Best Possible Scenario: How It Could Unfold








3 Scenarios: Election, Revolution, Chaos
  1. The eight parties agree to hold completely proportional elections to the constituent assembly. Every third name on a party's list must be female. Other than that there are no rules. Madhesi, Janajati and Dalit parties contest.
    1. Elections are held on November 22. The result is a hung constituent assembly. No party gets more than 15% of the votes cast. The majority coalition forms the government. The assembly takes three years to draw a new constitution for the country in which all decisions are taken by a two-third majority.
      1. The country is declared a republic on day one of the constituent assembly. Ram Raja Prasad Singh becomes the first president of Nepal.
      2. Within a year a map for federalism is agreed upon. Within six months of that elections are held for state governments in each of the new states. The states draw their state constitutions and demarcate their village/town constituencies. Local elections are held within a year of the state elections.
      3. Within six months of the assembly formation a formula is agreed upon for the final shape of the Nepal Army. 30,000 strong. 30% Madhesi, 30% Janajati, 30% Bahun, Chhetri, Thakuri, 10% Dalit. Half women in each category. Those from the Nepal Army and the Maoist Army that do not get absorbed are absorbed into the private sector of the economy. Some are sent to school, college, vocational training, some are given small loans to start small businesses, some are sent for foreign employment. Soldiers from the armed Madhesi groups are also allowed to compete for the 30,000 slots as are the common people.
      4. The state is restructured. The number of federal employees goes down from 100,000 to 25,000. Of the 25,000 also, many lose jobs to make room for DaMaJaMa participation. Those losing jobs are absorbed into the private sector with government help. They are compensated so they can perhaps start small businesses.
      5. Each state forms its own bureaucracy and police force. The recruitment formula has to be passed by the state parliament and the competition for the state jobs have to be transparent.
      6. At the end of the three year period, there are a total of 100,000 bureaucrats, 40,000 police, and 30,000 soldiers on state payroll at all levels of government put together.
      7. The country is declared a federal republic of state funded parties at the end of the three year period. The Maoists announce no more revolutions are necessary.
      8. Parliamentary elections are held at the end of the three year period. It is again a hung parliament. No party gets more than 15% of the votes.
      9. The president is directly elected. A second round is held between the top two candidates because no candidate was able to get a majority.
  2. The eight parties continue with their roadmap of disrespect for the Madhesi Kranti, no respectful talks with the MJF or the two JTMMs, and mixed election whereby they are not capable of drawing down the 240 constituencies in a fair manner, their formula for 240 seats through proportional election goes haywire because the Congressi Poudel makes promises on behalf of eight parties to various groups and that angers the other parties.
    1. The Maoists break away from the government. They start with street protests.
    2. Koirala does not budge. Elections are announced. A month later Koirala announces elections are postponed. They will be held in April based on the same mixed formula but with a better law and order situation, and better weather conditions.
    3. The Maoist protests turn into a full fledged movement.
    4. The MJF launches its own full fledged movement.
    5. The armed Madhesi groups get excited.
    6. The Koirala government collapses because his announced elections turn out to be a farce like the king's municipal elections.
    7. A new interim parliament is formed that has 300 total members. 30% Madhesi, 30% Janajati, 30% Bahun, Chhetri, Thakuri, 10% Dalit. Half women in each category. A new interim government is formed. The country is declared a federal republic immediately. Interim governments are formed in the eight interim states.
    8. Elections to the constituent assembly are announced to be held in April 2008.
  3. The situation goes out of hand. There is full fledged civil war.

