or a stupidity. If Giraja and his family are madeshi, why then rest of the
ethnic terrains are called madeshe and not him and his siblings? Please
don't lie to yourself, why the 6 yrs old child from ethinically pahadi
community learns to call ethnic terrains madeshi but not to people who moved
to terai from pahad.
The emergence of current situation in teari did not happen at once. It was
felt long before by many but the sentiment was picked up by the current
leaders. It seems like as if the struggle has just begun. If the so
legislatures and intellectuals do not work to protect the rights of every
citizen, the situation will never improves, probably will get worse. Just
think, why people like us, who would not be benefited in anyway, have
sympathy to this movement. We feel that people of terai are fighting for the
right, empowerment and self dignity.

What happened in Nepaljung incident, why the media did not bring up the
truth? Did any so called national political party or government show the
desire to bring up the truth? I think it is open discrimination. if you
believe in integrity you have to give up discrimination. KP Bhattari openly
denounced the recruitment of ethnic terrains into NA and he still got
elected for parliament from ethnic terrains vote. This can happen few times
but not always.

Did anybody opposed Prachanda's desire to use PLA and NA to suppress the
Terai movement? First of all NA does not represent madeshi, so use of NA
force to suppress the movement clearly means war against the ethinc
terrains. Anybody who believes in united Nepal would never go for it. After
reading Prachanda's comment I expected there would be widespread criticize
of his comment from many organizations and political parties. Did it happen?
never. So who is against the integrity of Nepal, it is people from Pahad not
Terai?

To bring Laloo and Mulayam into the discussion, what the madeshi would get
from them is another absurdity of yours. This is not relevant and we do not
like to hear that. You can ask Girija and Sitaula what they got and going to
get from New Delhi.

Constitution should protect the right of every citizen whether in minority
or majority. If this does not happen the struggle will continue, the sooner
or later, people of terai eventually will be empowered. The history has
shown that you cannot your right by begging, you have to fight.

Welcome to this discussion. I agree with you that Nepal will be a federal
Public soon and its interesting to know migration path of your family.
Except that, I don’t find anything to which I can agree. Sanat sir, you were
lucky enough that you didn’t feel this type of communal hatred in your life
time. I am also lucky that once I joined bureaucracy and started mingling
with “elites”, very few people were able to show that hatred openly. But I
remember being abused like dog on the streets of kathmandu around
2044-45…madhise, kale, dhoti these were very common “adjectives” used for
me. Anyway this is my plight. I wonder how you did not notice how those
vegetable vendors, barbers and other Madhesi manual laborers were treated.
My point is that this pahare- madhise hatred was always there among common
people. We, elites fought some sort of undercover wars. But it was
persistent even among us as well. Pahare hatred towards madhise was very
pronounced…but even madhises were also waiting for the time to return the
treatment….and somehow that moment came….and the anger poured upon statues
of great poets,
some pahare families ..and government offices. Having said that, I am not
proud of such aberrations that took place during Great Terai revolt. But
every event can not be judged in isolation….There is a history behind all
those events.

Why are people using such words for Upendra yadav. He is just like any
politician. In your letter you say “I don’t think Laloo and Mulayam will
give anything to Upendra”…do you think he is asking anything from Laloo or
Mulayam? Isn’t it a kind of hatred and a very serious question mark on our
loyalty to the nation? He is demanding to his own government. This is the
treatment all madhesi leaders who talked about rights of madhesi, got from
King to so called democratic and communist parties and from majority of
pahares. Let us go somewhat in history, …in 2015 BS a very respected leader
from Janakpur area Late ram narayan Mishra was made industry and commerce
minister in BP koirala government. He played a role in bringing cigarette
factory to janakpur……shortly after that in Nepali congress general
convention …he was abused and humiliated…he was charged of being
communal……..he even tendered his resignation at that time…….Recall late
Gajendra N
singh..when he started talking about terai in 2042 BS, the whole pahare
community (there may have been few exceptions) used the words for him we all
know….Bhartiya dalal, dhoti, Indian etc. …where were those voices of
“brotherhood and harmony” at that time …I don’t remember any pahare leader
either from panchayat or congress, communist speaking against the infamous
“basai sarai Pratibedan” by late dr Harka gurung , in which he almost openly
claimed that majority of madhesis are Indians.

