipped away without any bloodshed, without any street agitation.

The April Revolution might as well launch the Asian Century. That is how much is at stake for the constituent assembly. The assembly's responsibility is to give Nepal a constitution that would turn it into the number one democracy on the planet, nothing less.

Politicians all across the spectrum in Nepal have fed on western writers, be that Marx or Jefferson. It is time to push the envelope, to think outside the box. It is okay for Nepal to take the lead on democracy, to do something new that no other democracy might have done before.

The constituent assembly elections have to feel like one big festival. The day people turn out to vote has to feel bigger than the April Revolution itself. The eight parties have to agree on things they agree on, like free speech, and then take the entire country to class on that one. Where they might disagree, the people will decide.

The election campaign has to be a happy feeling for all involved.

I am optimistic with the way things are going, although I wish things were going a little faster. But the democratic process that hopes to be inclusive and listens to all concerned will by definition be slow. And that is okay.

A New Nepal Has Been Born

What happened in April surprised everyone involved. That is the magic of it.

I got to meet Senator Tom Daschle the evening before. I thanked him for the trip he made to Nepal. I told him it made a huge difference. And he said misty-eyed, "That country is very special to me."

Nepal gives hope to the Nepalis in Nepal. Nepal gives hope to the Nepali diaspora. Nepal also gives hope to progressives everywhere, including in America. And it is because of the April Revolution. Something really big happened in Nepal that month.

The people who came out into the streets deserve to feel good about it for as long as they live.

And so when we have minor hiccups during the peace process, we have to let our minds be flooded with our memories of the April Revolution, and all the chips will fall in place. That is how powerful the April Revolution is.

Madhesi - United We Stand » Madhesis: A Political Force in the Making? voices, hitherto unheard, are emerging in the wake of the democratic space created by the ‘April Revolution’ ...... on 2 June 2006, the Loktrantrik Madhesi Alliance or Democratic Madhesi Alliance (DMA) began a week-long ‘Gherao programme’ to highlight their plight. The DMA is a united platform of various Madhesi groups. The aim of the DMA is to ensure that Madhesis are not left out in the process of building a new Nepal. Until now the Madhesis had been fighting against ‘injustice’ under the aegis of various organizations and political parties that included the Terai Congress, the Nepal Sadbhavana Party (Anandi Devi) and Nepal Sadbhavana Party (Mandal) among others. Of the many ‘minority’ ethnic groups of Nepal, the Madhesis have put forward their demands before the government more strongly after the Revolution. An understanding of Madhesis and their demands is integral to understanding what is at stake in Nepal today......... 40-50 per cent of the total population of Nepal. ..... more than 70-80 per cent of all industries located in the Terai, as also its agricultural bowl, producing more than 65 per cent of the nation’s foodgrains. ..... The Madhesi issue is as old as the emergence of Nepal’s democratic movement in 1950s; major grievance of that time was the imposition of Nepali as medium of education. In the mid-1970s and 80s, issues of citizenship and ‘work permit’ were the major problems for the Madhesis...... today five million Madhesis have been denied citizenship. ..... the demands the DMA has put forward include issuance of ‘citizenship to all stateless Madhesis before elections to the Constituent Assembly’ (CA), ‘Establishment of Federal, Democratic Republican political system’, ‘Proportional Representation for Madhesis in all state structures’, ‘Proportional Representation for Madhesis in the CA election’, and ‘Fresh Census on a scientific basis before elections to the CA.’ To concede to the Madhesi-specific demands, Nepal’s government may have to break its traditional apprehensions and narrowly defined ideologies and policies...... They have, for the first time, garnered the courage to stage a gherao in the capital of Kathmandu. Such an occurance would have been unimaginable some years ago and an important reason for this change is the April Revolution..... It is unclear whether all the Madhesis will stand united under the DMA banner until their demands are achieved. The schisms between various Madhesi groups have been a major handicap of the Madhesi movement in the past. Differences in terms of religion, caste, tribal groups and language were the major divisive elements. ..... this is the first time that they have come together under one Madhesi umbrella to stage a protest in Kathmandu..... Stop Arresting The Disabled

Disabled people continue protest; nearly three-dozen arrested NepalNews Police arrested nearly three dozen physically challenged people from the protest programme organized by the Federation of Disabled People in front of Singha Durbar ...... scuffle between the police and physically challenged people ...... Three protestors injured in the incident and are undergoing treatment at Bir Hospital. ...... One of their demands is reservation for disabled people in all sectors.
Police arrest nearly two-dozen disabled people Physically challenged people have been continuing their protests saying that the democratic government had neglected their demands. They are scheduled to join the protest organized by Citizens Movement for Peace and Democracy at 4 p.m. in the afternoon. .... the National Human Rights Commission said that it is closely monitoring the demonstration. ...... urged the government not to use unnecessary force that may suppress people's fundamental rights.

I have made this basic point before and I am going to make it again. The April Revolution has earned the people their right to protest peacefully. That should not only be allowed, but also encouraged. One of the overpaid ministers of this government could have shown the decency to walk out and meet and greet the protestors. Could have invited them in for a meet and greet program. Could have engaged in dialogue to see what the grievances are, what can be done to meet them.

It happened to the Kamaiya. It happened to the women. Now it is happening to the disabled. This government has to take responsibility. This is supposed to be a revolutionary government, not a repressive government. Just because the physically challenged are small in number compared to the other groups like the DaMaJaMa does not mean they can be neglected.

Social justice is a matter of principle. It is not really about if or not the group has the large numbers to create the big noise. This act of police brutality is utterly shameful.

Why Were The Women Beat Up?

The Bahun men who have gotten themselves into power have shown the tendency to forget the basic thrust of the April Revolution. Their unhurried approach to the constituent assembly is their hope that people's heightened expectations from April will die down. Their dragging of feet on the peace process is their wish to go back to the days before the king's active reign when they simply refused to see the political utility and importance of a constituent assembly. It is their fantassy to turn the constituent assembly elections into a referendum on the monarchy so they do not have to deal with the issues of social justice. My response: the monarchy is not worth a referendum. End it now.

People should be encouraged to protest peacefully. That is how oppressed groups raise their political consciousness. It is shameful that the National Human Rights Commission should see the protesting disabled and the abusing police as two parties equally at fault. The Commission has lost its fulcrum.

There is indeed a need for a second revolution, another peaceful revolution. Or the Bahun men in power could measure up.

How can the Maoist rebels be integrated into the state army and reintegrated into society? What should be the structure and size of Nepal’s military? How the military be restructured in order to accommodate the Maoist rebels? Several ideas have been floated including the formation of a border security force, creation of a civilian development force, and reduction of the Nepali Army’s size by one-third and replacing it by the Maoist rebels. ....... The primary task of the interim parliament should be to craft the mechanism and process for holding the constituent assembly elections ...... peace is a process in itself. .....

Special Guests: Manisha Koirala. She is the most recognized Nepali face on the planet, and that has to be honored. Again, she has not been approached yet. There will be a few others. Perhaps Aditya Jha, the Nepali Sabeer Bhatia.

Core Committee: About a dozen. The Dirty Dozen. They will do much of the work, and will get paid.
Volunteers: Close to a 100 to assist the Dirty Dozen.
