China And Political Reforms

The Chinese state has been designed thinking capital has to be subdued by people. And so the people organization, the Chinese Communist Party, sits atop pretty much everything. But capital is not that evil. Adam Smith's insight was that large masses of people all driven by self-interest end up taking care of the public good. So movement of capital can be seen as an expression of the people's will.

Be that as it may, and with concerns mounting in the American and European political and economic conversations (Piketty's insight that if capital grows at 10% per year, and wages go up by 3%, then the gap will just keep widening until society collapses), even if the Chinese thought is taken at face value, I believe that still creates a lot of room for political reform inside China.

It can be argued the Chinese Communist Party has deviated from its origins and is today just an organization with political monopoly. Ordinary members of the party are not the people that the party derives its power from, let alone the Chinese masses. The party members, large in number, merely provide legitimacy to the people higher up who hold the real power. The organization is well-funded, well-organized, arguably the best organized and best funded political organization on the planet.

The CCP currently provides two candidates for each office at the most local level, and then ordinary voters pick between the two. That is still something. But what if those two had to run in some kind of a primary election inside the party. All party members at that level would vote for candidates. The top two winners of such a primary election would then go face the voters. Would that take away from the original promise of keeping people above the forces of capital? I think not.

What if that is also made true for elections higher up? For the governor of a state? For the president of the country? So all party members inside Tibet would vote for candidates for Governor. The top two would go on to face the voters. Similarly all party members across the country would vote for all presidential candidates, and the two top candidates would then go face the ordinary voters. Would that take away from the original promise of keeping people above the forces of capital? I think not.

They say in China, economic rights over political rights. As in, feed the hungry before you talk about free speech. But that was a long time ago. The people have been fed. Now shall we talk?

If people could talk freely, and if the internet that an ordinary person can access in the US were also the internet that the people inside China could access, would that lead to a collapse of the current system? The system today perhaps. But if China were still a one party state where ordinary people could vote directly for their mayor, governor and president, I don't see how free speech could topple that system. I think China could end up with a system superior to the one in the US. Freely speaking Chinese would simply brag about their political system, them belly full.

The concluding argument of the Trump-Xi trade war from the Trump side was, China can't make chips. China has ambitions to do well in all sorts of cutting edge technologies. I don't see how you can deliver on that unless you have a culture of robust free speech.

The American political system has huge deficiencies. They can't do gun control! They go round and round in circles talking about abortion! They seem incapable of universal health care, or lifelong education. I think China undertaking political reforms would give the country a huge leverage globally. It would put pressure on America to do things like universal health care, and campaign finance reform.

The CCP needs to fight the forces of political monopoly within its ranks and should truly seek to reprsent the people. Minus that it will not be able to lead China to great economic heights on the way to 2030, 2040 and beyond. The political monopoly is moral corruption. With these political reforms most of China's border tensions will cease. There will no longer be any need for external enemies.

Economic rights have been achieved. Poverty has been eradicated (hardly the case in America!). Now it is time for political reforms in China.



China's Xi throws down gauntlet to US Xi warned that China will not be “bullied, oppressed, or subjugated,” and that anyone who dares to try “will find their heads bashed bloody against a great wall of steel forged by over 1.4 billion Chinese people.” The speech has been characterized as “defiant” and “fiery.” ........ in a speech of approximately 7,200 characters (where each character or ideogram is in effect a word), only about 770 characters were devoted to the military and the warnings about China not being bullied. ........... Above all, the speech focused on China’s (and not just the People’s Republic of China’s) efforts to modernize and advance from being one of the most backwards nations to reassuming its place as a global leader. ........ Xi placed the CCP’s development and programs alongside such events as the Taiping Rebellion (the Chinese civil war that was the bloodiest conflict of the 19th century), the Tung-Chih Restoration and the Boxer Rebellion. All of these were characterized as efforts at reforming China in order to modernize and progress. The salient difference, according to Xi, is that these previous efforts all failed, whereas the CCP’s efforts have succeeded. .......... the “Century of Humiliation” and the fall of China from economic and political preeminence in Asia (and arguably the world) to becoming the “sick man of Asia.” Xi noted that while China was exploited by foreign powers (in particular the United Kingdom during the Opium Wars), it was also internally weak and backwards. Xi describes it as semi-feudal, and that’s arguably accurate, certainly in the Chinese countryside of 1921. This domestic weakness, in turn, made China vulnerable to foreign depredation. ............ It is the CCP, Xi emphasized, that broke China out of this backwardness. In essence, the CCP has earned the support of the Chinese people through its demonstrated effectiveness. ...........