You preach about “barta” but do you think the government has shown any
respect for those madhesi lives sacrificed during the revolt……I know sitaula
is an efficient minister..but so what? He failed during madhesi revolt…he
did not even have time to go to hospitals to visit injured people. He did
not takke any action against administrators who were involved in Nepalganj
incident. And look…this government has not formed even a commission to
investigate the incidents that took place during 21 day terai revolt. What
is this? A simple dereliction of duty or “pahare arrogance”. In this
situation no body with self respect will seat for dialogue. Politics is very
cruel...demand for resignation of Sitaula is jsut and a minimum
demand.......Where is the PAHARE voice for those just demands. Pls forgive
me, almost whole pahare community is just blaming Upendra yadav. I am not
his spokesman but …I denounce this attitude of pahare community. Just
talking about
brotherhood will not do anything…..come join our hands to prove your
brotherhood……No more lip service....and no more preaching

You are also talking as if terai is very much developed….Its a big lie ….I
will suggest you to look at the HDI (Human development Index) prepared by
UNDP…10 out of 20 terai districts are in worst category,,,,Hill districts
have fared quite well compared to Terai. …and location of east west highway
is a curse for madhesis rather than a boon……..do you know, why Hulaki marg
which which passes through the main economic zone of terai was
neglected?..........There are many questions about OLD NEPAL…….which has to
be answered before we talk about building NEW NEPAL Anyway, sorry if my
words offend you …..I hope the discussion will go on and more and more
people will take part.....Those who don't like such mails are free to mark
me as "Spam" or let me know. this is a very sensitive issue so , I will

I don't know. I might sound very poor in knowing the current politics of Nepal. But, I just want to express my opinions.
The first thing we should not forget is Home Minister Krishna Sitaula was among the very few leaders of Seven Party Alliance(SPA) who actively participated in street protest against Royal Regime. His way of answering to the media person really impresses me. His smiles creates some optimism some light toward success to me. I don't have any relation with him personally. I always go against the one who speaks even a single word against Madhesh. So my heart is politically pure. Please don't misunderstand me. Despite all his defect of not being able to handle government well, I am just unable to convince my self that the resingnation of Home-minister would be a right decision. I am also not being able to find anyone from SPA who would be comparitively better than Krishna Sitaula for the post of Home-minister. Let's not say right now that Upendra Yadav is a right person to replace him. I know he is a scholar belonging to Madheshi Community. No one right now in Nepal has done research on Madhesh as much as Upendra Yadav has done. I have very strong opinion about him. But to be selected as a leaders one needs to be something more that what Upendra Yadav is right now.
And I really appreciate your deviation towards Janjati and Dalits of Terai. It is not great joy that we Madheshei got seats in CA untill we are able to produce leaders from the backward community of Teria. And demand of percentage of seats for Dalits, Janjaties, and Women are really considerable.
Please don't take anything personal. I don't mean to hurt anyone's sentiments. I just kept my opinions. I don't mean I know politics more that anyother do either. I simply got few pionts to express and I did that. I hope you won't take them in anyother way.
Hope to hear comment on me soon.

I agree with some of the facts you have given in your succinct discussion. However, the very reality you have neglected is ecological sustainability, which is more scientific aspect pertaining to livelihood of people.

Nepal has still agriculture-based economy and there are limited economic alternatives. The ecological carrying capacity of Nepal for agriculture-based livelihood can barely sustain about 18 million people. The carrying capacity of hills without degration of resource base is less than 5 million. It is only Terai and a few hill vallyes which allow technological transformation to expand carrying capacity up to 40 million people at the most. It is possible only through sustainable transformation.

There is ecologically interdependant linkage between hills and Terai because of the the fragile watersheds. Overexploitation of Hills ecology accelerates soil erosion resulting in nude terrain in Pahad and at the same time making fertile Terai land into barren stretch through rampant alterations of river courses with huge sediment loads. This type of land degradation has already been unmanageable in China and tremendous effort of modern China have been going in vain.

You can read the old book "Himalayan Dilemma" by Jacks and Messerli to realize few episodes of land degradation in Nepal.

I agree that Federalism can at least shorten corruption-channel in governance. So it should be based on sustainability of resource management and livelihood systems. I cannot support ethnic based division of people which labels elite people like you as "oppressed" and an uneducated, landless hill-Bahun youth who is portering for his livelihood as "ruling-class" and an element of subjugation of Madheshi.