Govt not serious over talks, says MRPF Kantipur Madhesi People's Rights' Forum (MPRF) Vice President and the MPRF talks team member Kishore Kumar Biswas ..... accused the government of trying to hold Constituent Assembly elections first and regarded the talks as an attempt to distract the MPRF from its protest. ..... "The government is not only sidelining the MPRF but the Madhesi movement as a whole. It doesn't want to implement the agreements of the talks as well," he said adding, "We've arrived at the conclusion that now that it would be a waste of time to sit for talks with the government." "They are trying to use the talks team as a tool of distraction" ..... Ram Chandra Poudel informed that earlier agreements, including a 20-point agreement, reached after the first round of talks between the two sides held in Janakpur last month, couldn't be implemented. ...... "The government isn't trying to address our demands including the proportionate electoral system prior to the CA polls, " he said adding, "Now, we have to launch a nationwide movement in the same old manner."
Maoists cite 22 pre-requisites for polls, gear up for nationwide protests The CPN-Maoist on Monday announced that it will launch indefinite nationwide protest programmes if what it calls “22 pre-requisites for the Constituent Assembly elections” are not met immediately. .... a “new people’s movement from the government, parliament and the street” ...... the immediate declaration of a republic through the interim parliament is one of the pre-conditions for the elections as “royalist forces are conspiring to thwart the elections by instigating violence in Terai.” ....... insisted that the Nepali Congress and other parties clarify their positions on the monarchy before the polls. ..... Removal of all army men stationed inside the royal palace, basic security for the king and his family, the nationalization of the property of late King Birendra and his family and the property of King Gyanendra inherited by virtue of being the monarch ........ Democratization of the Nepali Army by immediately constituting a security council and the start of a process to merge the Maoist People’s Liberation Army into the national army, a high-level commission on the “disappeared”, and a broader round table conference to address the demands of all disgruntled groups ....... The operation of the coalition government on the basis of political consensus, proper attention to the cantoned Maoist combatants, release of their monthly allowances of Rs 3, 000, immediate formation of the local bodies and appointments of ambassadors, office bearers at universities, the National Human Rights Commission, the Commission for the Investigation of Abuse of Authority on the basis of a political consensus ..... immediate action against the perpetrators of the Gaur massacre and compensation to the families, immediate release of all Maoist leaders and cadres detained in Nepal and India, and withdrawal of all cases against the Maoist rank and file, immediate relief of Rs 100,000 to the families of the “martyrs of the people’s war” and free medical treatment to the injured ones. ........ a scientific land reform programme, a high-level land reform commission, a strong anti-corruption drive and a commission to restructure the state to ensure ethnic and regional autonomy with a right to self determination

तराईको राजनीति राजनीतिक हत्या-हिंसाबाट आक्रान्त तराई वषर्ा, बाढी र डुबानजस्ता प्राकृतिक प्रकोपबाट झनै मर्माहत छ ...... मधेस आन्दोलनयता साम्प्रदायिक हिंसा सुरु भएको भनिएको तराईमा यस विपतको घडीमा सबै क्षेत्रले सहयोग गरेका छन् । सहायता कोषका अधिकांश दातामा पहाडे मूलको बहुलता देखिन्छ । ....... काठमाडौंका सत्तारुढ र तराईको अभिजात्य वर्गबीच स्वार्थको द्वन्द्व भएर नै तराईमा डढेलो लागेको हो । ..... मानौं्र मधेस मुक्त भयो, त्यसको फाइदा तराईका हरिजन, मुसहर र डोम समुदायले पाउँछ ? अहँ पाउँदैनन् । पाउने यादव, तेली, राजपुत र मधेसी बाहुनहरू हुन्, जसको राजनीतिमा बहुलता छ । .... अहिले समग्र पहाडे-मधेसी सबैले सहयोग गरेको समयमा ज्वालासिंह र गोइत कहाँ छन् ? बाँकी नागराज, कोब्रा, गोमन, करेत, धामन, टाइगर, सिंह आदि बाढीमा बगेका त होइनन् ? ....... संघीय शासन व्यवस्थामा 'समग्र मधेस, एक प्रदेश' नाराको आधार ..... अहिलेजस्तो सिंहदरबारको आदेश भोलि चल्दैन, संघीय शासन व्यवस्थामा । केन्द्रीय सरकारको अधिकार सूची, प्रादेशिक सरकारको अधिकार सूची तथा समवर्ती अधिकारको सूचीमा बाँडिएको अवस्थामा मधेसले आफ्नो काम गर्न पहाडमा निर्भर हुनुपर्छ । त्यस्तो अवस्थामा मधेसले के गर्छ, यो विचारणीय विषय हो । जलस्रोतको उपयोगमा देखिने ठूलो समस्या अहिले यही बाढीको समयमा प्रकट भएको छ ।

And some would even go so far as to say they are Indian. What they don’t know is that there is actually resentment in the tarai against the Indian government. The madhes’s relationship with India is complex and multi-layered. ..... across the border in India there may be general sympathy for the madhesi cause, but this has not translated into active support. ..... Madhesis feel that New Delhi has never supported them in their struggle for rights ..... New Delhi has taken them for granted, and always used them as a bargaining chip with pahadi rulers in Kathmandu. ........ From Delhi to Patna to border towns, politicians and bureaucrats were thrilled to see an erosion in the Maoist influence in the tarai when the movement began. ...... In Patna and Lucknow, awareness of the madhesi issue is limited. ...... the fractured nature of madhes politics doesn’t help. .....
