किशोर थापा काठमाडौंको महानगर प्रमुखमा उठ्ने नयाँ अनुहार थिए। यसपटक त्यो ठाउँ स्वतन्त्र उम्मेदवार बालेन शाहले पूर्ति गर्न खोजेका छन्। ......... काठमाडौं महानगरको प्रमुखमा स्वतन्त्र उम्मेदवारी दिएका ३१ हुन्। ......... बालेन चर्चित नेपाली र्यापर हुन्। उनको पहिचान म्युजिक कम्पोजर, गीत लेखक, निर्देशक र स्ट्रकचरल इन्जिनियरसमेत हो। ......... बालेनले ह्वाइट हाउस इन्स्टिच्युट अफ टेक्नोलोजी बाट सिभिल इन्जिनियरिङ र कर्नाटक विश्वेश्वरैया राष्ट्रिय प्रौद्योगिक संस्थानबाट स्ट्रकचरल इन्जिनियरिङमा स्नातकोत्तर गरेका छन्। ........ उमेरले ३१ मा हिँडिरहेका उनी पेशाले र्यापर तथा इन्जिनियर हुन्। नेपालमा सिभिल इन्जिनियरिङ पढेपछि शाहले भारतमा स्ट्रक्चरल इन्जिनियरिङका स्नातकोत्तर गरेका हुन्। ......... स्ट्रक्चरल इन्जिनियरका रुपमा देशका ७६ मध्ये ६६ जिल्ला घुमिसकेको बताउने शाह काठमाडौंको मुहारलाई फेर्न आफूलाई मत दिन आग्रह गर्दै घरदैलो अभियानमा छन्। ....... नेपाली र्याप ब्याटल लिगका सिजन टु का बिजेता शाहको अभिरुचि राजनीतितर्फ देखिएको १० वर्षअघि नै हो। तर, उनी अहिले आएर स्थानीय तह, त्यो पनि उपत्यकाको महानगर प्रमुख पदको प्रत्याशीका रुपमा राजनीतिमा होमिएका छन्। ........... काठमाडौं महानगरमा ०७४ मा माओवादी, जसपा र अन्यले १५ हजार ६९ मत बटुलेका थिए। यसमा साझा र विवेकशीलले काटेको मत समेत जोड्ने हो भने कांग्रेस र एमाले बाहेकका शक्तिले त्यसबेला ५७ हजार १०४ मत बटुलेको देखिन्छ। ....... तेस्रो पक्षमा ५७ हजार मत खसेका कारण महानगरमा जित्ने विद्यासुन्दरलाई ६४ हजार ९१३ मत नै पर्याप्त भयो। २ लाख ७९ हजार ३०९ मतदातामध्ये १ लाख ६६ हजार ५६६ मत मात्र खसेको थियो। यसबाट कांग्रेसले ४५ हजार २६९ भोट बटुलेको थियो। ......... ०७४ को चुनावमा उमेरले पाको भए पनि पूर्वप्रशासक किशोर थापाले उपत्यकाको विकासमा उल्लेख योगदान दिन सक्ने जनअपेक्षा थियो। उता विवेकशीलकी दर्शना, जो त्यसबेला २१ बर्षकी ऊर्जाशील युवा नेतृका रुपमा उदाउँदै थिइन्। उनलाई युवापुस्ताले रुचाएको अवस्था थियो। ....... गत चुनावमा भन्दा यसपालि काठमाडौं महानगरपालिकामा करिब २१ हजार मतदाता थपिएका छन्। यसपालिको चुनावमा करिब १ लाख ८० हजार मत खस्ने अनुमान गरिएको छ। ....... पार्टीमा असन्तुष्ट रहेका पूर्वविवेकशीलका कतिपय नेता–कार्यकर्ताले भने यसपालि स्वतन्त्र उम्मेदवार बालेन शाहको पक्षमा लबिङ गरिरहेको देखिन्छ। ....... बालेन शाहले यसपटक विगतमा रञ्जु र किशोर थापाले काटेजस्तै काँग्रेस र एमालेका युवा पुस्ताको भोटसमेत काट्ने विश्लेषण गर्न थालिएको छ। ......... गत फेब्रुअरीमै आफूलाई काठमाडौंको प्रमुखको प्रत्यासीका रुपमा मिडियामार्फत अघि सारेका बालेन शाहलाई अहिले निर्वाचन प्रचारमा सामाजिक सञ्जालको सबैभन्दा बढी प्रयोग गर्ने उम्मेदवार भन्दा फरक नपर्ला। ............ फेसबुकमा शाहको चुनावी अभियानका लागि #voteforbalenshah ह्यासट्याग नै चलेको देखिन्छ। जुन ह्यासट्यागसहित तस्वीर र स्टाटस राखेर बुधबार साँझसम्म ५ हजारले फेसबुकमा पोस्ट गरिसकेका छन्। .......... बालेनका समर्थक एक युवाले फेसबुकमा लेखेका छन् ‘आउनुहोस् यसपटक सबै मिलेर बालेनलाई जिताऔँ। तब अर्को पल्ट हजारौं बालेनहरु जन्मनेछन्, सक्षम युवाहरु राजनीतिमा आउने आँट गर्ने छन्। धेरै ढिला भैसक्यो, अब नगरौँ.. सक्षम र जिम्मेवार युवालाई चुनौँ। राजनीतिलाई नै पेशा बनाएर देश ध्वस्त पारेका पुराना र ठूला भनाउँदा दल र दूरदर्शिता, इच्छाशक्ति, इमानदारिता, उद्यमशीलता र जवाफदेहिता नभएका टाउकेलाई घन्काउन उनका समर्थक लागिपरेका छन्। ........ भ्रष्टाचारविरुद्ध विशेष फोर्स गठन तथा सबै कार्यालयमा सिसिटिभी राख्ने उनको योजना छ। ........ रोजगारी र उद्यमशीलता प्रवर्द्धनको लागि ‘आइडिया बैंक’ को अवधारणा बालेनले अघि सारेका छन्। ......... स्थानीय उत्पादनलाई प्रबर्धन गर्न हरेक मार्टमा २० प्रतिशत ठाउँ स्थानीय उत्पादनलाई दिइने उनको योजना छ। ...... ‘स्टार्टअप’ शुरु गर्न महानगरले सिड मनी दिने अवधारणा पनि उनको प्रतिबद्धतामा छ। राष्ट्रिय आविष्कार केन्द्रको शाखा खोलेर अन्वेषणलाई प्रबर्द्धन गर्ने उनको योजना छ। ....... सबै खालको कर तिर्न र प्रमाणपत्र लिन अनलाइन प्रणाली लागू गर्ने उनको योजना छ। ........ ‘अहिले काठमाडौंबासी घरबहाल कर तिर्न समेत उत्साहित छैनन् किनकी उनीहरुले कर तिर्दाको फाइदा के हुन्छ र नतिर्दा के हुन्छ भन्ने थाहा छैन। हामीले उनीहरुलाई प्रोत्साहित गर्न केही अरु कुरामा सुबिधा दिन बालेनले निजी विद्यालय मासिक शुल्क बमोजिम गुणस्तरीय शिक्षा छ वा छैन अडिट गर्ने योजना पनि बनाएका छन्। ........ ७० वर्ष माथिका बृद्ध वृद्धाको निशुल्क स्वास्थ्य परिक्षण घरघरमै गरिने उल्लेख गरेका छन्। ........ सबै वडा र टोल स्तरमा सार्वजनिक शौचालय स्थापना गरिने , हेल्थ पोस्टहरु को स्तरोन्नति गर्ने तथा बस स्पटहरुमा फल्चा स्थापना गरिने उनको प्रतिबद्धतापत्रमा छ। सुरक्षाका लागि सबै सार्वजनिक यातायातमा सिसिटिभी जडान अनिवार्य गरिने, महानगरको सबै मिटिङको लाइभ टेलिकास्ट गरिने उनले उल्लेख गरेका छन्। ........ काठमाडौँ महानगरपालिकाको आफ्नै ट्याक्सी एप संचालन गरिने बालेनले उल्लेख गरेका छन्। ........ सबै ढुंगेधारा हिटी पुनर्जागृत गराउनका लागी पुराना स्रोतहरुलाई पुनर्जीवित गराइने उनको योजना छ। ........ अन्तर्राष्ट्रिय स्तरमा कुकुर तिहार र म्ह पूजाको ब्रान्डिङ गरिने उनको प्रतिबद्धता पत्रमा छन्। ......... काठमाडौमा रहेको फोहर ब्यवस्थापन समस्यालाई सम्बोधन गर्न अर्गानिक फोहोरको रुपान्तरणबाट नजिकको कृषि प्रदान नगरपालिकाहरूमा जैविक मल उपलब्ध गराइने उनले प्रतिबद्धता पत्रमा लेखेका छन्।

Periphery within the periphery in Nepal A remote village in far-west Nepal readies to vote in local elections with anticipation and hope ....... When Nepal had its first local elections in 20 years in 2017, the tiny settlement of Chaurpati had no electricity, no roads, and there was no doctor in the health post. Most men were migrant workers in India, and many of those who stayed behind would spend the days gambling and drinking. ....... This bucolic village clings to a mountain side surrounded by rhododendron forests in full bloom, a 360 degree panorama, and now boasts a brand new 15-bed hospital, motorable roads, an upgraded government school, and a football field sized pond to store monsoon rains and recharge ground water to replenish springs that have gone dry. .......... “There is so much still left to do, we need to asphalt the road, invest in cash crops and create jobs locally so people do not have to migrate anymore,” says Saud, who has leased terraces abandoned by migrating farmers for banana plantations. ......... While Saud focuses on physical upgrades of roads and buildings, Kunwar has concentrated on removing discrimination, exclusion and tackling social injustice. She is active in the village’s Judicial Committee that works to mediate local disputes so