In fact, the ethnic-based movements that erupted in European countries were simply the strategies prudently fabricated by Neo-colonial Capitalists to defeat the socialism. The diversion of agenda of economic disparity to ethnic agenda in Nepalese politics has also the same motive. Undoubtedly it will bring disaster if it goes on.

One can make a huge treatise of arguements on this matter. But the truth is that our reality dictates cultural harmony and ecological rationality in decision making.

Its really nice to engage in constructive discussion. From your words in first mail, I felt that you are trying to say that the Pahades in Terai are more native to Terai than majority of the Madhesis. In my view case is exactly opposite, Majority of Pahades are quite new commer to terai compared to madhesis in general. There are exceptions on both sides.
If you don't agree that there was not state induced migration, I request you to look at the census data from 1960 to 1980. It speaks a lot. Population growth rate of terai in that period was more than double that of hills. I will let you know the exact figures. Construction of east west highway and settlements along it speaks a lot about uncontrolled and state induced migration. You can never feel the pain unless until you are victim of "free movement". Tharus of morang and kailali better know it than you and even me. Even in a country like USA, pain of uncontrolled migration is being felt.
The last question- what the Madhesis want to do?- is very difficult for me to answer. I will wish that their demands never cross the limit of creation of Terai state. But it may prove just a wishful thinking if those in power don't take appropriate decision on time.
The problem can be solved by strict adherence to democratic norms, practices and culture. As my articles state in last paragraph "The point we forget the least, when we think about new federal structures, is the heroic sacrifices on the streets of the Terai towns. We may differ on pros and cons of different models as academicians and experts but democratic politics has never been guided by self satisfying academic discourses; neither should it be. The voices in the media about non ethnic nature of states are grossly ignoring the demands of the Janandolan II and the Terai revolt. Being swayed away by this false notion of rationality may prove fatal for territorial integrity of our country. After all people matter the most in democracy and popular revolt is one way of expressing the public opinion."

I didn't say there aren't ten generation Madhesis in Tarai; what I said - there are very many madhesis who are less than three generations living in Janak Pur; even then I am not suggesting they are any less Nepali.
When I left Nepal twenty seven years ago, this issue (how many generations who is living in Tarai) was not as important, therefore I never inquired about other Pahades and for that matter Madhesis ancestor. But I am pretty sure my family is not the only one that came from Pahad six generations ago.
I disagree with your point that there was consorted effort during Mahendra's time to push Pahades in Madhes. If that was the case why even to this day, Pahade population is less than 25% in Madhes? Who could have stopped the Pahade settlement in Tarai, had Mahendra really decided to resettled them. I know there was an effort in sixties and seventies to resettle those Nepalis who were kicked out of Burma during the Ne win's rule, in Chitwan and Kanchan Pur (Mahendra Nagar) area. I am not sure that is what you mean by state induced migration.
I am not proud of the names you have pointed out who were elected Pahades in Janak Pur municipality, not because they were Pahade, because they were simply not competent and honest elected officials. However, did you forget to mention that since the new democracy (90's), Janak Pur's Mayor and almost all the members of the municipality have been Madhesis. And, I am not being negative by saying it. I just wanted to point out the fact, which you conveniently decide to leave out.
Rakesh Ji, in all said and done, in your opinion, what do Madhesis want? do they want to kick out all Pahades from Tarai? Or, they want to have new Nepal where Madhesis, as well as all other ethnic groups are treated fairly and equitably? I think that is the key question. If they are for kicking out and it's all about Pahade Madhesi, then I have nothing to say. On the other hand, if they want to find solution and can look beyond Pahade Madhesi then we can further talk about it.

When your forefathers migrated 6 generations ago, were they the first settlers in janakpur or new comers among the natives? PleaseTry to find out the answer. I also don't confirm to your fact that majority of madhesi people in janakpur have not been there for 3 generations. I am also from janakpur and I have seen many people there who have been living on that land or around janakpur in villages for more than 10 generations. I am one of them.

