४० जनालाई गोली ठोक्दा कहाँ थियो तिम्रो राष्ट्रवाद ?
भारतमा करिब २० लाख नेपाली रोजगारमा छन्। जसले नेपालमा रहेका करिब ८० लाख आफ्नो परिवारको जीविका चलाईरहेका छन्। दुबई–कतारमा करिब २० लाख मधेशी रोजगारमा छन्, जसको रेमिट्यान्सले देश चलिरेको छ। तिमीहरुलाई मेरो प्रश्न। ..... तिमीहरुले जनताका लागी के गरेका छौ? न रोजगार, न बेरोजगारी भत्ता। न शान्ति, न विकास। ...... उल्टै देशको ढुकुटी खाली गरेर विदेशमा अरबौं जम्मा गरेका छौ। साइकल चढ्ने हैसियत नभएकाहरुले चार तल्ले बंगला र पजेरो चढेका छौ। आफ्नो राजनीतिक र व्यक्तिगत स्वार्थ पुरा गर्न देश टुक्राउन लागेका छौ। कहिले मधेशीलाई धपाउने कुरा गर्छौ त कहिले जनजातिलाई धपाउने कुरा गर्छौ। खुकलो राष्ट्रवादको नाउमा छिमेकीसँगको कुटनीतिक सम्बन्ध बिगार्न लागेका छौ। ...... भोलि के छ, तिमी फिरन्तेहरु साइकल चढेर अन्तै भाग्ने छौ। ५०० रूपैयाँ किलो नुन र १००० रूपैयाँ लिटर पेट्रोल हामीले किन्नु पर्ने हुन्छ।संविधान फेरि लेख्नुपर्छः उपेन्द्र यादवभन्छौ, युद्ध गर्छु। युद्ध गर्न पनि मधेशको बाटो भएर सीमामा आउनु नै पर्छ। कहिले थानकोट नकाटेको तिमीलाई मधेशको बाटो कसले देखाई दिन्छ? हिजो, भूकम्प जाँदा २ दिन हिँडेर पनि होस् तिमीहरुलाई गांस, बाँस र कपासको व्यवस्था यही मधेशीले नै गरेको हो तर बदलामा ४० जनाको टाउकोमा गोली हान्यौ अनि कसरी देखाई दिन्छ बाटो।
...... त्यो दिन याद गर, जब तिम्रो पहाडमा भूकम्प गयो। त्यति बेला हामीलाई लाग्यो हाम्रो आफ्नै भाईको घर ढलेको छ। हामी मधेशीले पहाड दुख्दा मधेश रुन्छ भन्ने नाराले सहयोग गर्न पुग्यौं। अहिले तिमीहरुको भावना कता हरायो साथी?...... अहिले हामीलाई अन्तर्राष्ट्रिय निकायलाई गुहार लगाउनु पर्ने अवस्था आएको छ। हामी पनि देश प्रेमी छौं तर ४० जना मधेशीलाई गोली ठोक्दा तिम्रो देश प्रेम कता गयो? ...... मानौं सीमामा पुग्यौं, कति शक्तिले गर्छौ सामना? तिम्रो आधी शक्ति स्थिल छ अहिले। पहिला देशको शक्ति संचय त गर अनि गर्नु युद्दको कुरा। पहिला बिख्रेको राष्ट्रीयता एक गर अनि गर्नु बैकअफको कुरा।...... सक्दैनौ भन्ने देश जिम्मा लगाउ हामी विवेकशिल युवाहरूलाई, हामी चलाउछौं देश। को मधेशी, को पहाड़ी। हामी विवेकशिल युवाको लागि हिमाल, पहाड़ र तराई, कोई छैन पराई।

Unblocking the deadlock
most nations go through turmoil first and get a constitution later. Nepal enjoyed relative peace over the last eight years in the lead up to the promulgation of the constitution. Trouble began after the constitution was adopted. ..... It was when India first hinted at and then put in place an "undeclared" blockade that all hell broke loose. India had indeed been slow to understand the depth of anger in the Tarai and its belated pressure tactics was openly rebuked. That must have been where the point of no return was breached. ...... Bamdev Gautam and Prachanda are enjoying their moment of glory with cheap nationalist posturing. ........ After Bijay Kumar Gachhedhar's party MJF-D, signatory to the 16 point agreement, left the process, not a single Madhesh-based party remained in the constitutional process. This should have given the main parties reason to pause the drafting process. Instead, the Big Three decided to shove the constitution down the CA's throat. Dissenting view by members of the Big Three were dismissed and they were asked to fall into the parties' main line. ..... If we manage to come together in a negotiating table to resolve the issues that plague us internally, the "unofficial blockade" will automatically disappear. We will have plenty of time to assess and reflect on the geopolitics. Our political leaders and India will have to work hard to overcome the large trust deficit that has now developed. First and foremost though, both the governing and the protesting parties need to come to the table. Civil society leaders will have to play the role of mediators, the trust builders; the sooner the better.मन्त्री नै गैरजिम्मेवार
नेपालको संविधानमा आफ्नो स्वार्थ नसमेटिएको भन्दै भारतले एक सातादेखि लगाएको नाकाबन्दी खुलाउन र वैकल्पिक व्यवस्था गर्न रातदिन खट्नुपर्नेमा भौतिक पूर्वाधार तथा यातायात व्यवस्था मन्त्री विमलेन्द्र निधि, सूचना तथा सञ्चारमन्त्री मीनेन्द्र रिजाल र वाणिज्य तथा आपूर्ति मन्त्री सुनिल थापा भारतकै पक्षमा महŒवपूर्ण निर्णय गराउन लागिपरेका छन्। ..... केही दिनअघि प्रधानमन्त्रीसँगको छलफलमा समेत ती मन्त्रीले भारतको विकल्प अरु देश नहुने र विकल्प खोज्दा भारत चिढिने भन्दै भारतलाई नै मनाएर आपूर्ति सहज गराउनुपर्ने तर्क गरेका थिए। कोइरालाले विकल्पका रूपमा चीनसँग जोडिएका उत्तरी नाका तत्काल खुलाउन उनीहरुलाई निर्देशन दिएका थिए। आपूर्ति सहज बनाउन चिनियाँ पक्षले तातोपानी र रसुवागढी नाका खुलाउने आफ्नोतर्फको काम थालिसकेको छ तर नेपालतर्फको अवरुद्ध भाग खुलाउने जिम्मेवार भौतिक पूर्वाधार तथा यातायात मन्त्रालयले भने कामै नथालेको मन्त्रालयकै अधिकारीहरू बताउँछन्। ......चीनसँग जोडिएका नाका खुलाउनुको सट्टा मन्त्री निधि काठमाडौं–तराई फास्ट ट्र्याक निर्माणको काम विवादित भारतीय कम्पनीलाई दिने फाइल मन्त्रिपरिषदबाट स्विकृत गराउन लागिपरेका छन्।
...... मन्त्री निधिले भने अब बस्ने मन्त्रिपरिषदबाट जसरी पनि निर्णय गराइछाडने बताउँदै आएका छन्। 'उत्तरी नाका खुलाउन छिमेकी देशले काम थालिसक्यो, प्रधानमन्त्रीले निर्देशन दिएको पनि यतिका दिन भइसक्यो तर त्यसतर्फ मन्त्रीज्यूको कुनै ध्यानै छैन,' मन्त्रालयका एक अधिकारीले भने 'बरु काठमाडौं तराई फास्ट ट्र्याकको निर्णय गराउनेतर्फ उहाँको विशेष जोड छ।' भारतसँग राम्रो सम्बन्ध भएका मानिने मन्त्री निधि र मन्त्रालयका सचिव गजेन्द्र ठाकुरसमेत दक्षिणलाई चिढ्याउन नहुने भन्दै उत्तरी सडक विस्तार र निर्माणलाई बेवास्ता गर्दै आएका छन्।संविधान निर्माणको प्रक्रियामा गएपछि विरोध गर्ने निधि पहिलो मन्त्री हुन्।
