Gang Of Four And Mao And Girija And Pyar Jung


When Mao was in ill health and near the end of his life, the Gang Of Four did its best to keep him on life support as long as possible, because only as long as Mao lived would they be able to exercise power on his behalf.

The cabinet in Nepal does not know of the letter that got sent to Kofin Annan. That is problematic. The people exercising power on Girija's behalf are not cabinet members, they are not even duly elected central committee members. A clique seems to have formed around the ailing Prime Minister. That is a dangerous proposition for a precarious peace process.

Girija's responsibility is to his cabinent, not to his personal clique.

I don't feel Girija is on his death bed, and I wish him a long life. But he sure is sick. He has not been in a position to perform his duties. I just don't see the logic. Why is he still Prime Minister?

It is prime time to promote Girija. He should now become Ganesh Man Singh.

Fire 20 Generals

Form the interm government, form an interim parliament, and fire 20 generals. Why only Pyar Jung? This has to be the first order of business by Prime Minister Madhav Nepal. Through his minor acts of defiance Pyar Jung is trying his luck and the luck of the king. The guy forgets there could still be another revolution. The country could become a republic before it goes for a constituent assembly.

Pyar Jung is not innocent.

It is unbecomig of the guy to try and cash on Girija's ill health.

But this is not about Girija, or Pyar Jung or the king. This is about the people.

Right now some generals are in line to lose their jobs. But if they were to engage in any sort of conspiracy at this point in time, they could lose more. They could lose their jobs and their liberty. They could lose property.

The thing about property is there has to be a major auditing of all the army's expenses over the past decade. Illegally amassed wealth has to be taken back by the state.

Hurry Up The Peace Process

Work has to be done to form a strong eight party alliance. This is no time for bickering. Possibilities of regression have to be snuffed out. That is why the Maoists have to measure up. And the seven party leaders have to measure up. The common enemy is still there. Things could still go wrong. The people will come out into the streets all over again if they have to, but why should they? They already did their part.

सेना स्वतन्त्र

राजा ज्ञानेन्द्रको जन्मोत्सवमा प्रधानसेनापति प्यारजंग थापा उच्च सैनिक अधिकृतहरूसहित राजदरबार पुगेको घटनाले ँशाही नेपाली सेना’ कायमै रहेको भान पारेको छ । त्यससँगै टुँडिखेल सैनिक मञ्चबाट सेनाको टुकडीले २१ तोपको सलामी चढाएर देशमा युगान्तकारी राजनीतिक परिवर्तन भएको पनि बिर्साएको छ । प्रधानसेनापतिको दरबार गमन र सैनिक सलामी सामान्य घटना हुन सक्दैनन् । राजनीतिक परिवर्तनप्रति अविश्वास र परिवर्तन ग्रहण गर्न अनिच्छा प्रकट गर्नेहरूको लोकतान्त्रिक सरकारविरुद्ध यो खुला चुनौती हो ।

सात दल गठबन्धन सरकारले राजाको जन्मोत्सवलाई राष्ट्रिय दिवसका रूपमा नमनाउने निर्णय गरेको थियो । त्यसैअनुसार विदेशमा रहेका राजदूतावासहरूले औपचारिक कार्यक्रम आयोजना पनि गरेनन् । देशभित्रै पनि सार्वजनिक बिदा दिइएन । उच्च पदस्थ पदाधिकारीहरू राजदरबार नजाने निर्णय गरी यसलाई दरबारको आन्तरिक मामिलामा सीमित गर्ने र राजदरबारका कर्मचारीलाई मात्र छुट्टी दिने निर्णय मन्त्रिपरिषद्ले गरेको हो । नेपाल सेनालाई यस विषयमा जानकारी नहुने गुञ्जयासै छैन ।