To understand Xi Jinping's China, we must look back to Liang Qichao — the 'godfather of Chinese nationalism' Liang Qichao may not be as familiar to most of us as Mao Zedong, Deng Xiaoping or Xi himself, but Liang has been called the "godfather of Chinese nationalism" and is the voice that has whispered in the ears of China's leaders for the past century. ........... It is impossible to understand China today without going back to the fall of the Qing Empire in the early years of the 20th century, and a man whose writings triggered a dark night of the soul for the Chinese people. ........ When Xi Jinping talked about "national rejuvenation", "sovereignty and territorial integrity", he was channelling Liang Qichao. When he warned that no foreign force "will bully, oppress or subjugate us", he was echoing the words of Liang. It was Liang Qichao who helped popularise the idea of "humiliation" that Xi now uses as a mantra to bind Chinese people to a militant identity that pits China against the world. ................ He was a writer and activist, one of the most significant thinkers of the late 19th and early 20th centuries in China. He campaigned for reform of the Qing Empire, making him a target, and fled overseas, living in Japan and Canada. He visited Australia, meeting our first prime minister, Edmund Barton. ............ Liang embraced the West, soaking up new ideas. But it only reinforced

his view that China was morally corrupt

Liang set about inventing a new nation. He advocated the unity of the "yellow race".

In today's terms, we might call it "make China great again". .............. But Liang's vision for this new China did not include democracy. .......... "from 1842 to 1942, China had been treated by the West with distrust, ridicule, and disdain, mingled from time to time with pity and charity, only occasionally sympathy and friendliness". .........

In 1949, Mao crowned victory in the Communist Revolution with the words "the Chinese people have stood up".

‘Keep your eyes on the sun’ the Chinese Communist Party that leads it will today celebrate 100 years since its founding and nearly 72 years in power. .........

The authoritarian regime transformed China so rapidly that today the nation identifies as both an emerging superpower, and a developing nation, at the same time.

........ 2022′s National People’s Congress might see a reshuffling of power, as the CCP seeks to project a more tame image in the future. .............. “Keep your eyes on the sun, and you will not see the shadows.” ....... look at the positives, and stop focusing on the dark sides.

सीके राउत की गिरफ़्तारी नेपाल लोकतंत्र न होने का प्रमाण है

सीके राउत को फिर से गिरफ्तार कर लिया गया है।



आप सीके राउत के विचारधारा से असहमत हो सकते हैं। लेकिन एक शांतिपुर्वक अपने बात रखनेवाले व्यक्ति को, शांतिपुर्वक संगठन निर्माण करने वाले व्यक्ति को गिरफ्तार सिर्फ उस राजनीतिक व्यवस्थामें किया जा सकता है जो कि लोकतान्त्रिक नहीं है। ये मानव अधिकार का हनन है। जिस देशमें चुनाव हो वो लोकतंत्र है ऐसी बात नहीं है। लोकतंत्र होना नहोना मानव अधिकार से सम्बंधित बात है। चुनाव तो तानाशाह भी कराते हैं।

क़ानून के शासन का एक नियम है कि एक ही आरोप पर एक व्यक्ति को एक से ज्यादा बार मुक़दमा नहीं चलाया जा सकता है। लेकिन नेपाल में कानुन का शासन है ही नहीं। पहली बार जब सीके राउतको गिरफ्तार किया गया तो नेपालके सर्वोच्च अदालत ने उन्हें रिहा करवाया। क्यो कि नेपालके संविधान में स्पष्ट लिखा गया है कि वाक स्वतंत्रता प्रत्येक नागरिक का अधिकार है।

लेकिन उसके बाद भी बार बार कइयों बार गिरफ़्तारी हुइ। ये मुसा बिरालो के खेल की तरह हो गया।लोकतंत्र का उपहास होता रहा है।

इस बार तो सर्वोच्च अदालत भी खेल में शामिल हो गया। इस से बड़ा मजाक क्या हो सकता है?

