Deuba Is Not Going Down
The king keeps pushing the envelope.
He "sacked" Deuba the first time around as if Deuba were a General Manager working for one of his private companies.
He reinducted Deuba the second time around to fool the people. Look ma, no hands!
2/1 was thought to be unthinkable in this day and age. But he did it.
Even he miscalculated. He wished to become the darling of the western powers, like his cousin Musharraf, by declaring a personal war on "terror," but that dumb move backfired many times over, but he intends to stick to his guns. If there was not terror before, there is now: it is called royal terror.
He can not afford to be seen changing his mind. Dictators can not afford to be seen changing their minds. That is a fundamental difference between dictators and democrats. Democrats do have principles and positions, but we do recognize there are other players in the game, and we seek consensus and coalitions. We make compromises out of deference to the fact that we are not the only power in the room.
When Kofi Annan's envoy came to visit him, this Mahendraputra rewarded his call for democracy by inducting some more rotten faces into the cabinet, instead of dismantling the rotten faces he already had aplenty.
And now he has done the unthinkable. Despite evidence from the Asian Development Bank to the contrary, Deuba has been sentenced to two years in jail for an Asian Development Bank scam.
This is not about evidence. Because there is none. How do I know that? Because I put some stock in what the Asian Development Bank has to say on this topic. It is unusual for the Bank to come to anyone's defence like this, like it has in Deuba's case. The Bank must feel pretty strongly about this. I guess they surmised the king and his coterie are creating a brand image problem for them.
And this is not about corruption. Who is more corrupt than the king himself? The rotten among the Congressias are a flicker to his thousand watt glare of financial misdeeds, like giving himself tenfold pay increases.
This is about power. Feudal power. Unaccountable power. Above the law power. This is about the law of the jungle.
He has made it absolutely clear he intends to stay his three years.
Saddam never changed his mind either, not before the first Gulf War, not before the second one. Makes you think. So maybe it is not true dictators are only after power. Looks to me that dictatorship is not even about power. Dictatorial thinking is a habit of mind.
The king is counting on the fact that the majority of the Nepalis might not have read the Asian Development Bank's report. That his character assassination of Deuba will work.
Reminds me of a Hem Bahadur Malla story, that supposed Shere Dhanusha. He used to show a calculator to some of his unsuspecting voters and tell them if they did not vote for him their names would show up on that machine.
The king is similarly counting on Da People.
Shows you how much respect he has for Da People.
Deuba has been scapegoated.
If this were about corruption, Tulsi Giri would be running away from the Interpol right now.
Instead the Sharad Chandra Shahas of the world stole away the bank papers, and threatened the Kantipur people who broke the story.
This is power gone berserk.

All the king cares about is his personal GDP, which seems to be doing fine.
The king has a clear gameplan, a roadmap: it is feudal. Do the democrats have one? That is the question.
His attitude is like, okay, so forget that terrorism I mentioned, now what about corruption!
He is grossly underestimating the intelligence of the Nepali people. What might be fact for the Asian Development Bank is also fact for the Nepali people.
People who don't belong in the 21st century are ruling Nepal today.
This calls not only for democracy, but also for a subsequent Truth Commission that brings justice to these goondas of this regime. These hoodlums who will give themselves million rupee allowances for house renovation.
I think the republican sentiment just got stoked further.
The truth is too obvious.
There is something called rule of law. There is something called due process. There is something called separation of powers. There is something called all equal before the law.
Deuba is no Bhimsen Thapa. We live in a very different era.
If Deuba will be beaten, it will be at the electoral hustings, not by a blind king's corrupt men.