प्रधानमन्त्री, उपप्रधानमन्त्री, मन्त्रीहरू, राजनीतिक दलका नेताहरू, सचिवहरू कोही पनि राजदरबार गएनन् । मन्त्रीहरूले नजाने निधो गरी मातहत निकायलाई निर्णय अवगत गराएको विषयमा नेपाल सेनाको नेतृत्व तहबाट अवज्ञा हुनु गठबन्धन सरकारलाई आँखा खुल्ने घटना हुनुपर्छ । प्रधानसेनापतिले सरकारलाई गरेको यो अनादर हो, अविश्वास हो । सेना सरकार मातहत छ भन्ने विश्वासमाथि कुठाराघात हो । सरकारले गरेको निर्णयअनुसार दुवै प्रहरी संगठनका प्रमुखहरू गएनन्, तिनले आफ्ना मुख्यालयमै जन्मोत्सव मनाए, सरकारको नीति पालना गर्दै ।

जंगी अड्डामा विधिवत् जन्मोत्सव मनाएर मात्र सेनापतिहरूलाई पुगेन । राजाको सुस्वास्थ्य र दीर्घायु कामना गर्नु जायज हो तर त्यही बहानामा सरकारको निर्देशन अस्वीकार गर्नु जायज हुनै सक्दैन । जंगी अड्डाले टुँडिखेलबाट सलामी दिइएको घटनाबारे आधिकारिक जानकारी दिएको छैन । अधिकृतहरूका अनुसार दरबारको सैनिक सचिवालयको निर्देशनमा तोप पड्काइएको हो । राजदरबार सैनिक सचिवालय अझै सक्रिय छ भन्ने यो बलियो प्रमाण हो । दरबारको सुरक्षा मन्त्रिपरिषद्ले गर्ने भन्ने प्रतिनिधिसभा घोषणा २०६३ कार्यान्वयन हुन नसकेको कारण सचिवालय अस्तित्वमात्रै छैन, दरबारबाहिर नीति निर्देशनमा समेत सक्रिय छ भन्ने छर्लंग भएको छ ।

सेनामा सुधार ल्याई राष्ट्रिय सेनाको प्रतिष्ठा दिने र लोकतन्त्रलाई खतरा आउनसक्ने सम्भावनाहरू रोक्ने प्रमुख कर्तव्य सात दलले प्रतिनिधिसभा पुनःस्थापनालगत्तै गरेको ठहरमा बल पुगेको छैन । सर्वप्रथम त सुरक्षा निकायका अन्य प्रमुखहरू ुमाघ १९ु पछिको दोषका लागि दण्डित गरिँदा सेना प्रमुखलाई विशिष्ट व्यवहार गरिएको छ । सेनामा वास्तविक परिवर्तन ल्याउने राजनीतिक अठोट छैन भन्ने देखाउन रक्षामन्त्री नियुक्त गर्न नचाहनु अर्को प्रस्ट उदाहरण छ । त्यसैगरी दरबारको सुरक्षा मन्त्रिपरषद्ले गर्ने भन्ने ऐतिहासिक निर्णय कार्यान्वयनका लागि सरकारले कुनै गम्भीर गृहकार्य गरेको छैन, जसबाट ऊ टालटुलमा समय व्यतीत गर्न तल्लीन भएको देखिन्छ ।

सेनालाई मन्त्रिपरिषद् मातहत ल्याई संसदीय निगरानीमा राख्ने संकल्प लागू गर्न ढिलाइले माओवादीलाई मूलधारमा ल्याउने सहज वातावरण निर्माणमा अवरोध पुर्‍याएको छ । सैनिक सचिवालय खारेज गर्न नसक्नु, रक्षा मन्त्री तोकी सेनामा परिवर्तन प्रत्याभूतितर्फ सोच नबनाउनुजस्ता अकर्मण्यताले माओवादीलाई षड्यन्त्रको आशंका बरोबर प्रकट गर्ने सुविधा दिएको छ । त्यसबाट माओवादीको सेना र हतियार व्यवस्थापन जटिल मुद्दाका रूपमा रहिरहनेछ । संवैधानिक, प्रतीकात्मक वा आलंकारिक जेसुकै अवस्थामा राजसंस्था राखिएको होस्, प्रतिनिधिसभा घोषणाको उद्देश्य सेनासूग दरबारको गाूठो छिन्ने हो । कुनै सरकारी पदाधिकारी नगएको ठाउँ प्रधानसेनापति जानु तथा सैनिक सचिवालयको निर्देशनमा सेनाले सलामी टक्र्याउनु संसदीय संकल्पप्रति अविश्वास जनाउन पर्याप्त छ ।

New Triangle: Maoists, Seven Parties, Civil Society

These three working in tandem could do much of the work of the peace process with little external help. That is not an argument against external involvement. That is to say it is very important these three work together.

