Prime Minister Narendra Modi has told his Nepali counterpart Sushil Koirala that 'five to ten people' cannot 'sit in a room' and 'impose a Constitution' and called for greater inclusion in the process. ....... reiterated his earlier position that there must be the widest possible consultation as Nepal finalises its Constitution. ..... There is a realisation in the government that this has been a top driven process, which has not taken into account the views of diverse social and political groups on the ground. ..........
