The omicron variant has a swath of mutations that raised concerns that this version of the virus might be able to evade immunity and withstand existing treatments for those infected with covid-19...... public health experts are carefully watching to see if omicron will displace delta as the most prominent viral strain.

Say Hello

1. Call everyone you know inside Nepal/India one person at a time. 
2. Do not start lecturing. First, build rapport. Listen more than you speak. Say hello. Ask questions. 
3. After you build rapport emphasize the basic message on masking, social distancing, and handwashing. Not everyone can social distance, but everyone can cover their mouth and nose. Pieces of cloth can also work. The message now is, wear two masks. 
4. Call periodically to keep emphasizing the basic message. Do the Coca-Cola thing. The most established brand name in the world still advertises aggressively. 
5. Do what you can in terms of fundraising for emergency medical situations.

महामारी को दोष: नेता को कि जनता को?

नेता को दोष नहुने भए देशलाई पप्रधानमंत्री चाहिन्थ्यो नै किन? प्रमुख जिम्मेवारी त प्रधान मंत्री को नै हुन्छ। अमेरिका मा डोनाल्ड ट्रम्प ले पनि गैर जिम्मेवार व्यवहार गर्यो, ब्राज़िलमा बोलसनेरो ले पनि गैर जिम्मेवार व्यवहार गरे र लाखौं नमर्नुपर्ने मानिस मरे भनेर पंछिन पाइँदैन।      

पुरा नेतृत्व वर्ग जिम्मेवार छ। अहिले एक वर्ष देखि संसदको प्रत्येक पार्टीले आफ्नो सम्पुर्ण संरचना संचालन गरेर एकोहोरो किसिमले सबैले मास्क लगाउने, सामाजिक दुरी कायम राख्ने, हातले अनुहार नछुने, दिनमा चार पाँच पटक साबुन पानीले रगड़ी रगड़ी हात धुने, तातो पानी खाने, काढ़ा पिउने आदि सन्देश दिनुपर्ने समय थियो र छ। नेपाल सरकारको प्रत्येक मंत्रालय, प्रत्येक सैनिक र प्रहरी, फ़िल्मी दुनिया का हस्ती हरु सबैले एकोहोरो सुचना प्रवाह गर्नुपर्ने समय थियो र छ। कोका कोला को ब्रांड दुनिया भर स्थापित छ। तैपनि उसले बराबर विज्ञापन दिराखेको हुन्छ। किन? किन भन्दा दिन छोड्यो भने मान्छेले त्यो ब्रांड लाई बिरसिनछन। देशका ९०% बढ़ी मानिस बिना मास्क नहिडने हो भने खोप सबैले लगाए जतिकै फाइदा हुन्छ।  भने पछि गरीब देश, खोप पाइएन भन्ने ठाउँ छैन। 

लोकतंत्रमा जनताले अधिकार पाउँछ तर साथै प्रत्येक नागरिक को थाप्लोमा जिम्मेवारी पनि आइपुग्छ। नेता लाई गाली मात्र गरेर देश चलिदिने भए आहा कति सजिलो! लोकतंत्र एउटा सजिलो राजनीतिक व्यवस्था हुनेथियो। तर लोकतंत्र गारहो राजनीतिक व्यवस्था हो किनभने प्रत्येक नागरिकले आफ्नो जिम्मेवारी वहन नगरे व्यवस्था चल्दैन। नेता भनेको पदमा पुगेको नागरिक नै हो, त्यो पनि सीमित समयका लागि। होली भारतमा सबैले मच्चिएर मनाए। अहिले त्यहाँ हाहाकार छ। नेपाल भारत भन्दा चार हप्ता पछाड़ि छ। होली मनाउने जनता पनि जिम्मेवार हो। एक वर्ष नमनाए केही बिग्रिने थिएन। 