The magazine is out: Loktantra.
- The first article throws light on the fast emerging Maoist-Democrat alliance. Such a development has energized the democratic base. The idea being the Maoists wage the movement in the countryside, and the seven parties do so in the Terai and in the urban areas.
- This first issue has been dedicated to BP Koirala and rightly so.
- The editorial acknowledges the democratic coalition is rather a rainbow coalition: we do have our political differences. But we all agree on the basic program of democracy, and that is all it takes.
- Our Next Steps by Pradip Giri.... The streets will warm up, slow but sure .... 12 years of half-hearted democracy had many weaknesses, but all of them point towards the need for more democracy, rather ..... The king will surely be defeated .... What after democracy? That is the bigger question. Its answer will decide how fast the movement will grow ..... The Maoists have major behavioral and ideological deficiencies, but they have brought to the forefront some of the burning issues in Nepal today .... The new state will have to be inclusive of the DaMaJaMa .... Those four groups will have to come forth on their own and be heard ...... Civil liberties, rule of law, and periodic multi-party elections: those have been the ideological strength of the seven parties ..... The Maoists and the Democrats can create a new platform by bringing their respective strengths together ..... BP Koirala used to call himself a Marxist ..... The people want to know if the emerging Maoist-Democrat alliance will bring peace: that is their primary concern. ..... The people have been let down by the political leaders, and so they stand neutral in the fight between the king and the parties, both of whom talk democracy and civil rights .... The people can do again what they did in 1990, but the parties have to earn their trust first.
- The Role Of The New Political Coalition by CD Joshi. A movement not lead well can push back the cause of democracy by decades .... Every revolution is accompanied by a couterrevolution: sometimes revolutions get overturned .... In Nepa's case, it has happened many times, over and over again...... A revolution gets institutionalized through fudamental social and economic progress: coming to power is not the end of the road ..... Why did we lose the fight to the forces of regression during the 1990s? ...... After the 1991 elections, no efforts were made to bring the army under the parliament: that was a major blunder ..... We democrats still do not have clarity of vision, and that is why the movement has not taken off.
- Monarchy And Democracy Can Not Go Together by Shailesh Acharya. The king sees himself as the master ..... Nepal is different from Britain and Japan .... In those countries monarchies are like cultural relics, totally devoid of political power ...... Gyanendra earned himself a bad name back when Mahendra was king ....... That image only worsened when Birendra became king .... Gyanendra is a cruel, egoistic, greedy feudal..... The people released the king from the Ranas, but that same king betrayed the people .... There were some political leaders who indulged in corruption in the 1990s, but it is for the people to punish them, not for Gyanendra who himself is corrupt...... Gyanendra, Paras or Hridayendra can not be trusted ..... The monarchy can not remain even in a ceremonial fashion ..... The king gave himself a pay raise of over 60 crores .... He is not a Krishna but a Kansha
- Jagat Gauchan And "Ceremonial" Monarchy by Dinesh Prasain. How much clearer can the king get? He has made it absolutely clear that he wishes to be a dictator and nothing less..... He was the leader of the Bhumigata Giroha before he became king: we all know that ..... But it is not Gyanedra's personal character flaw, it is inherent in the institution of the monarchy to be against democracy ..... "Ceremonial Monarchy" is a new term that has entered the Nepali political discourse ..... It only confuses people ...... Three arguments have been put forth .... One, the king is too strong, and thus the idea of a republic is too ambitious ...... Second, an end to monarchy can mean anarchy .... Three, the major foreign powers do not wish to see an end to the monarchy ..... None of the three hold water ...... Movements and revolutions have to be stoked like fires, because they flare up with certain unforeseen events ..... The democrats should not make the mistake of going for a "ceremonial monarchy" .. that would be a mistake ..... The Maoists need to organize a convention and officially become a party that stands for multi-party democracy ..... All seven parties should also organize conventions and officially come for Constituent Assembly and a Democratic Republic, with one voice ...... The parties will also have to commit to internal democracy and party reform .... If not, this wonderful historical opportunity could still be lost.

There have been no in-person talks with the Maoists, but there are other ways to talk that technology makes possible ...... I have old friends in all the parties in India.....
- Let The People Become Sovereign. Inder Kumar Gujaral. We are with the people of Nepal. If the king keeps up with his intransigence, the results could end up ugly. I don't want to say any more than that.
- The monarchy could end very violently. SD Muni. The young generation in Nepal is for a constituent assembly and a democratic republic. If the political party leaders do not come along, the youth will either get lost and confused, or they will revolt..... There are close to 1 crore Nepalis in India..... If the king is not willing to sit with the Maoists and the democrats, the later two should get together ...... It is for the king to take the initiative for a tripartite dialogue, but I don't see any signs he might..... Right now he is working to pull individual political leaders into his camp ..... The king does not want to become politically irrelevant .... The king is surrounded by people who don't want to see a solution through dialogue .... The parties are still hoping the king might opt to either revive the parliament or form an all party government..... There is no alternative to a Maoist-Democrat alliance.....

The KP Oli elements want dialogue and reconciliation with the king, and there is another line that wants an end to the monarchy: Shankar Pokharel, Pradip Gyawali, Gokarna Bishta, Khimlal Bhattarai, Rajendra Rai, Pradip Nepal ...... There is a constituent assembly line alos inside the RPP ......