..... त्यसैगरी भारतीय नाकाबन्दीले मुलुक आक्रान्त पारिसक्दा पनि सञ्चारमन्त्री मीनेन्द्र रिजाल भने भारतले नकाबन्दी नै नगरेको भन्ने विवादास्पद अभिव्यक्ति दिइरहेका छन्। .... 'भारतमा न नेपाली टिभी प्रसारण हुन्छ, न नेपाली पत्रपत्रिका पुग्छन्, त्यतातिर मन्त्रीज्यूको कहिल्यै चासो गएन,' मन्त्रालयका एक उपसचिवले भने, 'नाकाबन्दी खुलाउन पहल गर्नुपर्नेमा भारतीय च्यानल रोकेकोमा तत्काल कारबाही प्रक्रिया अघि बढाउन निर्देशन आयो।' विदेशबाट फर्केपछि उनले सुरुमै भारतीय च्यानल खुलाउन र स्पष्टीकरणका लागि २४ घन्टे पत्र काट्न लगाएका थिए। ..... त्यसैगरी नाकाबन्दीपछि आपूर्तिमा अग्रसरता लिनुपर्ने वाणिज्य मन्त्री सुनिलबहादुर थापा पनि 'भारतको विकल्प अन्य हुन सक्तैन' भन्दै आनाकानी गरिरहेका छन्। भारतको नाकाबन्दी खुलाउँछु भन्दै सरकारी दूत बनेर दिल्ली पुगेका उनी कुनै समाधान ननिकाली फर्किए। भारतबाट फर्केपछि प्रधानमन्त्रीसँगको ब्रिफिङमा उनले भारतलाई सबै विषय राखेको र छिट्टै समस्या समाधान हुने बताएका थिए।प्रधानमन्त्रीले भारतको विकल्पमा के गर्न सकिन्छ भन्दा उनले भारतीय पक्षबाट नाकाबन्दी नै नभएको भन्दै विकल्प खोज्न नहुने बताएका थिए।
'चीनलगायत अन्य राष्ट्रबाट कसरी विकल्प खोज्न सकिन्छ, सो अघि बढाउन प्रधानमन्त्रीज्यूले निर्देशन दिनुभएको थियो,' प्रधानमन्त्रीनिकट स्रोतले भन्यो, 'तर वाणिज्य मन्त्रीले त विकल्प खोज्दा भारत झनै चिढिनसक्ने बताए।'

Anti-India Anger in Nepal as Essential Supplies Dry Up
Nepal feels like it is being choked. It's running out of gasoline. Medical supplies are becoming scarce. All because of an unofficial economic blockade imposed by neighboring India from where Nepal gets almost all its essential supplies...... Many Nepalese believe that India has been retaliating against their government since Sept. 20, when it approved a new constitution seen by New Delhi as discriminatory to an ethnic Indian community — the Madhesi — living in Nepal's border districts. ...... Officially there is no blockade, and India says truckers are simply afraid to enter Nepal .... Historically the two majority-Hindu nations have been close allies, sharing an open border crossed regularly by more than 3 million Nepalis who hold jobs in northern India....... Nepal has also felt ignored by India in recent years. And India has been unnerved by China's growing influence in the country, which India considers to be within its sphere of influence. The two Asian giants deployed their largest-ever foreign aid interventions following Nepal's devastating earthquakes earlier this year. ....Nepal was nonplussed by India's displeasure with the constitution
, expressed by New Delhi a day after the document's approval. The Indian foreign ministry said New Delhi had "consistently argued that all sections of Nepal must reach a consensus on the political challenges confronting them." ..... India has worried that Nepal's border violence will spill over into its northern states of Uttar Pradesh and Bihar, where tens of thousands from the same ethnic Madhesi community live......Bitter memories linger from 1989, when India imposed a 15-month blockade after Nepal bought a batch of Chinese weapons.