Secondly I counter your argument that migration from the hills is not state induced. Before 1950 most of the hill people who cam to terai were either families of Bada Hakims or their personal and official servants. They did not hire any madhesi to work for them in general. When Ranas felt their weak poltical ground in terai due to impact of anti colonial revolution in India, they started granting "subba" or jamindari to local Madhesi elites. Eradication of malaria and domination of king Mahendra in politics was the last and worst thing to happen to natives of terai. King Mahendra's jaundiced view of nationalism certainly encouraged migration.

He actively encouraged resettlement program to change demography of Terai. In 1962, a joint Nepali-Israeli team made a feasibility study for establishing resettlement program in the entire Terai region and the Nepal Resettlement Company was established in 1964 on the recommendation of this study. This organization was modeled on the Moshav cooperative settlement in Israel ( you may wonder) on palestenian land. The worst occupiers in the world, Israelis were consultants for this resettlement program. The census data clearly shows that population of Terai grew exponentially between 1962 to 1980. If as Dr. Harka Gurung argued in his Basai sarai Pratibedan, the growth in terai population was due to migration from south, it should have continued for long. having said that there has been migration from south after creation of Modern Nepal State but it is negligible compared to migration from north. You are from Janakpur, Damodar Upadhyaya was Pradhan Panch, Hem Bahadur Malla was an MP, Badri Karki was district chairman for a long period. For me its naked subjugation of madhesis by migrants on their land. I don't say that all those who migrated to terai were part of the conspiracy...They were lured by the state to migrate south. They unknowingly became part of that sin. And inturn, they were simply uprooted from their own land and pristine life in hills. This large scale outmigration is one of the reasons for underdevelopment of Hills. People who don' have a bond to land, sometimes called "land ethics" , virtually become a burden for earth and nature. Thats why I strongly support the case of restricted movement ( not always by force but by persuasion) even in this age of so called "globalaization".

We educated class people always shy away from genuine discussion and concenterat on big terms like Harmony, Brotherhood, Peace etc. and are reluctant to talk about ethnic divisions. There has always been an ethnic-based separation in terms of access to resources in Nepal. The centralized system governed by either monarchy, political parties, or now the Maoist have been unable to integrate the diversity that is Nepal. Current discourse has only made visible that which has been hidden. The skeptics argue with an assumption that ethnic division is alien to the Nepali politics. Thus, introduction of such a system will dismantle a unified society, which is untrue. Ethnic division is in the very fabric of Nepali society. We should embrace it. This does not necessarily mean negative outcome. Ethnic focused politics has the power to foster diverse cultures. This is possible only when there is respect for diversity rather than scorn for difference.

I read your article. While, I agree with the zest of your overall argument premises, I must point out the half truth you have presented to make your case stronger. It's true that there has been some migration from hills to Tarai for many decades but it has never in my recollection due to the State's uncontrolled and induced migration, as you have alluded in your piece. It requires no academic genius to figure out that the economy, or lack there of in hills has been the reason for such migration. For that matter, Pahades have not only moved to Tarai, they have also gone one step further, to India (Lahor), to earn wages; many of whom have settled there for good. A similar migration pattern has been taking place for centuries from the other side (from India to Nepal). In Janak Pur, my home town, when I was growing up, most of my neighbors were first generation Nepalis, whose parents had came to Janak Pur from India for various reasons - to teach in school (half of my teachers, including the head master were Indian migrants), to practice medicine, as a barber and so on. In fact, majority of the so called Madheshis in Janak Pur's root do not go beyond three generations in Janak Pur. I am not sure how did we disfranchised them when majority of these so called disfranchisee were not even there when we (my family) migrated from Pahad more than six generations ago. Please don't get me wrong. I appreciate the contributions of these wonderful people, who are every bit Nepali, without whom many of us Pahade and native Madhesis alike wouldn't have been successful in doing what we are doing today.
Therefore, all said, I am not supporting the Pahade domination. In fact, I would like to see some form of federal structure, in which Madhesis and ethnic groups have control of the day today operation of their region. I would also like to see more Madhesis in leading position at the national level because I know they can add great value to our national pride.
I hope you will understand for the reason I have pointed out the discrepancy in your writing.
While I like to see tomorrow's Nepal to be inclusive and fair treating to all, I don't like the country to be divided on Pahade and Madhise line. Madhesis and Pahades are not two different people. They are from the same race (at least Bahun, Chhetri and Newars ) and both of their root goes back to the modern UP and Bihar.
Under 238 years of Rana and Shah's combined rule, both Madhesis and Pahades have suffered with a degree of variation, except for few elite Pahades (less than 1%) associated with the power; such as, Thapa, Aryal, Pant, Pandey and Basnyat, etc. Therefore, the root cause of the Madhesis plight is not Pahade, it's the 238 years of feudal machine, which must be broken

