Time For Competition Will Come


There are signs the political parties are already thinking of the distant future. If it were about the country's economy, that would be wonderful news. But instead they are doing basic arithmetic. They are angling to be bigger than the competition. The peace process can not afford that.

Power flows through the ballot box. You earn the hearts and minds of the voters. You can not force yourself upon them. And the voters are smart. They will know who to vote for.

Right now the total focus has to be to ensure free and fair elections to a constituent assembly. Until then there is no competition between the eight parties. Once that has been ensured, about two months before the elections, comeptition will start in earnest.

It is anyone's guess as to what will happen. A Himal survey from weeks back showed the UML had 19% support, the Congress 18%, the Maoists 11%, the Deuba Congress 7% and so on. But that is still in flux. All parties have plenty of room for growth.

A federal republic is the mandate of the April Revolution. Parties that do not come around to that mantra will be put at a serious disadvantage. That is what I believe. The two Congress parties could further slide. Likely all parties will come out for a federal republic.

It is not true the UML and the Maoists are competing with each other. That they are, but they are also competing with the two Congress parties. The way the two Congress parties are dragging their feet on the question of a federal republic, I think that allows for inroads by both the UML and the Maoists into their vote banks.

But all that at this point is speculation. The Nepali people will decide who will become Nepal's first president. I can only guess. The Nepali people will decide which party will emerge the largest.

Some people "accuse" the Maoists of holding mass meetings across the country and expanding their party organizations in the urban areas. I am flabbergasted. Should we not be happy that they are doing so? Is that not what we wanted? Is that not what mainstreaming means?

The Congress and the UML should not fear the Maoists. Instead they should compete. And you compete by offering better programs to the people. Neither the UML nor the Congress has formally adopted the slogan of a federal republic yet. And that is why the Maoists stand a chance of running past them to possibly emerge the largest party in the country. So if the UML and the Congress do not like the idea of that happening, they should come around to the slogan of a federal republic with gusto. You compete. You don't delay the peace process. If you delay the peace process, the people are watching. They will remember. They will punish.

Prachanda came out saying it is perfectly okay for the Congress to not come out for a republic. That guy is smart. He actually might like it if the Congress did not come out for a republic. That way he can claim a greater share of credit for the April Revolution, because it is so obvious that the mandate of the April Revolution is a republic. That way he can get more votes.

Right now the Maoists are beating the Congress on both the repubic question and the federalism question. And they are beating the UML on the federalism question. It is not too late for the UML and the Congress to rectify the situation. It is a free market of votes out there. The market will punish them if they do not. And might as well.
  1. Focus on the peace process.
  2. Command both armies.
  3. Ensure free and fair elections to a constituent assembly.
All eight parties for now need to be having a single minded focus on the peace process.

The Congress Options

The Congress could get creative and work to emerge the largest party all over again.
  1. Retire Girija. Promote him. Make him Ganesh Man.
  2. Make Ram Chandra Poudel party president. And Prime Minister.
  3. Unify the two Congress parties. Girija can do it if he wants.
  4. Preempt the Sadbhavana agenda totally, Hindi, citizenship papers, federalism, everything, and offer a unification.
  5. Organize a convention of the unified party and let it elect a new party president.
If the Congress could engineer this, they will have stolen the Maoist thunder. They will emerge the hottest party. But for some reason I just don't see this happening.

The two Congress parties can not even come around to the slogan of a federal republic. Party unification is a more ambitious undertaking.

And so you have the Maoists as the hottest party, the fastest growing party.

Moriarty Was Wrong On The 12 Point Agreement


Moriarty opposed the talks that lead to the 12 point agreement, and he opposed the agreement when it finally came about. It is that 12 point agreement that made the April Revolution possible. Moriarty was so off the mark, it is not even funny. The April Revolution is one for world history.

Moriarty is part of an administration in the US that has managed to create quite a mess in Iraq. $320 billion, over 2400 American lives, over 100,000 Iraqi lives, and Iraq, a country of 27 million people like Nepal, still does not have peace and democracy. The American right wing is full of people who look down upon people who are not white. It is those right wingers that waged the war in Iraq.

The Nepali way of spreading democracy is superior to the American neocon way. Moriarty should humble himself and learn. Moriarty has read tomes on Lenin, Mao and Pol Pot, but he refuses to read the ground realities in Nepal, and he refuses to learn the lessons of the April Revolution.