सीके का विश्लेषण सही है कि नेपालके भितर मधेसीको राजनीतिक समानता प्राप्त नहीं है। उस समस्याका समाधान फोरम राजपा वाले कहते हैं संघीयता है। सीके फरक विचार प्रस्तुत करते हैं। संघीयता है तो आ गया आपका संघीयता, तो फिर अब मधेसीको समानता क्यों नहीं मिला?

आप सीके के विचार से असहमत हो सकते हैं। और मैं हुँ। मेरा विचार है लक्ष्य होना चाहिए दक्षिण एशिया का राजनीतिक एकीकरण। मधेस अलग देश क्यों, सारे उपमहाद्वीपको ही एक देश बना दो।

लेकिन मैं सीके के विचार से असहमत हुँ इसका मतलब तो ये नहीं निकलता कि सीके को जेल में ठुँस दो। ये क्या हो रहा है ये? अप्रिल २००६ के १९ दिन के क्रांति में जो नेपाली शहीद हुए वो क्या इसी के लिए शहीद हुवे थे? मधेसी क्रांति १, २, ३, ४ में जो शहीद हुवे वो क्या इसी के लिए शहीद हुवे? नेपाल गणतंत्र के राजनेता क्या सबके सब नवराजा बन गए हैं?

बस भी करो ये तानाशाही।

सीके राउत की मैने आलोचना की है और इसी ब्लॉग पर की है। चुनाव के समय किया। आप इस ब्लॉग के पिछले पन्नों में जा के अभी देख सकते हैं। मैंने कहा है कि आप स्पेन के केटलोनिआ का उदाहरण देते हैं, स्कॉटलैंड का उदाहरण पेश करते हैं। लेकिन आप जिन लोगों की बाते करते हैं वो तो चुनाव लड़ के अपने अपने प्रांतो में सरकार बनाए बैठे हैं। आप क्यों नहीं पार्टी खोलते? आप क्यों नहीं चुनाव लड़ते? आप क्यों नहीं प्रान्तीय सरकार बनाने की सोंचते? महात्मा गांधी की भारतीय कांग्रेस पार्टी अंग्रेज शाषित भारत में चुनाव लड़ा करती थी, और प्रांतीय सरकार बनाया करती थी। आप चुनावी प्रक्रिया से अलगथलग रह के strategic, tactical गलतियाँ कर रहे हैं। ऐसा मैंने कहा है।

लेकिन कोइ अहिंसावादी राजनेता अगर strategic, tactical गलतियाँ करे तो उसे जेल में ठुँस दो, ये कौन सा न्याय है?

सन २००५-२००६ में अमेरिका में रह रहे दो तीन लाख से उपर नेपाली में मैं अकेला था जिसने फुल टाइम नेपालके लोकतान्त्रिक आंदोलन के लिए काम किया। जो नेपाली दो नंबर पर था समय देने के हिसाब से उसने मेरे तुलना में २०% भी समय नहीं दिया।

वो मेरा योगदान मैंने इसलिए नहीं किया कि ये दिन देखना पड़े।

एक राजनीतिक शाश्त्र के अध्येता और विद्यार्थी होते मैं ये देख रहा हुँ कि मधेस अलग देशकी संभावना के रास्ते में सबसे बड़ा रोड़ा भु-राजनीति है। भारत और चीन दोनों ही नहीं चाहेंगे कि नेपाल एक से दो देश बन जाए। जबकि भारत चाहता है कि मधेसीको समानता मिले। नाकाबंदी ही कर दिया था।

अगर कोइ बर्लिन की दिवार ढहने साइज का भु-राजनीतिक भुकम्प आ जाये और भारत और चीन ही एक से १० देश बन जाए तो अलग बात है। उस परिस्थिति में मधेस अलग देश संभव है। लेकिन उसकी संभावना क्या है? बल्कि उलटे युरोप के १०-१२ देश एक देश बन जाना चाहते हैं।