Talk program was organized in American University, Washington college of Law on “Building Democracy in the face of Nepal’s mounting crisis.” Program was jointly organized by Centre for Human rights and humanitarian law and South Asian Law student association. Supreme Court advocate from Nepal, Dinesh Tripathi was invited to deliver a speech on the topic. Advocate Dinesh Tripathi underlined that: Nepal is passing through enormous crisis, upheaval and challenges. There are enormous and huge challenges toward building a full and genuine democracy in Nepal. The People’s will and aspirations could be materialize only through accountable democratic institution. Only full fledge democracy with socio economic justice could be the basis for lasting and genuine peace in Nepal. The election of the constituent assembly could be the only legitimate vehicle for creating new constitional and new democratic order. It will create a framework for the participation of common man in the constitution making and democracy building process in Nepal. The Common man’s direct participation in the constitution building process is vitally important, because it will establish the ordinary citizen’s sense of empowerment and ownership on the constitution. Nepalese people do not want imposed or given constitution any more. The people of Nepal are aspiring for full and genuine sovereignty and complete justice and freedom. Formal and procedural democracy is not enough. Nepalese people all over the world allow to participate and vote in the constituent assembly election. The era of kingship has gone. The people of Nepal do not want monarchy in any form. The republican form of government shall be the basic feature of the new the constitution. It is a proven fact of Nepali history that monarchy and democracy could not go together in Nepal. The palace of Nepal always acted against the will and aspiration of Nepalese people and always dismantles and subverted democratic institution with the help of military. That’s why Nepalese people want to do away with monarchy forever. The king of Nepal is extremely unpopular and hatching conspiracy against the upcoming constituent assembly election. The constituent assembly could be the only legitimate vehicle to exercise sovereign rights of the people. The recent statement of king is the biggest insult of people’s struggle for democracy and self rule. The king has no authority or right to issue a statement in the present changed context. It goes against the very spirit and mandate of people’s movement. His recent statement reflects his dangerous and evil mind set which is serious threat for democratization process of Nepal. Immediate action should be taken against king and political actor of Nepal should take this statement very seriously. The democratization process of Nepal is under severe threat. The anti- democratic and anti people element of the country does not like the notion of constituent assembly. They do not want people’s supremacy and sovereignty. The holding of the election of constituent assembly in due date is one of the most crucial task and it must be held on due date at any cost; otherwise it would be damaging and disastrous for democratization process. There should be no excuse for the delay and postponement of the constituent assembly election at any cost. New constriction shall chart a future course for new Nepal. Nepal has to restructure the feudal and undemocratic structure of the state. It shall establish the basis for social, economic and political democracy. The periodical election and right to vote is important and central to the democratic governance but it is not enough in itself, People of Nepal are also aspiring for economic and social democracy and justice. The new constitution of Nepal must address the problem of vast exclusion, marginalization and exploitation. It has to build an inclusive democracy. The backward, exploited, madhesi and dalit, janjatis should get equal rights and dignity. The issue of exclusion needs to be address immediately and coherently. The biggest threat for democracy building in Nepal is the undemocratic character of military. Currently it is the most undemocratic institution. The democratization or effective and actual civil control on the military is the central issue of the democracy building process in Nepal. In order to build genuine democracy military must be brought under civilian control.
The culture of the impunity is the biggest obstacle for democracy building process in Nepal. There is no transitional justice mechanism in the place in Nepal. Not even single perpetrator of human rights violation has brought to the justice. Nepal should immediately ratify the Rome statue of international criminal court and all the perpetrator of human rights violator should be brought to the justice. The culture of impunity should not allow to continue. The culture of impunity creates a vicious cycle of human rights violation. The king of Nepal also brought to the justice because he is responsible for massive and serious human rights violation in Nepal. No crime should go unpunished. Nepal also needs a process and mechanism for truth and reconciliation. The problem of internally displaced people must be address immediately and urgently.