धनी देश हरु पनि जिम्मेवार। यो वायरस ले धनी देश हरु मात्र उम्किने बाटो छोडेको छैन। संक्रमण जथाभावी फैलिये नया नया वैरिएंट हरु आउँदै जान्छन र ती खोप लगाएका धनी देशका नागरिक सम्म नै पुग्छन। प्रत्येक मनुष्य सम्म खोप पुर्याउनु विश्व अर्थतन्त्रको नया प्रस्थान विन्दु हो। त्यसका लागि सबै देश हरु मिलेर जे गर्नुपर्यो त्यो गर्नुपर्यो। 

संक्रमित हुने जति सबै मर्ने गरेको भए महामारी नै हुने थिएन। वुहान मा दश बीस हजार मरथे, कुरा त्यहीं सिद्धिनथ्यो। मोटामोटी संक्रमित १०० जना मध्ये ८० लाई डॉक्टर अस्पताल केही चाहिँदैन, २० बिरामी हुन्छन्, ती मध्ये पाँच चाहिं सिकिस्त नै, र मर्ने एक जना हो। तर त्यो एक पनि धेरै हो। र यो एक वर्ष पुरानो जानकारी हो। नया नया वैरिएंट हरु बारे हामीलाई थाहा भइसकेको छैन। 

विश्व महामारी भएकोले प्रत्येक मनुष्य को कर्तव्य बन्न जान्छ कमसेकम आफ्नो चिनजान हरुमा मास्क र सामाजिक दुरी बारे सुचना प्रवाह एक पटक होइन, दुई पटक होइन, कोका कोला ले जस्तो पटक पटक गरिरहने, महामारी चलिरहँदा सम्म गरिरहने। 

Pandemic Responsibilities: Leaders' Or The Peoples'

The country would not need a Prime Minister if leaders were not responsible. The primary responsibility rests with the Prime Minister. You can not say Donald Trump in the US was also irresponsible, that Bolsanaro was also irresponsible, and skip responsibility. 

The entire political leadership is responsible. All political parties in the parliament should have been using their entire organizational structures to constantly hammer home the message for over a year that masks should be worn, people should social distance, they should not touch their faces, they should gargle with warm water, they should wash their hands multiple times a day. That time is still now. All government ministries, every soldier, every police officer, film industry celebrities all should have been hammering home the message. Coca-Cola is a globally famous brand name. But it still spends billions every year on advertising. Why? Because if they stop, people will forget the name. If more than 90% of the people in the country were to not leave home without wearing masks, it would be as good as if everyone had been vaccinated. You can't say we are a poor country and the vaccine has not reached us yet. 

A citizen in a democracy has rights, but also responsibilities. If a country could be run by simply griping about politicians, wouldn't that be oh so easy! Democracy would have been easy. But democracy is a challenging political system to work precisely because it needs every citizen to do their best to do the responsible thing. A leader is simply a citizen who has attained high office, that also for a limited time. India celebrated Holi with gusto, and now it is paying the price. Not celebrating Holi this year would not have been any major sacrifice. Nepal is about four weeks behind India. 

The rich countries are also responsible. This virus does not leave a path out only for the rich countries. Large-scale infections anywhere on the planet will give rise to mutant variants that will find their way back to the rich countries. Some of those variants will defeat the vaccines and it will be back to square one also for the vaccinated. Taking the vaccine to every human being is the new departure point for the global economy. All countries have no choice but to come together for this.

If every infected person would have died, this would not have been a pandemic. We might have lost 10-20,000 lives in Wuhan and that would have been the end of it. But because 80% of the infected do not need medical attention, only 5% need serious medical attention, and about 1% die, we have the mayhem that we have. But that information is a year old. We don't have the data on the new variants. 

Because this is a global pandemic, it is the responsibility of every human being to at least reach out to their immediate social circles with the basic messages repeatedly for as long as the pandemic rages on: wear a mask, social distance, wash your hands, avoid crowds and large gatherings. Do the Coca-Cola thing and keep repeating. 