Girija Should Retire, Madhav Nepal Should Take Over

Girija Koirala's health is failing. Getting out of the chair will be good for his health. I would like him to see the day Nepal gets itself a new constitution. But for that he has to be resting near full time. He should just sit back and relax, and let the doctors take good care of his health.

He should trust his party and his coalition partners. He should bless them and step aside.

The Moriarty Question

Moriarty thinks in terms of the worst case scenario when it comes to the Maoists. He thinks they might do what Lenin and Mao did, what Pol Pot did.

But if it is not true that the Maoists want a communist republic, then those fears are allayed. Moriarty does not trust the Maoists have had a genuine change of heart. What the Maoists call taxation, Moriarty calls extortions.

I think Moriarty does not realize how big an impact he ends up having on the domestic scene when he makes his comments. America is the sole superpower today. Or perhaps he does realize. There is perhaps a method to the madness.

All I have to say is this: if it is not true the Maoists are trying to imitate Lenin, Mao and Pol Pot, then Moriarty and the Maoists have nothing to fear of each other. In other words, it is okay to ignore Moriarty. His alarmist rhetoric only comes into the mainstream if the Maoists end up proving him right, either partly or fully. And I don't believe he makes his remarks because he wants to be proven right. The stark truth is he wishes deep in his bones to be proven wrong.

Sometimes I feel I might be the only person who is suspicious neither of Moriarty nor the Maoists.

The thing you have to know about Moriarty is he is perhaps the top person in the US foreign policy establishment in his chosen field. The guy happens to know what he is talking about. Like heart surgeons are heart surgeons, Moriarty is trained to recognize the methods of ultra left violent groups. Don't begrudge the man his training. Just prove his alarmist rhetoric wrong.

He is not a nuisance. He is a watchdog.

Ultimately it is for Nepal's eight political parties, the civil society, and the Nepali people to decide what shape Nepal will take. Moriarty does not harbor the illusion he is the one who will decide. He is just an ambassador. As long as the worst case scenario does not happen, I think he is pretty much harmless to all political actors in Nepal.

I think he will be much happier talking trade issues. For that the dust has to settle down, Nepal has to get itself a new constitution.

I got to meet Kul Chandraji at the ANA Convention. I told him I was following him in the news during his trip to Nepal.

He is such a pleasant person to be around. He has been of enormous behind the scenes help for the cause of peace and democracy in Nepal. Through him Nepal is in high places.

Upendra Mahato was in the air. The idea of meeting him hovered in my mind during the weeks prior to the convention. I had not heard of Jiba Lamichhane until a few days before, and I did not know Aditya Jha will also come: he drove all the way from Toronto. Looks like he and I have something in common: I also have a thing for driving. Aditya Jha is like Sabeer Bhatia, the guy who sold Hotmail to Microsoft for $400 million. Adityaji sold his thing to Sun for $100 million.

My only "image" of Mahato was from this photograph: ANTA Makes Sense On Many Levels. For some reason I had imagined him to be a little on the shy side, a little effacive. Aditya Jha is not in your face, but Mahato is different. He is blunt. He likes to cut to the chase. He is known to lose his temper. He can sound abrupt. He likes to knock a few chairs along the way. He is fond of jokes. Jiba Lamichhane is more like Aditya Jha in temperament.

I pitched my business plan to all three, and a fourth person, Mukesh Singh of Ohio. Mukeshji was the most sympathetic, and we are to talk further: maybe he will be part of round one. Mahato and Jha suggested I was cut for politics not business. Jha suggested to go into services rather than technology. Lamichhane during a private dinner with his family suggested the idea of challenging companies that are well established can be unwise, and related one of his own experiences along those lines.