How Interim Parliament can declare Nepal 'Federal Republic of Nepal '

The 'suspended monarchy's message to the nation on the 57th Democracy Day without even consulting the head of the state – the Prime Minister defies the rule of law under democracy. His supporters online and offline are saying 'who are these 'SPA and the terrorist Maoists leaders and their legislators' to legislate such bills that scrape the power of the monarchy and suspend his statue?' These are threatening questions that supports of the monarchy regressing over the violent come back of the monarchy.

We have reached this far with people's mandate to suspend the two hundred fifty years old active cancer to be operated and surely we the people of Nepal do not wish to become sick with it for generations. It was blessing for us that it rumored aggressively with the grand-design and massacred people's legitimate king and his entire family. Now if we fail to eradicate its remainder from its illegitimate-roots then our future will be bleak and tragic. The cancer which is spreading in the minds of the supporters and regressive forces can be very toxic to Nepali people if not otherwise we declare Nepal 'Democratic Republic.'

We must not flip and flap from this fact. But we must remain firm with our reasoning and stick to our observation, experience and our history that in this 21 st century we can not continue with the institution of a monarchy who does not comply with the rule of law. This will be tragic mistake if the strength of the people's 'House of Representatives' fail to legislate right decision for the nation. It is not the government cabinet that has the power to declare Nepal a 'Democrat Republic', but the House of Representatives through the Parliamentary electoral procedure. The House of Representatives have the electoral votes of people of Nepal to make such historic declaration. It is the strength of the democratic electoral procedures of the Parliament can make such decision constitutionally validate.

Declaring Nepal a Democratic Republic will pave the way for the successful elections of the constituent assembly with the national solidarity. There will be minimal anticipation of regressive elements mushrooming all over the nation. Our objective for the constituent assembly elections will be solid – 'drafting a new constitution for a Democratic Republic of Nepal.' If before the constituent assembly elections people of Nepal conceived necessity of the federal governance structure with the supports of the political leaderships, members of civil society, and ethnic communities then with the endorsement of the House of Representative the nation should adopt the federal governance structures for the draft of the new constitution of Nepal.

Why is 'Federal Democratic Republic?' As our different ethnic communities are protesting for and I personally believe that Nepal needs a proportionally established federal governance structure for people to participate directly in nation building process. A federal system of government is a democratic design and one of the reasons to adopt this system is to address the managerial structures of a nation which has large population, vast topography (territory) both in size and structural remoteness, and diverse communities. Example of such nations is the United States of America, Canada, India, Germany and Switzerland. On this premise Nepal is though a small county in both size and population yet it has remote topographical difficult terrain, and diverse ethnic communities. Over sixty percent of topography is built up with the difficult terrain and remoteness. Ethnicity is our integrated social structure with shared social values, customs and traditions.

For example, the government of Switzerland which is structured under the democratic premise of the federalism can help us mirror to see ourselves through. The Switzerland, which has difficult terrains of topography and three different ethnic communities (Swiss-German, Swiss-French and Swiss-Italian), has federal governance structures based on these following premises of federalism:

Decentralization (Non-centralization) of state power through the practice of competitive or electoral democracy (under the constitution, amendments, bills and regulations) at a local level

Subsidiarity of the federal or central government based on the principle that a central authority should perform only those tasks which cannot be performed effectively at a local level

Solidarity of the nation with team spirit between the constituents (cantons) of the country with inter-constituent competition to a certain degree, for example enforcing law and order, making the taxation policies, budgeting development plans, supporting national security etc

Cooperative federalism based on decentralization or non-centralization between constituents in regards to making laws, policies, fiscal plans and so forth

There are many bloggers, columnists, law experts, learned scholars and many other online and offline all over the horizons surrounding Nepal and Nepali people giving negative impressions and raising irrelevant questions against the federal governance structures. For example, one columnist raised problem of water resources sharing and others about Madhesi-people is seeking independent state, autonomous or self-governing provisions and so on. All in all, these doubts may seem counter productive however if we do consider the federal governance structures for restructuring new democratic Nepal then this is challenge for us to be able to conceive a political vision for the nation.

It is time for the political leaderships to have a collective vision for the nation that they have confronted and learned from the ground reality of the nation – of the two hundred fifty hundred years history over the current political crises. There are regressive elements on the rise not only from among the supporters of the monarchy but also among the elites who has individual, familial, and political stakes in the current feudal oligarchic governance structures. They know if the federal governance structures are adopted in the national managerial system then they will lose the grip of power that their forefathers have established in the current government system.