राजेन्द्र महतो भन्छन्, ‘सरकारसँग विश्वासकाे वातावरण बन्यो’  ‘हाम्रा अझै केही माग पुरा गर्न बाँकी छ, त्यो माग पुरा भएपछि सरकारमा जान सकिन्छ,’ उनले भने, ‘तर त्यसका लागि मागहरु पुरा हुनुपर्छ । सरकारले १५ वटा मुद्दाअन्तर्गत १२० जनाको मुद्दा फिर्ता गरेकोमा जसपा नेपालले धन्यवाद ज्ञापन गर्दछ । सरकारको निर्णय स्वागतयोग्य हो । मुद्दा फिर्ता गरेर सत्ता सहकार्यका लागि वातावरण तयार भएको छ ।’ .............  शरतसिंह भण्डारीले भने आफूहरुले सरकारसँग पाँचवटा माग राखेको र सो माग पुरा भएपछि मात्र सत्तासमीकरणको बारेमा छलफल गर्ने बताए । मुद्दा फिर्ता, राजबन्दी रिहाइ, नागरिकताको विषय, संविधान संशोधन र लाल आयोगको प्रतिवेदन सार्वजनिक लगायतका माग पुरा भएपछि मात्र सरकारलाई समर्थन गर्ने कि नगर्ने विषयमा छलफल गर्ने उनले बताए । ‘अहिले जति जनाको मुद्दा फिर्ता गरेको छ । त्यसका लागि सरकारलाई धन्यवाद । यो राम्रो सुरुवात हो, यसलाई जसपा नेपाल स्वागत गर्दछ तर अहिले नै सरकारलाई समर्थन गर्ने अवस्था रहेको छैन,’ उनले भने । उनले नेकपा एमालेसँग मात्र होइन, अन्य दलसँग पनि सत्ता सहकार्यको बारेमा अहिले कुनै कुरा नहुने बताए ।

