पुर्ण समानुपाितक िनर्वाचनकालािग मधेशी, जनजाित, दिलतले अान्दोलन गर्नुपर्छ

अिहले जुन िकिसमले नेपाली काँग्रेसले देशलाई जबरजस्ती गलत तिरकाले चुनावमा लान खोिजरहेको छ त्योनेपाली काँग्रेसको गायब भइसकेको राजनीितक धरातलका बाबजुद देशमा नेपाली काँग्रेसकै वर्चस्व कायमराख्न खोज्ने प्रयास हो। राजा धराशयी भइसकेको अवस्थामा देशमा status quo भनेको नेपाली काँग्रेस हो। मधेशीले अाफ्नो अिधकार कोसँग मागेको छ भन्दा नेपाली काँग्रेससँग, जनजाितले अाफ्नो अिधकार कोसँगमागेको छ भन्दा नेपाली काँग्रेससँग, दिलतले अाफ्नो अिधकार कोसँग मागेको छ भन्दा नेपाली काँग्रेससँग, मिहलाले अाफ्नो अिधकार कोसँग मागेको छ भन्दा नेपाली काँग्रेससँग।

अान्तिरक लोकतन्त्र सबैभन्दा कम भएको ठुलो पार्टी नेपाली काँग्रेस। २०४६ पिछ व्यापक भ्रष्टाचारद्वारादेशमा लोकतन्त्रलाई बदनाम गर्ने पार्टी नेपाली काँग्रेस। संसदको दुई ितहाइले मात्र प्रधानमन्त्री फेर्नपाउने कस्तो उदेकालाग्दो व्यवस्था? त्यो तानाशाही हो, त्यो लोकतान्त्िरक होइन। सरकार भनेको साधारणबहुमतको हुन्छ।

मधेशी अिधकारको कुरामा प्रचण्ड भनेको just another बाहुन हो। मधेशी क्रान्ितलाई सबैभन्दा बढीतथानाम गाली गर्ने नै प्रचण्ड। माअोवादीले काँग्रेसीलाई त्यित नै सताएको छ भने काँग्रेसको मधेशीजनािधकार फोरमसँग दोस्ती भइसक्नुपर्ने। काँग्रेस टसमस भएको छैन। जनजाित अिधकारको कुरामाअोवादीले मुख्यधारमा ल्याएको हो, तर जनजाितमािथ उसको वर्चस्व भएको होइन। जनजाितका अाफ्नैपार्टी खुलेका छन्।

दिलतहरूको अाफ्नै पार्टी खुल्नुपर्छ भन्ने मेरो धारणा हो, मायावतीको बहुजन समाज पार्टी जस्तो। तरदिलतलाई माअोवादीले जित अरू कुनै पिन ठुलो पार्टीले नउकासेको यथार्थ छ र त्यसको स्रेय तीनलाई जान्छनै। सही कुरालाई सही भन्नुपर्छ।

नेपाली काँग्रेस एकाितर अरू सबै पार्टी अर्कोितर भएको अवस्था छ। प्रत्यक्ष िनर्वाचनमा काँग्रेसिवरोधीभोट बाँिडयोस् भन्ने चाहना हो काँग्रेसको। त्यो चाहना गलत होइन तर उसको चुनावी गिणत गलत छ। काँग्रेसले देशमा ३०-३५% ंमत र ६०% सीट ल्याउने जमाना िथयो। त्यो जमाना गयो। उसले अब १५-२०% भन्दा बढी मत ल्याउँदैन। बेस उसको हराइसक्यो। तराईमा माअोवादीको मात्र बेस हराएको होइन। १५-२०% मात्र मत ल्याउने पार्टीले प्रत्यक्ष िनर्वाचनमा राम्रो गर्छ भन्ने छैन। पुर्ण समानुपाितक िनर्वाचनकाँग्रेसकालािग पिन राम्रो हो।

पुर्ण समानुपाितक िनर्वाचनमा जानुपर्ने सबैभन्दा प्रमुख कारण त अिहलेको िमस्रीत प्रणालीअन्तर्गतको जुन समानुपाितक अंश छ त्यो लथािलङ हुनुले देखाउँछ। फर्मुला बेकारको फर्मुला छ। धिमलोपानीमा माछा मार्ने बाहुनहरूको षडयन्त्र हो।

यो कसरी हुन्छ? जम्मा हुनुपर्ने भनेको १००% हो। ११६% भनेपिछ plus minus १६% भयो। भनेपिछ मधेशीकोप्रितशत ३१% नभएर १५% पिन हुन सक्छ भनेको होइन? दिलत १३% हुने हो भने कुन कुन पार्टीको? योफर्मुला अनुसार चुनाव भएको भए संसदमा कुस्ताकुस्ती हुन्थ्यो, उत्तर प्रदेशमा जस्तो।

यो फ्रमुला समावेशी होइन िक छद्म समावेशी हो। हेर्दा खेरी मधेशी पिन छ, जनजाित पिन छ, दिलत र मिहलापिन छ संसदमा, तर बाहुनहरूले मन नपराएको कोही मधेशी, जनजाित र दिलत छैन त्यहाँ। त्यो व्यवस्था होयो। भनेपिछ बाहुनहरूले चाहे अनुसारको मात्र हुने भयो।

अिहलेको कोइराला सरकार चुनावपिछ पिन कायम रहने हो िक के हो? के प्रावधान छ? कायम नै राख्नेप्रावधान छ भने चुनाव नै िकन गराउनुपर्यो?

५०० जनाको पिन संिवधान सभा हुन्छ? नेपाल जस्तो सानो र गरीब देशमा? बढीमा ३०० जना हो हुनुपर्ने। ३००जनाकालािग पुर्ण समानुपाितक िनर्वाचन गर्ने अप्िरलमा, फरवरीसम्म नया पार्टी दर्ता गराउनपाउनुपर्ने, पार्टीले कमसेकम प्रत्येक तेस्रो नाम मिहलाको राख्नुपर्ने त्यस बाहेक अरू िनयम नहुने, कुनैपार्टीले ३ अथवा ३० जना मात्रको िलस्ट पिन लान पाउने। त्यस िकिसमले जानुपर्यो।

त्यसो गर्दा बल्ल पार्टीहरूलाई प्रेेसर पर्ने भयो। अिहले काँग्रेस र एमालेका सांसद ६०% भन्दा बढी बाहुनछन्। त्यो ३०० जनाको िलस्टमा ६०% बाहुनहरूको नाम गयो भने त मधेसी, जनजाित, दिलतले त हामीलाई भोटनिदने भो भन्ने डर छ। त्यस डरको िनराकरण के भन्दा खेिर िलस्टमा ६०% बाहुन नराख्ने। त्यो हो िनदान। पुर्ण समानुपाितक िनर्वाचन हुनै निदने, त्यो िनदान होइन।

पुर्ण समानुपाितक िनर्वाचनमा नजानु भनेको देशमा बाहुनवाद कायम रहुन हो। पुर्ण समानुपाितकिनर्वाचनकालािग मधेशी, जनजाित, दिलतले अान्दोलन गर्नुपर्छ।

Tarai groups declare ceasefire for Eid, Dashain Madhesi Mukti Tigers (MMT), an armed group in the tarai, announced a ceasefire beginning Sunday. According to a statement issued by the group's "military commander" Chattan, they stopped all military activities considering the Dashain and Eid festivals. The ceasefire will be in effect till October 25, the MMT statement said.