लेकिन यहाँ बात भु-राजनीति की नहीं है। मुद्दा मानव अधिकार की है। आप किसी की वाक स्वतंत्रता हनन नहीं कर सकते। नेपाल में लोकतंत्र का उपहास बंद करिए। सीके को तुरन्त रिहा करिए। बन्दर का खेल नहीं लोकतंत्र। लोकतंत्र की अपनी मुल्य मान्यताएँ होती है।

नेपालके नेता लोग कहते रहते हैं विदेश में रह रहे लोग वापस आ जाओ। गया तो वापस सीके। क्या हालत कर के रखे हो? कुछ लोग होते हैं बौद्धिक रूप से प्रखर। कुछ संगठन में कुशल होते हैं। जैसे कि गिरिजा कोइराला संगठन में कुशल थे। लेकिन वो कोइ बौद्धिक लोग नहीं थे इस बात को वो खुद मानते थे। सीके दोनों में माहिर हैं। इस बात की कदर करो। देश के भविष्य की सोचो।

महेंद्र पथ भनेको चीनको एक भाषा, एक भेष, एक देश र तैं चुप मैं चुप नै होइन र?









महेंद्र पथ भनेको चीनको एक भाषा, एक भेष, एक देश (unitary state) र तैं चुप मैं चुप (no free speech) नै होइन र?


राजा महेंद्र ले चीन र भारत लाई एक अर्का विरुद्ध प्रयोग गरेका होइनन कि चीन लाई अँगालेका हुन। वाक स्वतंत्रता को समाप्ति, संगठनको स्वतंत्रता को समाप्ति, एक भाषा, एक भेष, एक देश ---- त्यो सब चिनिया मोडल हो। अझ माओ पनि राजा जस्तै थिएनन र? आजीवन शासन गरे। अहिले ओली महेंद्र पथमा हिडेको भन्नु पुर्ण सत्य भएन। अब ideology export गर्नु चीनको घोषित नीति नै भइसकेको अवस्था मा नेपाली जनता ओलीसँग सतर्क हुनुपर्छ। नेपाल चीन का लागि आकर्षक छ। भारत र अमेरिका दुबै लाई एकै पटक नीचा देखाउन मिल्ने ठाउँ।

दुई तिहाई ल्याएर संविधान संसोधन गर्छु भनेको के ओली ले? बहुदल, वाक स्वतंत्रता आदि लाई तत्काल लाई मान्नुपरे मानने पछि फाल्ने भनेको हो कि?

भन्दैमा भारत कै राजनीतिक सिस्टम राम्रो, अमेरिका को फोटोकॉपी गर्नु पर्छ भन्ने होइन। लोकतंत्र जुन जुन देशमा छ त्यस्तो प्रत्येक देशमा आफ्नै विशिस्ट किसिमको छ। उत्तरी युरोप मा रहेको लोकतंत्र लाई त औपचारिक रूप मा नै समाजवाद नै भन्ने गरिन्छ। तर त्यस्तो प्रत्येक ठाउँ मा मानव अधिकार को पुर्ण गारंटी छ। वाक स्वतंत्रता छ कि छैन भन्नेमा दुईमत छैन। विभिन्न राजनीतिक पार्टी को meaningful अस्तित्व छ।

तर चीन ले भनेको समाजवाद उत्तरी युरोप को जस्तो होइन। ओली ले भनेको समाजवाद त चीन को जस्तो पनि होइन। ओली को आइडियोलॉजी त नाङ्गो माफ़ियातंत्र र सिंडिकेट राज हो, लुटतंत्र हो, Tammany Hall हो।

बीपी कोइराला लाई लेखक, विचारक भन्न मिल्छ, तर कुशल राजनीतिज्ञ भन्न मिल्दैन। महेंद्र ले कु गर्ने कुरा महिनौं सम्म थाहा पाएर पनि sitting duck भएर बसे। नेहरू को मा कूदेर जानु पर्ने थियो। माओ र नेहरू बीच को फरक बुझ्न सक्नुपर्थ्यो। नेपालमा राजनीति गर्न त्यति geopolitics त बुझ्न सक्नुपर्छ।

प्रेस स्वतंत्रता पुनर्स्थापना गर!