The people of Nepal know now that the federal governance structure will allow people to participate in nation building process – electing representatives for their local governments who will legislate local regulations, administer, provide security and justice, run public schools and manage over all developments in every local level. This is what donors and UNDP want people's direct participations in their development projects. This now depends on the political leaderships' and legislators' vision for the nation that they see the urgency to adopt the competitive or electoral democratic governance structures that will legitimate elected representatives of people have direct participation in nation building process from the local level up to the Parliament of the nation.

On the other hand, if federal governance structures are approved in declaring Nepal a 'Federal Democratic Republic' then it will immediately resolve all the current national political crises. It will pave the way for the elections of the constituent assembly and establish profound premises and objectives of new democratic nation for the 'Federal Democratic Republic of Nepal.' This will provide clear and transparent guidelines for drafting new constitution of Nepal. There will be minimal changes for the conspiracy to snatch the people-power in the future history of Nepal.

Is Nepal Headed for Soico-cultural Violence?
The discussions about forming constituent assembly began in 2001 in Nepal. Unfortunately, research indicates that four-fifths of the population has no knowledge of them. Indeed, most people are baffled by the Prime Minister’s (PM) recent announcement of a federal state structure and a proportional election system. Many academicians and politicians both inside the country and abroad have forwarded their models on federalism to be of assistance. The models offered are based on individual interests rather than scientific logic and lack homogeneity. The proposals reflect the injustice, oppression, dissatisfaction and grievances of the senders. If any of these were to be implemented, the state would not be unified or powerful but would fall dissolve into conflict, resulting in irreparable losses. The three big political parties have laid the groundwork for federalism. The Nepali Congress (NC) and Communist Party of Nepal Unified Marxist-Leninist (CPN-UML) have formed separate task forces to draft models for restructuring the state. While the Communist Party of Nepal -Maoist (Maoist) offered its proposal at the end of 2001 and the United People’s Revolutionary Council led by Maoist identified nine federal autonomous regions. It endorsed the same model during the drafting of the Interim Constitution. Dev Gurung, a Maoist leader, in his book published, Question of Nationality and Federal Restructuration of the State in Nepal, published in early February 2007 explained and elaborated the same principles. This issue is devoted to an impartial statistical analysis of the Maoist model based on the following questions:
How are the present districts divided into the Maoist model of Federal Republics?
What are the scientific bases for the division?
What is the population for each Federal Republic?
Can these Federal Republics address the universal phenomena of liberal democracy?
Can these Federal Republics adequately address the issues pertaining to participatory inclusive democracy, social justice to guarantee an equitable society?
What would happen (similar to Madhes movement and violence) if the Federal Republic model could not be implemented?
How will it affect the historical unity in diversity in Nepal?

Sorry to have been out of touch, as I have been very busy, but here is my take. Without a new party the UML and Maoists will form a coalition and Prachanda will be PM. I don't think this will be good for anyone. A credible, united, diverse party is needed. The US insists on backing the monarchy and Congress, both completely discredited, which will drive people into the left camp, which is the very opposite of their stated goal.

I read your article and, by now I hope, you have already listened to or read the Monday, 19 February 2007 BBC World Service Poll [ I sent to you this morning. Report on PDF available] asking approximately 1,000 people in each of 27 countries three questions about their interpretation of the world they live in today.
In the poll the minorities are blamed. In Nepal, Janajatis, Dalits and now Madheshis are also blamed.
The two part video of 'December 2006 Nepalgunj Violence' with Nepal Police Force supporting the so-called 'Pahadi Migrant Attackers' against the Madheshis is available on-line at http://madhesh.com/blog/index.php .
This should have never happened. This is horrible crime against the Madheshi people as the result of which Madheshis are out in the streets now. We can just urge Madheshis to sun violence. [ check my little article at http://nipforum.org/infighting_identity_violence.pdf ]
A broader coalation should be made including the Madheshis also, however, we don't know exactly what the Madheshi 'aristrocats' think of the Madheshi IPs and Dalits in terms of social change. They provide Dr. Hark Gurung's 'lumpsum' Madheshi population size !