Now he has come out opposing the 8 point agreement. What does he mean?

When it comes to Nepal, Moriarty has a huge blind spot. Obviously his graduate school training did not prepare him for Nepal. He kept trying to forge an alliance between the king and the seven parties. That defied logic and gravity both at once. How can you forge an alliance between a dictator and the persecuted?

Only a seven party alliance with the Maoists could have done the trick, as it did. Moriarty will have to admit that.

Moriarty said America will not recognize an interim government that the Maoists are part of unless the Maoists "renounce violence." That phrase makes even less sense than his previous attempt at the king-seven party alliance.

Does Moriarty understand the term ceasefire? What about constituent assembly? What about a democratic republic? The superpower ambassador seems to have lost his sense of direction.

If you form an interim government with the Maoists, many good things will happen.
  1. The seven parties can hope to have joint command over the Maoist army.
  2. An eight party parliament could be formed. The Maoist leaders would learn the basics of parliamentary democracy.
  3. There would be eight party governments at the center and at the local levels. Maoist governments at the local levels would be dissolved. How is that not a wonderful proposition?
  4. The "extortions" would stop. The country will have only one government instead of a seven party government in Kathmandu and Maoist governments in the villages. How is that not good?
Moriarty was wrong on the 12 point agreement by 180 degrees. He is not doing any better on the 8 point agreement. It seems to be in the nature of the politicians of a poor, small country to pay unnecessary, extra attention to the casual utterances of a superpower ambassador. And so Moriarty has to be partly blamed for the delay in the formation of the interim government in Nepal. Moriarty is helping delay peace and democracy. That is not something he can be proud of. He is blind to the shifting ground realities in Nepal. He is not open to the possibility that something new might happen in Nepal for the first time, before it happens in Ameica or India, let alone Russia, China and Cambodia.

The seven party leaders and MPs need to stop dragging their feet. If the Maoists are not to be trusted, they should say so to the people. But being neither here nor there is not going to fly.

For Moriarty to give the kid treatment to the Nepali leaders and people is offensive. There is this constant suggestion on his part that the Nepali people do not realize the huge danger the Maoists are. If it were not for Moriarty, the Nepali people will walk straight into the mouth of the tiger. That patronizing attitude has to stop.

Instead people like Moriarty should help with the financial aspects of arms management, army integration, perhaps downsizing if they can. If not then they should just get out of the way of the peace process.

Citizens' Movement for Democracy and Peace

The Resolution Passed by Consensus

The Citizens' Movement for Democracy and Peace (CMDP) has been zealously supporting every agreement and understanding reached between the seven-party alliance (SPA) and the NCP (Maoists) in the interest of the country's progress, sustainable peace and democratic aspirations of the people. In particular, the citizens' movement has welcomed the 12-point understanding and the 8-point agreement between them and is, accordingly, engaged actively in the mission to take the current political developments forward to the elections for the Constituent Assembly as per the mandate given by the sovereign people. CMDP is committed to fulfil its responsibilities to allow the Nepali people to have the democratic republic they wish for through the constituent assembly.

We saw how the supporters of status quo within and outside the political parties rose against the 8-point agreement in defiance of the popular will and the dignity of the party leaderships. We see other examples of the vested interests that have never cared for citizens' rights and for peace and justice for all people becoming active. The people of Nepal participated and made sacrifices for democracy in the Janaandolan in a manner that dazzled the world and made us all proud. Now the interests favouring the status quo and regression are conspiring against the forward-looking engagements and achievements by abusing even the floors of the House of Representatives, which, after all, has been reinstated for a specific purpose and period. The principal objective of the opposition to the 8-point agreement is to obstruct the peace process initiated by the representatives of the SPA and the Maoists as per the mandate of the Janaadolan. If left alone, these forces will make every attempt to create an environment that would discourage and dislocate the prospects for the all-important elections to the constituent assembly.

The House of Representatives and the SPA leadership must understand that in the name of the Janaandolan they do not have the mandate to give perpetuity to the House and allow it to function in a manner that reflects all the weaknesses, interests and characters carried over from the past. The sovereign people will not tolerate any such attempt against their just aspirations for peace and their basic rights. The people want to see the successful conclusion of the ongoing talks between the SPA and the Maoists as soon as possible. They want to see the early constitution of the interim government and the peaceful settlement of the issue of the management of the arms and the personnel of the armies of both sides. And they want to see an early election to the constituent assembly. The ultimate quest is the dawn of a new era of peace and development in which every democratic section of the society is productively involved.