वाक स्वतंत्रता बारे संख्या को कुरा गरे के हुन्छ?

वाक स्वतंत्रता बारे संख्या को कुरा गरे के हुन्छ? जनता लाई वाक स्वतंत्रता दिने निर्णय गर्ने अनि नागरिक ले एक दिन मा कति शब्द बोल्न पाउने तोक्ने जिम्मेवारी बामे लाई दिने।

बामे घोतलिन्छ। सर सल्लाह गर्न थाल्छ। सर सल्लाह का लागि तीन दल का बाहुन लाई डाकेर रसमलाई खुवाउँछ। एक दुई वर्ष त्यसरी बिताउँछ। ५-६ वर्ष त्यसरी बिताउँछ। 

कसैले भन्छ २००, कसैले भन्छ ३००, कसैले ३,०००. कमल थापा ले भन्छ २०-२५. 

विज्ञ हरु ले आफ्नो तर्क पेश गर्छन। आयोग बन्छ। 

जति गर्यो सहमति बन्दै बन्दैन। संक्रमण काल लम्बिएको लम्बियै। 

संघीयता मा प्रदेश हरु को संख्या तोक्न खोज्नु त्यस्तै मुर्ख कुरा हो। जनताले चाहे जति प्रदेश हरु को संख्या हुन्छ। आज १६ प्रदेश बाट शुरू हुन सक्छ, १० वर्ष पछि त्यो २६ पुग्न सक्छ। जनताले चाहेमा। 

काठमाण्डु बाट भक्तपुर हिँडेर गए कम समय लाग्छ कि साईकल मा कम समय लाग्छ? साईकल मा कम समय लाग्छ। साईकल बढ़ी efficient हो। त्यस्तै जनता लाई सरकार ले पुर्याउनु पर्ने सेवा पुर्याउन एकात्मक व्यवस्था भनेको हिडेर गएको हो, संघीय व्यवस्था भनेको साईकल मा। साईकल बढ़ी efficient हो। कम खर्चिलो हो। 

एकात्मक व्यवस्था को बेबी किंग जिल्ला लाई गायब पार्ने। जिल्ला गायब हुन्छ। केंद्र, १६ प्रदेश, १००० स्थानीय इकाई मा जाने।

शाह वंश गयो तर गणतंत्र आएन

नेपालमा राजनीतिक पार्टी र तिनका नेता सँग लोकतन्त्र मा हुनुपर्ने भन्दा बढ़ी पावर छ। शाह वंश गयो तर गणतंत्र आएन। पहिला राजाले ओगटेको ठाउँ मा अहिले काँग्रेस एमाले का ५-१० जना नेता सामुहिक रुपले बसेका छन।

बामे १५ वर्ष अगाडि हेग पुग्नुपर्ने मान्छे गृह मंत्रालय ओगटेर बसेको छ, नेपाल प्रहरी लाई एउटा failed state को प्राइवेट आर्मी मानेर बसेको सोमालिया को वारलॉर्ड जस्तो भएर। अर्थ मंत्री महाधिवेशन लाई भनेर देश को नाका बाट राजस्व लुट्छ। राणा हरु लाई लाग्थ्यो देशको संपत्ति आफ्नो निजी संपत्ति भनेर, काँग्रेसी हरु लाई आज त्यस्तै लाग्छ।

हुँदा हुँदा अन्तर्राष्ट्रिय रुपमा स्थापित मानव अधिकार को परिभाषा पनि यिनै नवराजा हरुले हाम्रा लागि गरिदिनुपर्ने जस्तो गर्न थाले। देशमा गणतन्त्र स्थापित भएकै छैन। राजा बस्ने ठाउँ मा बामे-सुशील-केपी ओली लाज पचाएर आएर बसिदिएका छन।

संघीयता र मधेसी क्रान्ति को अपमान हुँदा चुप लागेर बस्ने हरु ले आज २००६ अप्रिल क्रान्ति र मानव अधिकार को अपमान हेर्नु परिरहेको छ। सीके राउत को मानव अधिकार हनन हुँदा चुइँक्क नबोल्ने पहाड़ी पत्रकार हरु अहिले freedom of press खोइ भन्न थालेका छन।

CK Raut Has To Be Released Unconditionally And Immediately

Gandhi Also Refused To Pay Bail

No ifs and buts. The arrest was wrong. And he has to be released unconditionally and immediately.