केपी भर्सेस माधव : संकटको डिलमा को छ ?  ओलीले नेपालको अडानलाई अस्वीकार मात्रै गरिदिएनन्, त्यसको भोलिपल्टै बालुवाटारमा महाधिवेशन आयोजक समितिको बैठक राखेर स्थायी कमिटीबाट नेपाल पक्षलाई हटाइदिए । यसबाट केपी ओली एक्लै अगाडि बढ्न चाहन्छन् भन्ने थप प्रष्ट भएको छ । ........ अब प्रधानमन्त्री ओलीले नेपाल पक्षका आफूलाई मन परेका नेताहरुलाई व्यक्तिगत रुपमा छानीछानी आफूतिर तान्ने रणनीति लिएको देखिन्छ । उनले प्रष्टै भनिसकेका छन्, म गुटसँग ‘डिल’ गर्दिनँ, व्यक्तिसँग गर्छु । ............ योगेश भट्टराई मात्र होइन, स्वयं ओली समूहभित्रैका दोस्रो तहका नेताहरु पनि आफ्नो राजनीतिक भविश्य सोचेर चिन्तित बनेका छन् । पार्टी फुट्यो भने त्यसको घाटा माधव पक्षलाई मात्र नभएर ओली पक्षलाई पनि हुने ती नेताहरुले बुझेका छन् ।  .......... एमाले बचाउने ब्रह्मास्त्र अब युवाहरुसँग मात्र रहेको ..........  सर्वोच्च अदालतलाई दिएको जवाफमा पनि प्रधानमन्त्रीले दुईतिहाई बहुमतकै लागि ताजा जनादेशमा जानुपरेको जिरह गरेका थिए । .......... दुईतिहाई त के, सामान्य बहुमतको कुरो पनि प्रधानमन्त्री ओलीले गर्न छाडेका छन् । .......... यसअघि प्रधानमन्त्री ओलीले आगामी चुनावमा माधव नेपाल समूहका नेताहरुले कहीँ पनि चुनाव नजित्ने बताउँदै आएका थिए । माओवादीको त पत्तासाफै हुने बताउने गरेका थिए । ................ अहिलेकै अवस्थामा चुनावमा जाने हो भने ओली समूहले बहुमत त के, प्रत्यक्षतर्फ ९/१० सीटमात्रै जित्न सक्ने निश्कर्ष निस्किएको .......... ‘माओवादीले समर्थन फिर्ता लियो र जसपाले सरकारलाई भरथेग गरेन भने ओलीले फेरि संसद विघटन गरेर ‘अर्ली इलेक्सन’ मा जाने कदम त चाल्न सक्लान् । तर, यसो गर्दा ६ महिना (आगामी मंसिर) भित्रै चुनावमा जानुपर्ने हुन्छ, जुन समय ओली पक्षका  लागि अनुकुल होइन । २०६९ साल बैशाख अगाडि चुनाव भयो भने ओलीका लागि तयारी नपुग्ने ........ एमाले पार्टीभित्रको विवादका कारण आगामी चुनावमा नराम्रो पराजय व्यहोर्न बाध्य हुनुपर्ने वास्तविकताचाहिँ ओलीले ढीलै भए पनि बुझेका छन् । .......... नेकपा एक थियो, फुट्यो । १७४ सीट रहेको पार्टी १२१ सीटमा झर् यो । नागरिक समाज र वौद्धिक समुदायमा पनि पार्टी र सरकार आलोचित बन्यो । सर्वोच्च अदालतले प्रधानमन्त्रीको कदमलाई असंवैधानिक ठह¥याइदियो । संसद पुनस्थापनापछि पनि सरकार ढल्ने जोखिम पहिले भन्दा झन बढेर गयो । माओवादी चोइटिसकेपछि पनि एमालेभित्र एकता कायम हुन सकेन  । .......... अन्ततः पार्टी पनि चोइटिने र सत्ता पनि नरहने, चुनावमा जान पनि नपाइने, चुनावमा गइ नै हाले पनि बहुमत ल्याउन नसक्ने जुन परिस्थिति अहिले केपी ओलीका सामु उत्पन्न भएको छ, यो संकटको मुहान पुस ५ को कदम नै हो ।  ....... नयाँ भेरिएन्टसहित पुनः फैलिएको कोरोना राज्यको नियन्त्रणभन्दा बाहिर जाने खतरा बढेको जनस्वास्थ्यविदहरुले औंल्याइरहेका छन् । यस्तो बेलामा महामारीसँग लड्न राष्ट्रिय एकता र संकल्प चाहिन्छ । तर, सरकारले अन्य दलहरुको विश्वास गुमाएको अवस्था छ । ............. विपक्षीले  महामारीसँग जुध्न सर्वदलीय राजनीतिक संयन्त्रको माग गरिरहेका छन् । सरकार भने एक्लै हिँड्ने ध्याउन्नमा देखिन्छ । .......... पछिल्ला दिनमा प्रधानमन्त्री र मन्त्रीहरु आफैं भिडभाडमा हिँडेको दृश्यले सरकारमाथिको आलोचना बढेकोे छ .......... देशमा संकट आइपर्दा सरकारको मूल्यांकन हुने गर्दछ ......... ओली नेतृत्वको सरकार र पार्टी दुबैको लोकप्रियता खस्कने सम्भावना बढ्छ । यो स्थितिमा सरकार जति समय टिक्छ, उसको लोकप्रियतामा क्षयीकरण हुँदै जान्छ । महामारीका बेलामा सरकारले सुशासन दिन सकेन भने यसको असर आगामी चुनावमा पनि पर्छ र सम्बन्धित दलमा पनि ।  .......... हरेक मोर्चाहरुमा माधव नेपाल पक्ष केपी ओलीसँग हार्दै–हार्दै आएको देखिन्छ । ........ देश चुनावमा गयो भने केपी ओलीले माधव नेपाल पक्षका नेताहरुलाई टिकटै नदिने सम्भावना छ ......... केपी ओलीले देशव्यापी पार्टी गठन प्रक्रियाको थालनी गरिसकेका छन् । माधव नेपाल पक्षले पनि समानान्तर कमिटीका रुपमा पार्टीभित्रै पार्टी गठन गरिरहेकै छ । औपचारिकरुपमा दुई पार्टी घोषणा हुन मात्र बाँकी छ ।  ......... २०७४ सालमा सिंगो एमालेले एकल बहुमत ल्याउने आँट नगरेर माओवादीसँग मोर्चाबन्दी गरेको थियो, अब फुटेको एमालेले बहुमत ल्याउने विश्लेषण गर्नु भनेको ‘भदौमा आँखा फुटेको गोरुले सधैं हरियो देख्छ’ भनेजस्तो मात्र हो ।