We are concerned that the NCP (Maoists), too, have not fulfilled their obligations in the 12-point understanding and the Ceasefire Code of Conduct. The acts of omissions and commissions on their part can only provide the ground for regressive forces within and outside the House of Representatives that wish to engage in reactionary missions. It is imperative for both the Maoists and the Government to abide by the commitments they have made to the people in these understandings so that the talks can proceed and conclude with the expected results. The CMDP wishes to ensure that both the Government and the Maoists respect their commitments to the people. It wants to defeat the forces of regression and status quo that dare to raise their heads against the mandate of Janaandolan. With these objectives, we are going to the people and to the streets and assemblies with the following specific demands.

  • Execute the 8-point Agreement
  • Drive the Peace Process to its Purposeful Conclusion
  • Announce the Date for the Election to the Constituent Assembly
  • Dissolve the House of Representatives
  • Respect the Ceasefire Code of Conduct in Letter and Spirit
  • Punish the High-Level Army Officers Responsible for Human Rights Abuses during the Peaceful Janandolan
  • Viva la Republique
CMDP will continue to press for the attainment of these demands and to keep these issues in the public forefront. In this vein, CMDP announces a citizens' sit-in on Wednesday at 4 pm at Puspa Vatika, Ratnapark. CMDP has also decided to collaborate with the civil society leaders and ordinary citizens at various districts to organise similar programmes with a focus on the above demands. As efforts from conservative and regressive forces increase to sabotage the attempts to institutionalize the victory and spirit of the Janandolan , CMDP appeals for the support and participation of all leaders, political activists and citizens who believe in the democratic rights and sovereignty of the Nepali people.

The big parties of the seven party alliance have not exactly been ahead of the curve. They resisted the idea of a constituent assembly for as long as they could. The 1990 constitution was among the very best in the world, they claimed.

Now they are dragging their feet on pretty much everything else.

The king used the Maoist ghost to impose his dictatorship upon the country. Now the Congress MPs are using the same to not have to do homework.

Some logic has to come into the equation.

(1) The Maoists are an ultra left violent group. You start here.
(1a) You seek to militarily annihilate them. But first you have to know you can.
(1b) Or you can seek a political solution even if there might be a military option, which in Nepal never was the case.

(2) You seek a political solution.
(2a) You join hands to end the king's dictatorship.
(2b) You seek their commitment to a roadmap you can trust. If they are for a constituent assembly, and for a democratic republic, that is good news.

(3) Once the ideological homework has been done, you work to take care of the logistics of arms management.
(3a) Do a headcount. There are 100,000 soldiers in the Nepal Army, and 36,000 in the Maoists' Army.
(3b) First you bring the Nepal Army firmly under civilian control. Fire a few generals to prove the point. You should have the confidence that you can command this army to go to war with the Maoists if necessary. Only you don't think along those lines. War is not an option.
(3c) The armies can be put in separate barracks, and put under the command of an interim government that includes the eight parties. They can be retained as such and work could proceed for the constituent assembly elections. When you do this, the state feeds both armies, and the Maoists formally stop extortions. There are no more two states.
(3d) The two armies can be integrated, downsized. The two armies can be dissolved.

(4) Then you realize the Maoists have local governments in close to 80% of the country.
(4a) And so you seek an interim arrangement.
(4b) How about having an eight party parliament? An eight party interim cabinet? And eight party governments also in all the villages, towns, and districts? Why the eight parties? Because these eight parties authored the April Revolution.

But instead some Congress MPs are busy spewing conspiracy theories of the Maoists importing arms from China. I would not be surprised if it is the thug generals in the Nepal Army who are behind these conspiracy theories. They need the Maoists to look ugly, and irrational and inhuman to continue acting like they are an autonomous organ of the state.

The seven party alliance took a bunch of political decisions. But then when it came time to propose Chitralekha Yadav for Speaker, suddenly they wanted a vote. Now the MPs think the 1990 constitution does not allow for House dissolution.

Is House dissolution and the formation of a new House worth the price to dismantling all the local governments of the Maoists? Is it worth bringing extortions to a stop? Is it worth it to expedite the peace process? Is it worth it to bring the Maoists more into the mainstream?