To their credit, I have not written a full business plan yet. With the IC idea, I am thinking Global South. When about 60% of the human population is finally online, we reach a tipping point. At around 80%, we make geography irrelevant. The "American dream" will be found all across the planet. So, yes, it is about politics. Only you are talking of the Global South as one political unit, and you are talking not traditional politics, but politics at the speed of thought. You are talking of a politics where all those offline are disenfranchised.

Sabeer Bhatia should never have sold off Hotmail. Google did not get bought. And the $100 million fund is a great idea, but I feel the Nepalis in America are not about to pour into the pot. They have a hard time accepting Madhesi leadership. It does not matter that Mahato is the Nepali Mittal on his way. Mahato has not made his biggest money yet. Instead you go on Nasdaq. You can raise more than $100 million there. My message to Mahato would be Think Nasdaq, not Nepali.

Both Mahato and Jha get treated very well by the prominent Pahadis, one on one. And that sure changes the political dynamic. But only to an extent. Ultimately it is about the 13 million Madhesis on the ground. They ask for something politically more blunt than two super rich global citizen Madhesis.

They are among the richest people on earth. Forget Nepal and Nepalis. They are so well off, and so very successful, it is hard to believe I got to spend countless hours with both of them. It is not the rich, it is the self made part that is interesting. They have gone through this mental journey. It is like someone went on a space flight, and they are back, and you want to know.

Bloomberg ran for Mayor of New York City. Being mayor means so much to him. There is this thing that the rich have for those who hold political offices. Both Mahato and Jha harbor some of that fascination.

Jha is from Mahottari where I am from. Mahato and I are related. My phoophera bhai is his sadhoo bhai, Dilip Hathi from Yadukuha. But then everyone is related to everyone around there.

The ANTA dinner in downtown Newark was something special. It was a Homecoming that I can not imagine having at Budhanilkantha or Berea because of my Madhesi and blac status. Adityaji spoke my mind when he said it was "emotionally intense."

Ratanji told me Upendraji likes to "see" things he will invest in, like real estate. He never invested in stocks, for example. I can understand that. You don't want to diversify into areas you don't feel comfortable in, or you lose focus. Me? I am the other way. I like things that don't take space. Like music, internet access, money in the bank, stocks, websites, books at the library, virtual office, free calls over Google Talk. Air does not take up my private space, I like air, also water in the ocean. I am no monk, but my idea of rich is money in the bank, not wasteful furniture.

I think there is a European colonization hangover that many of us still put up with. We can imagine getting big, but not the biggest. If you dream, you can still fail. But if you will not dream at all, you will not get there, guaranteed.

Venture capitalists don't like to dabble in sums smaller than a million, perhaps more. Even for a sum like $100,000, it is the same amount of time and paperwork and meetings, so why bother!

Mahato can be a little intimidating. I finally gave my two and a half page business plan to him at JFK when he walked over to my side of the car. He flew off to Moscow shortly. From the Marriott where he was staying I crossed into Manhattan through the Holland Tunnel, then crossed Brooklyn Bridge. I took the shorter route which goes through Queens. I did not think of the rush hour traffic. It might have been quicker to go the longer route, the Belt Parkway route. But we got there.

It was like taking Gagan Thapa to the Newark airport. We got there barely on time.

I asked for five minutes with Upendra Mahato on the phone with Ratan Jha a few days before the convention. Instead I was with him countless hours. He ended up spending quite some time in my khatara car. On our way to Binod Shah's place for dinner, my car got hit from behind, and the police took almost an hour to show. That was Sunday. Saturday around midnight I got a call from Jay Mandal. Upendra Mahato and a few others were in Mandal's room. Would I like to come? I was on my way to my car. I had offered Chandra Prakash Sharma, Binay Shah, and his wife Tara rides back home to Queens and Brooklyn. And I also knew Upendra Mahato had not slept at all the night before. I did not feel like pulling an all nighter with him. On the other hand, I do have regrets. I should have taken the three to the train station five minutes away, and come back to the hotel room.