पार्टी र सरकार : दोस्ती कि दुस्मनी ? मुखमा मदन भण्डारी र बगलीमा स्टालिनवाद बोक्ने प्रधानमन्त्रीलाई स्थिरताका नाममा मुलुकले पाँच वर्ष बोक्नैपर्छ भन्ने छैन । किनभने, हामी जान्दछौं, सरकारको स्थिरताभन्दा लोकतान्त्रिक संविधानको स्थिरता र रक्षाको प्रश्न प्रधान हुन्छ । ........... सात सालको क्रान्ति सम्पन्न भएको यो सत्तरी वर्षमा कोही एक मात्र पनि प्रधानमन्त्रीले पाँच वर्ष कार्यकाल पूरा शासन गरेको उदाहरण छैन । .........  कोरोनाको महामारीले सेतो कात्रोमा जनता बेह्रिएका बेला रातो झन्डा फहराउँदै भोट माग्न जाने शासकीय सनकले गर्दा संसद् विघटनसमेत गरियो । ........ संविधानमा राखिएको स्थिरताका नवीन प्रावधानहरूले पनि अस्थिरताको पुरानो प्रवृत्तिलाई अन्त्य गर्न र अस्थिरता छेक्न सकेनन्, सक्ने पनि छैनन् । .......... मुखमा मदन भण्डारी र बगलीमा स्टालिनवाद बोक्ने प्रधानमन्त्री ........ बहुमतप्राप्त कुनै पनि दलको सरकार र प्रधानमन्त्रीले पूरै कार्यकाल शासन कहिल्यै गर्न नसक्नुका प्रवृत्तिगत साझा कारणहरू पहिचान गर्न एकदमै अनिवार्य छ । .......... आर्थिक रूपमा गरिब तर भूतपूर्व प्रधानमन्त्रीहरूको संख्यामा धनी कहलिएर गिनिज बुकमा रेकर्ड राख्न उद्यत मुलुक ........... प्रत्यक्ष निर्वाचित कार्यकारीमा जाने हो भने ........ अर्को पद्धतिमा गए पनि मान्छे त हामी नै हौं क्यारे, हामीसँंग हाम्रो प्रवृत्ति पनि त्यहाँ पुग्ला नै, तब के गर्ने ? ............ नेपाल देशको राष्ट्रिय हित र राष्ट्रिय स्वार्थको केन्द्रमा छिमेकीहरूलाई विश्वासमा लिने, सीमा प्रश्नको हल ऐतिहासिक तथ्यमा आधारित रहेर राष्ट्रिय एकतासाथ खोज्ने, नेपालको भूमि दुवैविरुद्ध प्रयोग हुन नदिने र दुवैसंँग व्यावसायिक सम्बन्ध बलियो बनाएर उनीहरूको समृद्धिबाट लाभान्वित हुने नेतृत्व–योग्यता नेपाल देशले अब प्रस्तुत गर्न सक्नैपर्छ । यस्तो योग्यता विकसित नगर्ने अनि अस्थिरताको विरह–गीत गाएर दोष उतै थोपर्ने काम एक्काइसौं शताब्दीको गणतन्त्र नेपाललाई सुहाउँदैन । ............... दल होइन, संसदीय दल प्रधान रहने अवस्था ......... दल पार्टी सदस्यको मतले बनेको हुन्छ, संसदीय दल पार्टीसंँगै जनताको मत र मनले अनुमोदित हुन्छ । त्यसैले पार्टीको मूलनीति उल्लंघन गरेको स्थितिमा बाहेक प्रधानमन्त्रीलाई अन्य हस्तक्षेप पार्टीबाट नहुने व्यवस्था उपयुक्त ........ मुलुक निर्माणका लागि नीतिगत स्थिरता प्रधान कुरा हो । तर, हाम्रो पद्धति र प्रवृत्ति दुवैमा एक हदसम्म परिमार्जन गर्दै राजनीतिक स्थिरता पनि हासिल हुन सके समृद्धिको गति चौगुणा बनाउन सकिन्छ ।