they do not escalate. ......... Kunwar is not one of those token women that parties selected as candidates to fulfil the female quota for deputy chair. Here in rural Nepal, the notion of centre and periphery is blurred. Seen from Kathmandu, Far-west Province is remote, but Achham district is distant even by the standards of this isolated region. And within Achham, the village of Chaurpati is in the back of beyond. ...... Blow-by-blow accounts of the internecine power struggles in faraway Kathmandu could not be more removed from everyday reality of these mountain settlements. Here, it does not matter which party a candidate for ward or municipal council belongs to — all that matters is whether they can deliver what matters. ....... And what matters most to voters here are livelihoods, jobs, safer roads, a market for produce. They need affordable and accessible healthcare so they do not have to borrow money to take sick family members to hospital. ........ Health is a primary concern of local people and candidates standing for elections know this. Even a minor injury can bankrupt a family because of lack of access to affordable health care. ....... Sanfebagar Rural Municipality, a two hour drive down the mountains, is better off than Chaurpati. It has an airfield with daily flights to Dhangadi, and its market is thriving because of the construction of the 20MW Budiganga hydroelectric project upstream. .......... Deputy Mayor of Sanfebagar Birmala Budthapa says being elected a people’s representative is not for the faint-hearted. “It has been five years, I am on call 24 hours, my phone is ringing constantly with people who need help. There is a lot of pressure to deliver.” .





गठबन्धनबाट जसपा बाहिरिने
‘मधेशकेन्द्रित दलहरू एक ठाउँमा आएनन् भने जनताले माफ गर्दैन’ देशलाई फेरि शेरबहादुर देउवा किन प्रधानमन्त्री चाहियो ? किन ओली चाहियो ? अहिले काठमाडौमा हेर्नुस् । बालेन साहले तत्कालै काठमाडौले मुहार फेर्न थालिसक्यो । हो, देशलाई यस्तो नेताको आवश्यकता छ । गन्हाइसकेका नेताको देशलाई आवश्यकता छैन ।

कांग्रेसको हिसाबमा जसपाको १० सिटको अड्को जसपालाई मधेसमा १२ र प्रदेश १, बागमती र लुम्बिनीमा एक एक सिट गरी १५ सिट दिन कांग्रेस तयार छ । यसमा माओवादी पनि सकारात्मक नै छ । तर मधेसमा १८ र बाँकी प्रदेशमा ७ सिट पाउनुपर्ने जसपाको अडान छ ।
सत्ता पक्षमा ‘भागबण्डा’को लफडा हुँदा के गर्दैछ एमाले?
‘५ दलसँग कुरा मिलेन, एमालेसँग चुनावी गठबन्धन हुन्छ’

‘मधेशी शक्तिहरूबीच चुनावी सहकार्य वा गठबन्धन हुनुपर्छ’
गठबन्धनबाट जसपा बाहिरिए लोसपालाई ‘चिट्ठा’! ‘काँग्रेस र एमाले दुवै दलले लोसपासँग गठबन्धनको विषयमा कुरा गरिरहेका छन्, तर मेरो चाहना भनेको लोसपा, जसपा, जनमत, जनता प्रगतिशील पार्टी, नागरिक उन्मुक्ति पार्टी र तमलोपाबीच गठबन्धन होस् भन्ने छ ।’ ........ भण्डारीका अनुसार ठुला दलसँग गठबन्धन गर्दा लोसपालाई त्यति फाइदा हुने छैन । उनले भने, ‘कांग्रेस, एमालेका मतदाताले मधेसवादी दललाई मत दिँदैनन्, मधेसवादी दलको बीचमा मात्र गठबन्धन भयो भने कांग्रेस र एमालेसँग गठबन्धन गर्दाभन्दा बढी सिट आउन सक्छ ।’ कांग्रेस वा एमालेसँग गठबन्धन भयो भने जसपा र लोसपालाई थ्रेसहोल्ड कटाउन पनि मुस्किल हुने उनको बुझाइ छ ।