A sound business idea does not depend on an investor or another. It flies if it is worth its salt. And Mahato and Jha are people who would rather be brother than banker. I am skeptical of using family terms outside the family, but I meant to suggest the Madhesi bond is quite strong. Identity never goes away. You can not unbecome Madhesi.

I took close to 800 pictures. They are all at this blog by now. I have 60 audio clips from the convention. All this will help as we work towards the April Convention in Queens next year.

I wish I had had more time to spend at the SEBS reunion. There was an event clash, and I had to leave.

Pukar Malla did a great job with his Youth Forum. The format was excellent. It was egalitarian, and participatory. For a guy I did not know before 1999, for a guy I did not know in Nepal, we are on quite good terms. I was in Philadelphia for a dot com for summer 1999, and that is where I met him through Siddhu, another great guy.

You arrange chairs in a circle for each theme, you do about six of them. And you get everybody talking. And the moderator gives a summary presentation at the end.

It would have been better if more of the moderators had participated in the preparatory meeting. The summary presentations were a little too long and disorganized. And I wonder what happened to the conclusion event. I had to leave. I had a speech of my own to give at another forum. (ANA Convention: My Hamro Nepal Speech)

What Pukar did in one room over a period of two afternoons I think should happen online 24/7/365, and it should involve many more Nepalis, from America, elsewhere in the world, and also in Nepal.

Pukar was one of the first people I met when I showed up Saturday morning. We talked chips, as in Intel chips. He is damn smart, damn popular. He is really nice. And I saw two overlaps. His forum, and my online think tank idea. His current work for Intel, and my IC idea. We could talk business.

Karishma Basnyat was the most visible of all the organizers. She was running around all over the place. Like at the NRN Forum, she came next to my chair in the front row out of nowhere and whispered, "You have five minutes." I felt like suddenly I owned the Forum, and then I panicked and walked over and relayed the message verbatim to the forum moderator. I think she is corporate.

Meeting the ANTA crowd for the first time in Ratanji's room 1026 Saturday afternoon was intense. Voices I had heard, but faces I was seeing for the first time.

I wish more blue collar local Nepalis showed up. That was my number one gripe. It should be a Nepali convention, not a rich Nepali convention. Some of the events were pricey. I was expecting the crowd to be 10,000. That did not happen, although it was as large as any these past few years.

I would come home at the end of each day. To download pictures and audio clips, to recharge batteries, including of my own body. To eat some simple food.

People like Mahato and Jha and Lamichhane must get many business plans. Like many many. Only mine is a paradigm shift idea. None of them have taken their company public yet. It is a whole different ballgame at that level. Never say never. Perhaps I should raise 10K through an alternate source to write a detailed business plan and prototype of the machine. There is always the September convention in Chicago.

ANA Convention: My Hamro Nepal Speech

I speak before you as the founding President of Hamro Nepal, described by some as the "world's first digital democracy organization." The organization was given its name by its founding Vice President Anil Shahi who is one of the most active Nepalis in New York City and easily the staunchest republican. The name Hamro Nepal sounds like Taco Bell. There is this ethnic flavor to the name, and that is why I like it a whole lot.

Hamro Nepal has four goals.

The first goal is that of a democratic republic in Nepal. The monarchy has to go just like illiteracy has to go. Membership of Hamro Nepal is free, and it is a global organization from day one, but you do have to be a republican to join this organization.

The second goal is that of equality for the four identified groups, the DaMaJaMa, Dalit, Madhesi, Janajati, Mahila. Democracy has to be made to work for all groups.

The third goal and my pesonal favorite is that of a double digit economic growth for Nepal. We are not talking five, or six or even nine per cent. We are talking 10% or more. If democracy is superior to other ideologies, Nepal should be able to grow faster than China. To that end Hamro Nepal will organize an online think tank on the national economy. There are Nepalis all across the world at top colleges and universities and at top companies. Our message to them is it does not matter that you are not physically in Nepal, but you can still hope to contribute in a rather elaborate, intimate way. We have to make the best of globalization and the internet on behalf of Nepal's economy.