प्रचण्ड राष्ट्रिय समस्या हो : प्रधानमन्त्री ओली नेपाली काँग्रेसमा भन्नुस् न ? उहाँ शेरबहादुर देउवा, रामचन्द्र पौडेल कृष्ण सिटौला, शेखर कोइराला, शशांक कोइरालाकाबीचमा अहिले पनि खेलिरहनुभएको छ 

ओलीले हामीलाई कारबाही गर्न सक्दैनन् : भीम रावल ‘उहाँ (केपी शर्मा ओली)ले सर्वोच्च अदालतको फैसला विपरित र नेकपा एमालेको विधान विपरित केन्द्रीय कमिटीलाई भंग गर्नुभयो । कथित आयोजक कमिटी बनाउनु भो महाधिवेशनका लागि । मान्छे थप्ने, हामीलाई कारबाही गर्ने भनेर स्पष्टीकरण सोध्ने गतिविधि गर्नुभएको छ,’ उनले भने, ‘यी स्वेच्छाचारी र पार्टी विधान, पार्टीको मार्गनिर्देशन, नवौं राष्ट्रिय महाधिवेशनको निर्णय विपरितका गतिविधि हुन् । र यसको विरुद्धमा देशव्यापी रुपमा कार्यकर्तालाई एमालेको सिद्धान्त, नीति, कार्यक्रम र यसको विधानको रक्षाको लागि जुन अभियान चलाएका छौं, हामीले यसलाई जारी राख्नुपर्छ ।’ नेता रावलले कोरोना नियन्त्रणका लागि सरकारले प्रभावकारी पाइला चाल्न नसकेको समेत बताए ।

१२० जनाको मुद्दा फिर्ता लिने सरकारको निर्णय (सूचीसहित)  जसपाले मुद्दा फिर्ताका लागि २२४ जना प्रतिवादी रहेको २६ वटा मुद्दाको सूची बुझाएको थियो । ........ प्रधानमन्त्री ओलीविरुद्ध अविश्वासको प्रस्ताव ल्याउने औपचारिक निर्णय गराउन जसपाका नेताहरु उपेन्द्र महतो र बाबुराम भट्टराई लागि परिरहेका वेला सरकारले मुद्दा फिर्ताको निर्णय गरेको हो । 

एमालेमा नेपाल पक्षमाथि कारबाही रोक्न सर्वोच्चले दिएन अन्तरिम आदेश

जनता समाजवादी पार्टीबाट यी २३ सांसदको प्रधानमन्त्री ओलीलाई साथ (नामसहित)  संसदमा निर्णायक भूमिका खेल्ने हैसियतमा रहेको जसपाका महन्थ ठाकुर ओली पक्षमा छन् भने उपेन्द्र यादवकै केही सांसदहरु ओलीलाई समर्थन गर्न उद्यत छन् । ओलीले नै माग पूरा गरिरहेका कारण अविश्वासको प्रस्तावमा सहमति नहुने ठाकुरले शीर्ष नेताको मंगलबारको बैठकमा भनिदिए । .......... राजेन्द्र महतोदेखि अन्य सबै सरकारलाई समर्थन दिने या चुनावमा जाने पक्षमा छन् । ........ उपेन्द्र यादवले भने सरकार गिराउन बैठक बोलाउनुपर्ने बताए पनि महतोले कोरोना कहरमा बैठक बोलाउन नहुने बताए
