I have read several post from Pahade brothers and sisters in the forum
that have shown moral support for the "genuine" greivance of on going
Madheshi movement. Frankly, to see this kind of support is heart
warming. However, I still wonder if this support from fellow pahade
brothers and sisters is really from surface or from the heart? In
other terms is it just "lip service"? How does one know for sure and
differenciate? Is it possible that when same fellow pahadi people when
seeing someone in "dhoti" or "kurta pajama" in Nepali convention
asumes that person is from India ; could have true understanding of
Madheshi greivance in four weeks? Similarly, the pahade politicians
and population who did not think of addressing severe "under
representation" of Madhesi during the formulation of "interim
constitution"; have had change of heart in four weeks to sincerely do
something about it? Are they (Pahades in Nepal and US) are being
only "politically correct"?
In fact my bigger questions to fellow pahade intellectual friends are:
What made you so ignorant about Madhesh and Madheshi people's right
that you could treat them as second class citizens (do not take this
personally, this is generic question) Was it the lack of education,
parents influence, ...? Most of the influencial pahadi in Nepal were/
are exposed to Terai so they have had to have knowledge of double
standard.
Did you ever wonder about almost zero represenatation of Madheshi
peole in Nepali government (Political, administtraion, army, etc..)?
How did you justify this in your mind?
What could/should have been done when you were growing up to change
your thinking about Madheshi's and have compassion for their plight?
How would you show that you have had change of heart in regards to
Madheshi's plight that is supported by hard evidence?
Some of you know me by now! I ask these questions to understand each
other. Please do not take these questions personally. I hope to learn
the truth from honest discussion and hopefully use the wisdom to bring
healing.
On side note: I'm collecting funds for Victims of Terai Unrest on
behalf of ANTA. I take this opportunity to take swipe at my Pahade
friends :) as you can see from the list of person who have pledged,
almost all but one pahade
frineds name is there. I would like to see our pahade freinds come
forward and donate not necessarily through only ANTA but also thorugh
other Nepali association. I request to the executive committee
members of other association (ANMA, NASeA, ANA, NRNA etc,,) to raise
funds as they did during other tragic events in Nepal . What's going
on in Terai is tragic event which will impact all sect, ethnic people
of Nepal . This movement needs more then press rerelease (lip service,
which we really appreciate also). Please make effort to contribute to
create New Nepal from heart. Use whatever skill god had given you;
literary, finance, facilitator, etc.. for good use. I would like to
thank NAC for considering the donation of existing funds for the Terai
Victims.

I am forwarding you this for your information. The Office of High
Commissioner for Human Rights (OHCHR-Nepal) is organising today at 3:0 PM a
meeting of leaders from the seven party alliance - representing the
government. Some of the civil societies will also attend this meeting. Let
us hope something positive would come up. I will let you know the major
outputs.

There were heavy police firing yesterday (4 February in Nepal) in Sarlahi
and Birgunj - 4 people died. Altogether 22 people have been shot dead and
850 people are injured by the government led by Girija Prasad Koirala,
Nepali Congress. Madheshi people have elected a large number of MPs, both
Pahadi and Madheshi, from Nepali Congress Party. Unfortunately, this party
has gone against the wishes of Madheshi people. WE ELECTED THEM TO RULE AND
NOW THEY ARE KILLING US. Some of the Madheshi MPs (for example Dr. Ram
Baran Yadav and 5 more) from this party are against the current madheshi
movement. They are behaving like slaves to their masters. Now we need a
Madheshi Democratic Party. Let us hope some sensible politicians would work
on this line.

I extend my heartfelt thanks to Dr Shah for his extensive research and
presentation of a viable solution for the Madhes problem.

However, I dont agree that this is Revolution III. In my view this is
Revolution I for the rights of Madhesis. This is Madhesh Uprising. This kind
of revolution we have never seen in history. Madhesis did take active role
in revolution I and II and sacrificed many lives, but for so called ----------and very few Madhesi opportunists like .............