People keep talking of Lenin and 1917. This is 2006. Nepal is its own country. Lenin never talked of a democratic republic as a goal. The Nepali Maoists do. That is all they talk of. The Nepali Maoists some time in 2005 shifted from "Power flows through the barrel of a gun" to "Power flows through the ballot box." That is a huge shift. You have to recognize that.

Democrats in the seven party alliance who drag their feet on issues of state restructuring and social justice give credence to the "Power flows through the barrel of a gun" dictum. When 13,000 people die, they listen. But before those deaths, they do not listen. What is the message that they are sending?

The seven party alliance needs to get more proactive than it has been.

Girija Koirala's prime ministership is symbolic of the seven party inaction. We seem to have gotten ourselves a constitutional monarch prime minister. You don't make someone Prime Minister to honor them. Being Prime Minister is like being CEO. The person should be putting in at least 10 hours of strenuous hard work each work day. But Girija's health does not allow for that. So why is he still Prime Minister? The office perhaps is shortening his life. Those who wish him a long life should engineer his retirement.

What If Prachanda Gets Elected Nepal's First President

If he gets there through free and fair elections, so be it. If the Maoists end up the largest party in Nepal through free and fair elections, then so be it. That is what democracy is about.

डा बाबुराम भट्टराईसँगको विशेष संवाद नेपाल कम्युनिस्ट पार्टी माओवादीका नेता र कार्यकर्ताहरु खुला राजनीतिमा सक्रिय भएपछि संसद् वादी दलहरु र माओवादीहरुबीचको सम्बन्ध असन्तुलित हुन थालेको छ । ..... सरकार र माओवादीबीच भएको पछिल्लो सहमतिमा प्रतिक्रिया व्यक्त गर्दै अमेरिकी राजदूत जेम्स एफ मोरियार्टीले माओवादीहरु अक्टोबर क्रान्तिको तयार ीमा लागेको आरोप लगाउन ....... आठबुँदे सहमतिको लक्ष्य पुरानो सत्ता र हामीले १० वर्षमा निर्माण गरेको नयाँ सत्ताको विघटन गरेर अन्तरमि सत्ताको निर्माण गर्नु हो । ..... यिनै प्रवृत्तिहरू थिए, जसले १२ बुँदे समझदारीको विरोध गरेका थिए । अहिले तिनै पुराना शक्तिहरू आठबुँदे सहमतिको विरुद्धमा छन् । ...... संसद् त अन्तरमिकालका निम्ति संविधानसभामा जानका लागि केही दिन र केही साताका लागि मात्र भनेर उहाँहरूले माग गर्नुभएको हो । खासगरी गिरजिाप्रसाद कोइरालाले त्यो माग राख्नुभएको हो । अरू छ पार्टीलाई त संसद्को आवश्यकता नै थिएन । सूर्यबहादुर थापा प्रवृत्तिले त संसद् पुनःस्  थापनाको पहिलेदेखि नै विरोध गररिहेका थिए । जसले हिजो संसद् पुनःस्थापनाको माग नै गरेनन्, तिनीहरू संसद् चाहिन्छ भनेर उप|mनुको पछाडि कुन विचार र कुन स्वार्थले काम गरेको छ ? त्यो भनेको प्रतिगामी शक्ति हो, यथास्थितिवादी शक्ति हो । यो शक्ति अग्रगमनलाई रोक्न चाहन्छ । ....... अक्टोबर क्रान्तिको तयारी हामीले होइन, मोरयिार्टी र विभिन्न पार्टीभित्रका मोरयिार्टीहरूले