The courts could do it. The courts could release him unconditionally and immediately.

The Prime Minister could do it. The Prime Minister could release him unconditionally and immediately.

The Home Minister could do it. The Home Minister could release him unconditionally and immediately.

Accept that you made a mistake in arresting him. Apologize. And let him go.

That is my opinion. That is the opinion of all the top human rights organizations in the world.

Suman Khadka and Kanak Mani Dixit seem to have a disagreement of opinion with Dr. CK Raut ----- that is perfectly fine. CK is not, never has been, will never be, above criticism. But that he is behind bars for something he might have said, something he might have written is human rights blasphemy. Why don't the Pahadi "intellectuals," the Pahadi human rights activists, the Pahadi journalists get this basic, simple point!? Is the ethnic prejudice against Madhesis in the country soooooo deep!?

सीके राउतले आफ्नो बयान फेर्यो भनेर पहाड़ी मीडियाले हल्ला फैलाई रहेको छ। 

सीकेले आफ्नो बयान फेर्न "मैले मधेसी विरुद्ध विभेद छ भनेको थिएँ तर त्यो त होइन रहेछ" भन्नुपर्यो। सीकेले आफ्नो बयान फेर्न "संघीयता भए पनि ठीकै नभए पनि ठीकै" भन्नुपर्यो। सीकेले आफ्नो बयान फेर्न "आत्म अधिकार नभएको संघीयता भए पनि काम चल्छ" भन्नुपर्यो। सीकेले आफ्नो बयान फेर्न "वाक् स्वतन्त्रताको मलाई अब मतलब भएन म अब बोल्दिन" भन्नुपर्यो। सीकेले आफ्नो बयान फेर्न "वामदेबको चम्चाहरुले मलाई हिरासतमा टार्चर गरेको काम गर्यो, म आफ्ना सबै कुरा फिर्ता लिन्छु" भन्नुपर्यो।

सीकेले आफ्नो बयान फेर्न "आत्म अधिकार भएको संघीयता आए पनि र मधेसी विरुद्धको विभेद कायम रहिरहे पनि मैले अलग देशकालागि पहल गर्ने छैन" भन्नुपर्यो। सीकेले आफ्नो बयान फेर्न "आत्म अधिकार भएको संघीयता बारेमा बोल्नु वाक् स्वतन्त्रता भित्र पर्दैन भन्ने वामदेबको कुरा मैले पनि मान्छु र बाबुरामले पनि मान्छन्" भन्नुपर्यो। 

सीकेले आफ्नो बयान फेर्न "पहाड़ी मीडियाले मैले आफ्नो बयान फेरेको भन्दै छ, पहाड़ी मीडियाले पनि कहीं झुठ बोल्छ र, र त्यो पनि एउटा मधेसीको बारेमा, र त्यसैले पहाड़ी मीडियाले मैले आफ्नो बयान फेरेको भन्दैछ भने त्यो सत्य नै हुनुपर्छ" भन्नुपर्यो।

The Congress Needs To Expel Khum Bahadur

The Nepali Congress needs to expel Khum Bahadur Khadka for his regressive activities. Khum Bahadur has a right to free speech. But the Congress now has an obligation to kick him out of the party. 

The UML has been leading the regression and the counter revolution. And now the Congress has joined those ranks with Khum Bahadur campaigning against democracy. Nepal can not be both a "Hindu nation" and a modern democracy. But Hindus in Nepal can be as Hindu as they want. Nothing stops them. It is called freedom of religion.