Nepal being a young democracy actually helps. We get a fresh start. That can also apply to democracy itself. We should design one where political parties are not allowed to raise funds from individuals or businesses. Instead they get state funds in direct proportion to the number of votes they earn during a national election. If we could do that one thing, that would make Nepal the number one democracy on the planet, better than America, better than India.

Similarly we should be able to think out of the box on the economy. Dual citizenship for the Non Resident Nepalis is the single most important policy decision Nepal can take to grow its economy fast. You can get massive foreign direct investment and create great jobs at home, or you can send Nepalis abroad to work many sweat shop jobs in precarious conditions. Get out of the way, let the Nepali diaspora invest to their heart's fill.

The fourth goal of Hamro Nepal is political empowerment of the Nepali diaspora. Before I get into that, I would like mention a few of my involvements. I have been the only Nepali in America and perhaps the larger diaspora who has done full time political work for the April Revolution for over a year now. And I would like to mention my good friend Chanra Prakash Sharma. He has been called the Gulshan Kumar of Nepal. He invented the Nepali music industry as we know it today. He launched Nepali Aawaz, the top Nepali newspaper in America. He is the dynamo behind the Nepali Mandir, the only Nepali community center in town, and I am so glad to be a Board member. And together we are going to organize the Nepali Convention next April in Queens, New York City, year after year after year. April Revolution, April Convention. Also expect a Nepali Block Party for Dashain.

I am so glad to have Mr. Upendra Mahato and Mr. Jiba Lamichhane in the audience. They are our guests from Moscow, two of the leading Nepali entrepreneurs on the planet. They are staying at the Newark Airport Marriott. I once got to meet the president of Marriott. And now I have got to meet these two. These two are more impressive as individuals in my personal observation. We invited them to be our chief guests at the Nepali Convention, and they accepted. We are thankful.

The convention is my idea.

Political empowerment for the Nepalis in America is about earning voting rights for the 100,000 Nepalis here. No taxation without representation. That is what this country was founded on. If you pay taxes, you should be able to vote. Blacks earned their voting rights 50 years ago. Nepalis have not done it yet. Nepalis in Nepal earned their voting rights through the April Revolution. Nepalis in America have not done it yet.

For that we have to get better organized, and build coalitions. My guess is less than 2,000 of the 100,000 Nepalis in America are members of one or another organization. Existing organizations have to expand, new organizations have to be formed, new umbrella organizations have to be launched. Nepalis have to start voting in their organizations before they can hope to vote in America.

I am a Madhesi. I am a Nepali. I am a Desi, and so are you. All South Asians are Desi. I am half Indian, so that is extra true for me, but regardless all Nepalis are Desi. You have to find common ground with the Indians, the Pakistanis, the Bangladeshis, the Sri Lankans, the people from Bhutan and Maldives. I am also Asian. The Indians and Chinese are in the same camp. And I am blac. Black Latino Asian Caucus. White is no country, no religion, no language. White is an artificial identity. And so we have to claim the blac identity.

Madhesi, Nepali, Desi, Asian, blac.

Our two newest members are from Jhapa in Nepal and Bhairahawa in Nepal.

We are not a registered organization, we don't need to be. Membership is free, we don't handle any money. We are global. We don't have country chapters. The internet is the backbone of this organization, but there is major emphasis on face time.

These are exciting times.

Eventually, it was the Nepali people who launched the movement and brought about a major political change....... the 12-point pact, 25-point code of conduct and eight-point pact have worked to create an environment for peace....... Until now, fortunately the Nepalis themselves have managed the conflict and reduced tension....... But Nepal has not sent any formal letter to the UN seeking concrete support. The UN is waiting for a formal letter........ the UN has to either redirect its old staff or recruit new ones to send to Nepal. So it is not an easy task........The UN strength should be in hundreds of people. So it will take time to send UN staff to Nepal........ I have not heard the word --- decommissioning arms. What I have heard is manned arms management. This is unclear. What does it mean? Does it mean decommissioning weapons, keeping the weapons in cantonment, demobilization or disarming? The government must be clear about this before it sends a formal letter to the UN. It is difficult to answer your question because I am not sure what it is that the government of Nepal wants........... the UN cannot make things clear as long as Nepal stands unclear......
