पुर्ण समानुपाितक िनर्वाचन िवरूद्धका कुतर्कहरु

कुतर्क नम्बर १: पुर्ण समानुपाितकमा गए व्यक्ित स्वतन्त्रता हराउँछ भन्छ।

जवाफ: इजरायलमा हराएको छ त व्यक्ित स्वतन्त्रता?

कुतर्क नम्बर २: स्वतन्त्र उम्मेदवार उठ्न पाउँदैन पुर्ण समानुपाितकमा।

जवाफ: िकन उठ्न पाउँदैन? अवश्य पिन उठ्न पाउँछ। स्वतन्त्र उम्मेदवारको पिन चुनाव िचन्ह हुन्छ। एउटासीट िजत्ने जित भोट ल्यायो भने िजत्छ उसले।

कुतर्क नम्बर ३: पुर्ण समानुपाितकमा गए complications बढेर जान्छ भन्छ िगिरजा।

जवाफ: यथार्थ उल्टो छ। अिहलेको िमस्रीतमा बरु धेरै complications छन्। िनर्वाचन क्षेत्र िनर्धािरतभएको छैन। एक चोिट िनर्धािरत गर्दा त्यत्रो बबाल भयो। फेिर िनर्धािरत गर्दा अर्को बबाल हुन्छ। िमस्रीत िभत्रको ५०% समानुपाितकको फर्मुला अिहेलेसम्म कसैेले बुझेको मैले पाएको छैन। भन्नुको अर्थत्यस अनुसारको िन्रवाचन भइसकेपिछ कुन सीट कसले िजत्यो त्यो ठम्याउन नै छ मिहना लाग्छ। पार्टीहरूको अाफु अाफुमा झगडा पर्छ। पुर्ण समानुपाितकमा त्यो झगडा पर्दैन। पुर्ण समानुपाितकमािमस्रीतमा जस्तो दुई वटा होइन एउटा मात्र ब्यालट हुन्छ। दुई वटा ब्यालटले जनतालाई झुक्याउँछ। एउटाब्यालट भएको राम्रो।

कुतर्क नम्बर ४: पुर्ण समानुपाितकमा गए सेन्सस् गर्नुपर्ने हुन्छ पिहला। त्यो सेन्सस् गर्न ५ वर्षलाग्छ। अिन चुनाव किहले हुने?

जवाफ: सेन्सस् गर्न पर्दैन। अिहलेको मतदाता नामावलीको अाधारमा नै चुनाव हुने हो। सेन्सस् भनेकोचुनावपिछ गर्ने हो। संिवधान बने पिछको संसदीय र राष्ट्रपतीय र स्थानीय चुनावकालािग।

कुतर्क नम्बर ५: पुर्ण समानुपाितकमा गए देश टुट्छ।

जवाफ: गणतन्त्रमा गए देश टुट्छ भन्नेहरू पिन िथए।

कुतर्क नम्बर ६: पुर्ण समानुपाितक िनर्वाचन भनेको के?

जवाफ: पुर्ण समानुपाितक िनर्वाचन भनेको सबभन्दा पिहला जम्मा सीट संख्या िनर्धारण गर्ने। मानौ त्योसंख्या ३०० हो। त्यसपिछ िनयम बन्छ। जस्तो िक कुनै पिन पार्टीको िलस्टमा कमसेकम प्रत्येक तेस्रोनाम मिहला हुनैपर्ने। अरू कुनै िनयम चािहदैन। अिन प्रत्येक पार्टीले अा-अाफ्नो िलस्ट िनर्वाचनअायोगलाई र जनतालाई िदन्छ। कुनै सानो पार्टीले ३ अथवा ३० जना मात्र भएको िलस्ट पिन सार्न सक्छ। ठुला पार्टीले ३०० भएको िलस्ट नै सार्लान्। अिन जुन पार्टीले जित प्ितशत मत ल्यायो त्यसले त्यितप्रितशत सीट पाउँछ। मानौ एमालेले ३०० जनाको िलस्ट पेश गर्यो र त्यसले २०% मत ल्याएमा त्यो िलस्टकोपिहलो ६० जना िनर्वािचत हुनेछ।

कुतर्क नम्बर ७: अिन सबै बाहुन क्षेत्री नै िजते भने?

जवाफ: पुर्ण समानुपाितक िनर्वाचनमा जाने िनर्णय गिरसकेपिछ एउटा नया िनर्वाचन कार्यक्रमकोघोषणा हुन्छ। नया पार्टीहरू रिजष्टर गर्ने नया िमित तोिकन्छ। मधेशी, जनजाित, दिलत पार्टीहरू दर्ताहुन्छन्। अन्ितम िनर्णय जनताले गर्छन्।