This MADHES UPRISING is for madhesi, fought under its own leadeship, on its
own soil against fuedal thinking of so called democrats/communists like
Girija, MKN, SBD and Prachand. Even this fight is agains steply behavior of
the self claimed nepalese civil society, human right organizatios and INGOs.

I agree with Dr shah regarding the talk modality but nothing is mentioned
about creating conducive environment for the talk. In my opinion, the first
step should to form a powerful committee under one of supreme court Madhesi
Judge to find out atrocities and use of exessive force against the peaceful
demonstration through out the Terai Region and punish all responsible. More
than 20 people have died since Feb3 and it will surpass the revolution II
casualty number soon. The home minister must resign to open the door for
talk.

I agree with his provincial set up, however the number of districts should
be decreased to half to make administrative function financially viable. at
present the size of districts are too small. Therefore instead of making 5
zones and 20 districts, just make 10 districts as per geography and language
and gove each district enough autonomy to mobilize its resources for
socio-economic development. Under this district, VDC and Municipality will
function as grass root level government. this will remove one layer of
berocracy and decrease the administrative cost drastically. The size of
district will be sustaibale and governable.

Seperate Madhes State, Proportional representation of Madhesis in central
parliament and government with redelineated constituencies as per geography,
language and inclusion of madhesi in all state functionary as per their
population are the prerequisites for the success of the proposed talk. If
the government fail to recongnize the need of the day and try hatch some
conpiracy, it will lead the country in situation where disintegration will
be inevitable.

I hope the G(J)IDDI Prashad Koirala will understand the situation and
respond responsively.

I would like to respond to the article published by Dr Devkota and Dr Gautam

I appriciate his thinking of 3 tier of governance system which will
drasticall reduce the administrative hassales and costs. the administration
will be financially feasible. However, the region that they have proposed
Koshi, Gandak and karnali is age old thinking of rana regime which is bound
to fail in lebrated, multi racial, multi ethenic society prevalent in Nepal.
His rational seems to be purely academic and based on geographic and
economic assumptions and analysis similar to the Dr H Gurungs 70s division
of country in development region but with autonomy. I would like to request
you all the solution to slow development dynamics in Nepal can not be solved
from western and american perspective where everything is governed by mkt
force.

the academic theories developed and tested in west must be localized i e
local social fabric and incidents must be taken into account. In this regard
our own past experience and experience of India could be handy. If we add
the social factor in gegraphic and economic, it will be clear that the we
need 4 tier of governance like national/central, Regional/Provinceal,
Districts and local governments in our model of federal system.

One nation: Nepal
Two Provinces: Pahad and Madhes
5 Regions in each Province and Kathmandu Valley as per geography and
language, Name of each region can be finalized rationally
25-30 District on the basis of population density. One district per 1
Million population, as per geography and language
Local level: Cities and Towns

I hope this will satisfy even terai community and trigger the process of
inclusive democracy and development of Nepal in totality

It really is a bad idea to divide Nepal and make it a federal system.
Our problem is not being non-federal, nor being federal will solve it.

How about problems more pronounced within Terai: Dalits, Women, Tharu etc.
Are you also talking about federal states for Dalits, Women etc. in Terai?

Our problem is non-empowerment of many sub-groups of our people.
That must be addressed. The best way to do that is to recognize
such sub-groups, and then design strategies towards empowerment.
That is best done by providing targeted better educational opportunities,
economic opportunities, and political participation. For example take a case
of a Dalit woman in Terai. She is in triple zeopardy. How her problem will
be solved by the federal system? By dividing Nepal to Madhesh. Let us not
forget that she is being exploited by her own neighbors, her own male
member of family, and in Terai. Can we solve it by beating up a high caste,
male Nepali some where up in the Hill? How about giving her educational
opportunity, job and encouragement to vote? It may not sound sexy or
violent enough, but such steps do make society move.