South Asia Tribune: What To Believe?
The South Asia Tribune put forth a news story several weeks back suggesting the Nepali Maoists are getting LTTE help to train fleets of suicide bombers. The Indian intelligence agencies came out a few days back denying any such thing existed.
Today I read a SAT story of their correspondent in Delhi getting harassed by members of the Indina establishment.
Press freedom perhaps means something different even in a democracy like India than it might in the US, and it is a stretch in Pakistan: reportedly Musharraf called up his "contacts" in the US establishment to "silence" some of his vocal US-based critics. What was the guy thinking?
It would be highly irresponsible for the SAT to fabricate a story like that of the LTTE involvement. On the other hand, it does seem to put forth many gutsy stories, especially in the Pakistani situation.
I proceeded to read a bunch of their stories.
The Pakistan stories are relevant because the regime in Kathmandu seems to think of Pakistan as a country to emulate.

According to a going joke in the Army Mess Circuit, the last request General Musharraf made to Indian Prime Minister Manmohan Singh in Delhi was to give him 8,000 acres of land from the Indian territory across the Wagah-Atari border, 30 miles from Lahore, in return for Kashmir and Siachin, because “my boys have already sold this land in the files.”...... in Bahria Town Islamabad/Rawalpindi 77,000 plots have been sold which require land equivalent to 16 built-up sectors of Islamabad..... one of his pillars of accountability, the former head of the National Accountability Bureau (NAB), Lt. General (Retd) Amjad Hussain was himself accused of massive corruption in the corporation he has been heading..... the Fauji Foundation, undeniably the largest corporate body of Pakistan, now waiting to take over the largest public sector company, Pakistan State Oil....... The management of SAF Games has been found involved in financial irregularities to the tune of Rs201 million, which among other charges, include giving undue benefit to private organizations through "verbal agreements" .....

Commercial aircraft carrying these members were diverted to other cities without explanation or reason, one landing in Peshawar instead of Islamabad and another never reaching the capital in time after taking off from Karachi. Yet, whatever number of Opposition legislators made it to the House chanted "Go Musharraf, go Musharraf" and "Friends of dictators are traitors" slogans as soon as he took the podium...... Musharraf appeared confused, shaken and cracking..... Within 5 minutes, his forehead was full of sweat beads forcing him to wipe it frequently. His delivery of the written speech was colorless, words were being repeated, sentences left hanging, his body language sending signals of a man under siege, helpless, fearful and collapsing....... His speech and his words appeared to carry no weight and no meaning. Musharraf was like a man having lost the force of his conviction and the moral authority to stand up and speak...... His state of mind was so obvious, each word and each minute appeared to be an eternity. So great was the pressure on his nerves, the moment he read the last written word, he raised both his fists as if the commando had conquered the enemy...... Still nervous and shivering, he shook hands with the Speaker of the National Assembly and the Senate Chairman but then again raised his fists to get the fear out of his system...... when next time he issues unpleasant orders to his colleagues or other partners in power, his shaky legs and sweaty face would come back to hound him..... missed the opportunity to prove his political credentials and capacity. A man who cannot stand a tiny vocal Opposition is nothing but a paper tiger, was the overall impression he conveyed.....can rule with a gun in his hand but cannot articulate an argument in his head to convince others..... How seasoned politicians make mince meat of him when he takes off his uniform would be a sight to watch.

Since he took over on October 12, 1999, Musharraf has moved 38 commanders among the nine Army Corps, not allowing any General to settle down..... all the power players around Musharraf have been kept on the move, not allowed to settle down in one place.... Musharraf’s main criteria in naming his Vice Chief will not be competence or merit but loyalty.... all those who were appointed because they appeared to be the most loyal, turned out to be instrumental in throwing out their benefactors....... Zulfikar Ali Bhutto who thought General Zia ul Haq was his “chowkidar” (personal guard) as Zia would himself patrol the residence at nights where ZAB was staying..... led Sharif to name General Musharraf who then stabbed the man in the back......Now Musharraf has selected his own loyalists after cleansing the Army of all those who brought him to power or shared it with him in some form for the last 5 years.....his next move would be to invite all these now retired colleagues for a drink at his home and offer them some lucrative position or a post.....some more ex-Generals turned corporate CEOs heading newly acquired civilian corporations.
