Madhesis demand immediate citizenship NepalNews
Thousands of Madhesi demonstrated today in janakpur despite heavy rains demanding citizenship for the deprived Madhesis . They demanded to resolve this problem according to the recommendations of Mahantha Thakur Commission. A memorandum was handed to the Chief District Officer of Dhanusha to forward it to the Government of Nepal.
The rally was attended by members of professional organisations, political parties, social organisations and civic society.
Under the active leadership of the "Democratic Madheshi Society, Janakpur (Loktantric Madheshi Samaj, Janakpur)" a well-informed mass rally has adopted this memorandum on 7th of June, 2006 and decided to draw the attention of prime minister and house of representatives for the earliest and sincere attention.

MEMORANDUM
Honorable Prime Minister,
Government of Nepal,
Singh Durbar, Kathmandu.
Through: Chief District Officer, Dhanusha.
Subject: To provide citizenship to Madheshi Nepalese people deprived of the same and amend the voter list accordingly before the election of constituent assembly.
Rt. Hon’ble Prime Minister,
The problem of citizenship related to 4 million Madhesi people, who are compelled to live in distressful and a tragic plight being stateless in their own country, is well known to you and need not any elaboration. Millions of Madheshi people particularly youth are being denied of basic human rights and opportunities, higher education, employment and are forced to live in inhumane, derogatory and humiliating environment. There are no rhymes or any reason, which can justify such painful indiscrimination. To force the people to live in a stateless situation without inherent and natural basic human rights is really a shameful crime. Here we recall the public address of honourable Prime minister in a mass rally at “Baraha Bigha (Rangbhumi) Public Ground Janakpur” making a commitment “to provide citizenship to all residing in Nepal, fixing /finalizing a base year and timeline, at the earliest”. It is still to be honoured and situation has turned to worse.
Before the unfortunate and unwarranted regressive royal takeover “Mahanth Thakur Commission” was constituted to study in detail and analyze the citizenship problem and it has forwarded certain remedial measures and recommendations. The “then cabinet” had accepted the study and recommendation report and decided to implement it but it could not be done due to the evil design of some communal anti-madheshi and antinational elements.
Constitution of the country is the fountainhead of the laws and byelaws should be adopted on the basis of constitution is unquestioned but in the constitution of Nepal 2047,clause 8 and 9 related to citizenship is based on Nepal citizenship law 2020, has created a situation which is discriminatory, unjust and shameful for Madheshis. The reason behind it can be easily understood because Madheshi representation was totally lacking in the making of the constitution of Nepal, 2047. At the moment, the country is on the verge of adopting a constitution through the elected constituent assembly, if more than 4 million people could not exercise their voting right, the assembly will be meaningless and thus formed constituent assembly will definitely fail to protect the rights of the Madhesi Nepalese people and it will be a futile exercise, therefore.
The clause 6 of HOR proclamation-2006, which assumed absolute power as bye-product of the glorious people revolution 2006, has promised earliest solution of citizenship-problem. Thus the above said clauses of the constitution are bound to be ineffective and deleted with immediate effect according to article 9(c) of HOR proclamation-2006.
We demand to provide citizenship immediately to the 4 million madheshis and their inclusion in the voter list for the constituent assembly, which should be shaped on the basis of constituency based on uniform proportionate representation of the people with one man- one vote principle.

संविधानसभाको निर्वाचनमा मधेशीहरुको समानुपातिक सहभागिता नभए जनविद्रोह गर्ने चेतावनी मधेशी राजनीतिज्ञ तथा बुद्धिजीवीहरुले दिएका छन्।
लोकतन्त्र, शान्ति र मानवअधिकार सञ्जाल धनुषाद्वारा बुधबार जनकपुरमा आयोजित कार्यशाला गोष्ठीका सहभागीहरुले मधेशी समस्या समाधानका लागि राज्यले अझै ठोस पहल नगरे मुलुक अर्को भीषण युद्धको चपेटामा पर्ने चेतावनी पनि दिए।
गोष्ठीमा कार्यपत्र प्रस्तुत गर्दै नेपाल पत्रकार महासंघ धनुषाका सचिव राजशेकुमार कर्णले मुलुकमा रहेका २ सय ५ संसदीय क्षेत्रलाई संविधानसभाको लागि बढाएर ५ सय पुर्याउनु पर्ने तर्क दिंदै ५० हजारको जनसंख्यामा १ जना सदस्यको व्यवस्था हुनुपर्ने धारणा व्यक्त गर्नुभयो। उहाँले सेना, प्रहरी, सशस्त्र प्रहरी, निजामती क्षेत्र लगायतमा मधेशीहरुको संख्या न्यून रहेको उल्लेख गर्दै ४० लाख मधेसीलाई नागरिकताबाट वञ्चित गरेको आरोप लगाउनुभयो।
माओवादीका धनुषा सेक्रेटरी राजेशले शोसक र सामन्तविरुद्ध सशक्तरुपमा आन्दोलन नभएसम्म मधेशी, दलित तथा अन्य पिछडिएका जनजातिहरुले अधिकार नपाउने धारणा व्यक्त गर्नुभयो।
चिकित्सक डा. विजयकुमार सिंहले मधेशीले लोकतन्त्रको पक्षमा निर्णायक भूमिका निर्वाह गर्दै आए पनि अहिलेसम्मका सरकारले उपेक्षा गर्दै आइरहेको आरोप लगाउनुभयो।
नेकपा एमाले जनकपुर अञ्चल समन्वय समितिका सदस्य शीतल झाले मधेशको बाहुल्यताबाट मधेशी मात्र निर्वाचित हुने वातावरण बनाउनुपर्नेमा जोड दिनुभयो।