Dividing Nepal creates more problem without solving any. It is really
a shortsightedness and intellectual poverty to consider our problem
as a tension between Hill and Terai people. This is accurate neither
historically nor socially. Our problem is feudal lords soaking up revenue
in and from all over Nepal. That includes both Hill and Terai lords in their
own place. Most of the Hill people in Terai are economic migrants.
Matter of fact they are migrating to India also. It is strictly for
livelihood. The motivation is the lack of opportunity in Hill. They are trying to make
a living, not exploiting Terai people. When did Hill people invade Terai?
How a Gurung from Annapurna mountain or a Sherpa from Solokhumbu
exploited a Madhesi in Janakpur? Are they a part of exploiting class or
a part of exploited class in a different setting?

Yes, we must express in concrete term that Nepal is a multi-lingual and
a multi-ethnic nation as being declared time and time again, in old or
new constitutions. How do you propose to do that? Is it by education,
having cultural zones; or violence and division?

What is a Nepali nationhood? Can we see unity in diversity or only
irreconcilable differences? If a Newar from Kathmandu cannot distinguish
a Madheshi Nepali from a Indian tourist, where is the hostility? Is it a
matter of simply correcting a mis-understanding or a legitimate case for violence?

It is so sad to see a few disgruntled and intellectually lazy people trying
to vent their anger against weakening Nepalese nationalism. When Europeans
with a long history of animosity and wars are coming together to create
European Union. We sadly are talking about dividing Nepal and start a civil
war.

Madheshi Clarion Call in the Parliament
Interim Constitution also Deceitful for the Madheshi People

Honourable Speaker,
Today is really historic day, Hectic activities are on in the parliament. Adequate electronic media arrangements are made for countrywide live-telecast of the parliamentary proceedings. But, I have doubt, these proceedings may be suddenly disrupted by commercial advertisements because there is no law which prohibits such practices. It looks very odd and objectionable too. So, we need to have some laws forbidding sudden breaks during live-telecast of parliamentary proceeding. If taking break is a necessity the there should be provision for re-telecast.
Honourable Sir,
In the last movement of this parliament which was re-instated by the great people's movement, the 'Interim Constitution' is being promulgated and accordingly the new parliament will be installed or will come into being. And election for constituent assembly will take place for the first time in the history of Nepal which will make the constitution, and thus people of Nepal will make the constitution for themselves. So far constitutions in Nepal have been given either by the kings or by representatives of political parties. Therefore, this is historic day. But some ultra outfit, forces like Jantantric Terai Mukti Morcha (JTMM) have called this day as black day giving explanation in their own way.
Honourable Sir,
The main guiding principles of the 'Interim Constitution' is establishment of democracy, peace and prosperity to drive the country onward. But mere mentioning of these words is not enough to realize the spirit of the objectives. What kind of democratic system we are going to establish in which every citizen is not going to be given equal status. Is it the real cause for which the great people's movement took place? We have visualized total democracy in which every citizen will have equal right. Now question is being raised whether the principle of proportional representation will be adopted in the election for constituent assembly? It is my conviction that the electoral system being adopted in the election for constituent assembly will not give equal value to votes of every citizen. It is just against the norms of democracy where every citizen irrespective of caste, colour, religion and region is given equal treatment. It is really betrayal with us and it is perhaps, the reason that some ultras of JTMM have called this day as black day.
Your Honour,
The 'Interim Constitution' has committed to the establishment of peace in the country and the respectable leader, Shushil Koirala has claimed that the politics of arms has come to an end. But I do not see any improvement in this regard. One armed outfit has been brought in but another is still hovering outside. We have to find out the root causes of the violence engulfing the whole country. Jai Krishna Goit and Jwala Singh of Jan Tantric Mukti Morcha (JTMM) have taken up arms. On behalf of my party I have been raising voice repeatedly that the issues raised by the people must be addressed, otherwise election for the constituent assembly will be paralyzed. Our party NSP has been raising these issues. Previously we were of the view that it was the hilly rulers who have exploited us but honble Narayanman Bijukshe made it clear that the exploiters are not the hilly people as a whole rather it is the 'Khas' community only who have exploited the whole country.
The deceitful behaviour of the 'Khas' community has not ended yet which is the only root cause of violence in the country. Government must pay attention to the 'Nine Points' demand of JTMM led by Jai Krishna Goit. Our party, Nepal Sadbhavana Party has been raising voice for peaceful resolution of the problems for the last fifteen years but we have been badly ignored and neglected and relegated and many derogatory remarks were made. Some people like Sushil Koirala use the word 'Madishe.' It is really derogatory. The right word is 'Madheshi' and we are proud of being Madheshi fighting for our rights.
Late Gajendra Narayan Singh, Founder President of 'Nepal Sadbhavana Party,' put up the problems before the government for peaceful resolution but his efforts went in vain. Some agreements with the government were made but not implemented and all the problems remained unsettled. Madheshi were not equitably recruited in the military, police and government services. Madhesh contributes 86% of the total revenue of the government but allocation for the development of Madhesh is negligible.
Honorable Sir,
I am putting my grievances in Hindi language which will not be kept on record. The government has turned deaf ear to our problems. Now some people have taken up another way i.e. the way of violence. We don't believe in violence, we always stand for peaceful resolution of any problem. If ruling class compells us to take up arms we will not hesitate doing so. In this situation peace of our imagination will not be realized at all. So, it is urgent to overcome the obstinacy of the 'Khas' ruling community. Equal rights and equitable participation in the governance will be the only way for establishment of peace in the country.