गर्दैछन् । १९ दिनको जनआन्दोलनले निरङ्  कुशताको अन्त्य गर्‍यो, राजतन्त्रको अन्त्य त गरेन ! यहाँ त राजतन्त्रको अन्त्य गरेर लोकतान्त्रिक गणतन्त्रलाई संस्थागत गर्नु छ । ...... मोरयिार्टीले नै नेपाललाई अक्टोबर क्रान्तितिर धकेल्दै लगिरहेका छन् । ....... त्यसपछि संसद् र हाम्रो जनसत्ताको विघटन गर्ने र वैकल्पिक व्यवस्था गर्ने कुरामा छलफल हुनुपर्ने थियो । तर, प्रक्रिया नै सुरु गर्न चाहिरहेका छैनन् । ...... संविधानसभाको निर्वाचनको प्रक्रियाबारे छलफल गर्न पनि कोही चाहिरहेका छैनन् । ....... संसद्बाट झिनामसिना सुधारहरू गर्ने जुन प्रयत्न भइरहेका छन्, त्यसबाट संविधानसभाको निर्वाचनलाई औचित्यहीन बनाउन खोजिएको भान हामीलाई भइरहेको छ । ...... कसैले कसैलाई विस्थापन गर्नेभन्दा पनि नयाँ शक्ति अगाडि आउने हो । इतिहासको आवश्यकता जसले पूर्ति गर्छ, त्यही अगाडि आउँछ । ...... आठबुँदे सहमतिअनुसार अन्तरमि संविधान निर्माण गर्ने, संसद्को विकल्प निर्माण गर्ने र अन्तरमि सरकार निर्माण गरेर अगाडि जाने जुन कार्यभार हो, त्यसमा तदारुकताका साथ अगाडि जानुपर्दथ्यो, सरकारबाट ढिलाइ भइरहेको छ । ....... अन्तरमि विधानमा नै गणतन्त्रको घोषणा गराँै भन्ने हाम्रो प्रस्ताव हो । त्यो शक्ति र त्यो हैसियत वर्तमान राजनीतिक शक्ति र सरकारले राख्छ भन्ने हाम्रो मान्यता हो । किनभने, जनआन्दोलनको म्यान्डेट पनि त्यही हो । ......... राजतन्त्र राख्ने कि नराख्ने भन्ने कुरा पहिल्यै टुङ्गो लाग्दा नै संविधान बनाउन सजिलो हुन्छ । राजतन्त्रको टुङ्गो जनआन्दोलनले लगाइसकेको छ । ........ शाही सेनालाई लोकतान्त्रीकरण गर्ने र पुनःसंरचना गर्ने कुरामा सहमति बन्न सक्छ । ....... नेपाली जनताको आकाङ्क्षाको प्रतिनिधित्व हामीले गररिहेका छौँ । राज्य र समाजको पुनःसंरचना ऐतिहासिक आवश्यकता बनेको छ । त्यो आवश्यकता पूरा हुनुपर्छ । ......... समस्या हल भएन भने चुप लागेर बसिँदैन । राज्य र समाजको पुनःसंरचनाको जुन आधारभूत एजेन्डा हो, त्यो पूरा नभएसम्म सङ्घर्ष जारी रहन्छ । हामीले सकेनाँै भने अरूले जारी राख्छ । .......... हामी एमाले हुँदैनाँै । एमाले जतिबेला सत्तामा गयो, ऊ पुरानै सत्तामा गयो । त्यहाँ राज्य र समाजको पुनःसंरचनाको कुरै थिएन । राजतन्त्रको अन्त्य गर्ने कुरा पनि थिएन, अरू संरचनागत परविर्तनको कुरा पनि थिएन । तर, अहिले हामी राजतन्त्रको अन्त्य गर्दैछौँ । राज्य, समाज र अर्थतन्त्रको पुनःसंरचना गर्दैछाँै । .......... आठबुँदे सहमतिले नै भनेको छ कि हतियार व्यवस्थापन, अन्तरमि संविधान, अन्तरमि प्रतिनिधि संस्थाको निर्माण सबै सँगसँगै हुन्छन् । यी सबै कुराहरू हल गरेर मात्रै सबै कुरा अगाडि बढ्छन् भन्ने हाम्रो सहमति हो । हतियार व्यवस्थापन बाधक हुन्छ भन्ने हामीलाई लाग्दैन । शाही सेनाको हतियार लोकतन्त्रविरोधी हो । त्यसको ठीकसँग व्यवस्थापन भयो भने जनमुक्ति सेनाको हतियार व्यवस्थापन समस्या हुँदै हँुदैन । ........ संविधानसभाको निर्वाचन नभएसम्म शाही सेना ब्यारेकमा बस्छ, हाम्रो जनमुक्ति सेना जसको सातवटा डिभिजन छ, सात क्ष्ाेत्रमा बस्छन् । क्षेत्र तोकिन्छ । त्यसको मूल व्यवस्  थापन हामी आफँै गर्छौं । त्यसलाई सहयोग गर्नका निम्ति, अनुगमन गर्नका लागि राष्ट्रसङ् घलगायतका संस्थाहरूबाट सहयोग लिन्छाँै भन्ने हाम्रो समझदारी हो ।