Much have been talked about progress and prosperity of our people but the administrative division of the country has not been made on the basis of scientific considerations i.e. geography, culture population etc. Even small districts which have less than ten thousand population are being represented in the parliament. We are well known to the fact that the fundamental matters will be decided by the constituent assembly, but it is also quite clear that only those people will be elected to the constituent assembly who will work for the welfare of Madehshi community.
Your Honour,
It has also become apparent that Madheshi community has been suffering because of the Madheshi-opposing-parties-whip. This time people will caste their votes very cautiously keeping in view the constraint of the whip. So far candidates of various parties have been promising to the Madheshi people to do a lot for them but after being elected to the parliament they fail to do anything because of the whip of their respective parties.
We draw attention of the govt. towards some basic principles which are to be mentioned in the Interim Constitution i.e. basic democratic norms are to be maintained, the root causes of violence are to be addressed properly and there should be two separate ballot papers-one for 205 seats and another for 204 seats. We have noted down these points of dissension while signing the 'Interim Constitution'. And we called general strike on Poush 10 in favour of these points of dissensions and people responded with great zeal by closing the entire Madhesh region.
But some 'Khas' ruling people could not tolerate this success and created unruly situation at Nepalganj by looting shops and setting fire on shops and houses of the Madheshi people and humiliated them. All these happened because of tyrannical behaviour of the 'Khas' rulers. CD of these events are available which clearly shows that people involved in these activities belong to 'Khas hilly' community who were supported by the police force openly. This is really very shameful matter for the democratic government.
Your Honour,
This incident has made black spot on the good name of the democratic government, the home ministry has not taken any action against these criminals as yet. We suggested the home minister to take prompt against them otherwise lawlessness and disorder would spread in the entire Terai like wild fire.
Hence, I urge the government very earnestly to make necessary amendments in the 'Interim Constitution'. It should not be treated as 'Geeta' and 'Bible'. We have already committed mistakes by not amending the constitution of 2047 inspite of strong demand. We repeatedly brought resolutions for amendments in the constitution to solve the problems related with citizenship of millions of people, but the Government did not pay any attention. Today, that constitution has failed miserably.
Amendment in the 'Interim Constitution' is necessary for formation of New Nepal keeping in view the wishes and aspirations of the Great People's Movement. Otherwise Nepal will remain distorted as it was before the movement. And the Madhesi community will remain suppressed and exploited and that situation, of course, will be igniting.
