समानुपातिकमा महिलालाई ५० प्रतिशत समानुपातिक प्रणालीअन्तर्गत मधेसी महिला र पुरुष हरेकले १५.६ प्रतिशत, दलित महिला र पुरुष हरेकले ६.५ प्रतिशत, उत्पीडित जाति/आदिवासी जनजाति महिला र पुरुष हरेकले १८.९ प्रतिशत, पिछडिएका क्ष्ाेत्रका महिला र पुरुष हरेकले २ प्रतिशत र अन्यमा महिला र पुरुष हरेकले १५.१ प्रतिशत सिट प्राप्त गर्नेछन् । राष्ट्रिय जनगणना २०५८ को आधारमा केन्द्रीय तथ्यांक विभागले छुट्याएको 'अन्य' समूहमा बाहुन, क्षेत्री, ठकुरी र चुरौटे परेका छन् ।
House approves CA bill proportional seats to women, Dalit, Madhesis, Janajatis and others for the 240 seats set aside for proportional representation-based elections during the CA. .... Of the total 497 seats of CA, 240 each have been set aside for first-past-the-post and PR based elections. The remaining 17 members will be nominated by the cabinet. ...... for Madhesi men and women, 15.6 percent each have been set aside. For Dalits men and women, 6.5 percent each have been allocated and for ethnic Janajatis men and women 18.9 percent each have been set aside. Two percent each have been allocated for men and women, respectively, of backward region and 15.1 percent each have been earmarked for men and women from 'other' category. The PR-based elections will follow the closed (list) system model. ..... a political party cannot field its candidates in less than 10 percent of seats. .... Nine districts have been named as backward region including Achham, Kalikot, Jajarkot, Jumla, Dolpa, Bajhang, Bajura, Mugu, and Humla.
31% Madhesi
13% Dalit
38% Janajati
4% Karnali
30% Bahun, Chhetri
Total = 116%
This must mean 6% of the Dalits will be said to be Madhesi, hence eating into the Madhesi share of the seats, and Tharus are perhaps being counted as both Janajati and Madhesi, and so there is a second overlap. And the Madhesi Bramhinss are being counted as Bahuns which is highly misleading. How do you take the total to 100%? Hill Janajati are perhaps 30%, and the additional 8% are perhaps Tharu. And so Madhesi population including Dalit, Tharu and Terai Brahmins is closer to 40-45% of Nepal's population. This does not take into account the fact that Nepal has never had a fair census in its history. And this also does not accomodate the fact that there are millions of Madhesis who have been denied citizenship papers.
समानुपाितक िनर्वाचनको बाहुन फर्मुला मधेशी िवरूद्धको षडयन्त्र हो
नया फर्मुला सािरएको छ। २४० सीटकालािग प्रत्यक्ष िनर्वाचन गर्ने। २४० सीटकालािग समानुपाितक िनर्वाचन गर्ने। त्यस २४० मा मधेशीलाई लगभग ३१%, दिलतलाई १३%, जनजाितलाई ३८%, कर्णालीलाई ४% र बाहुन क्षेत्रीलाई ३०%। र १७ सीट क्यािबनेटले िनर्धारण गर्ने। शायद त्यसमा िवशेषग्यहरूलाई ल्याउने होला। समानुपाितक िनर्वाचनमा सहभागी हुन चाहने पार्टीले मधेशीलाई लगभग ३१%, दिलतलाई १३%, जनजाितलाई ३८%, कर्णालीलाई ४% र बाहुन क्षेत्रीलाई ३०% को फ्रमुला अपनाउनै पर्ने छ। ३१%, १३%, ३८%, ४% र ३०% लाई जोड्दा ११६% हुन्छ। हुनुपर्ने १००% हो। पक्कै पिन तराईको दिलतलाई मधेशी र दिलत दुवैमा िगन्ती गिरएको हुनुपर्छ। थारूलाई मधेशी होइन िक जनजाितमा गिनएको हुनुपर्छ। मधेशी ब्राह्मीनलाई बाहुन क्षेत्रीमा गिनएको हुनुपर्छ। र नेपालमा अिहलेसम्म किहले पिन िनष्पक्ष जनगणना नभएको तथ्य त अाफ्नो ठाउँमा छँदै छ।
झट्ट हेर्दा खेिर लाग्न सक्छ बाहुनहरूले पस्केको समानुपाितक िनर्वाचनको फर्मुला प्रगितशील छ भनेर, तर िनयालेर हेर्दा थाहा हुन्छ यो फर्मुला तराईका दुई पार्टीहरू सद्भावना (अानन्दी) र मधेशी जनािधकार फोरमलाई माइनस गर्न बनाइएको हो भनेर। संघीय सरकारको अवधारणालाई मान्नु भनेको क्षेत्रीय पार्टीहरूको अवधारणालाई मान्नु हो। तर यस फर्मुलामा क्षेत्रीय पार्टीहरूलाई कुनै स्थान छैन। यो फर्मुला नेपालमा बहुदलीय, समावेशी लोकतन्त्र होइन िक काँग्रेस, एमाले र माअोवादीको तीनदलीय व्यवस्था लाद्ने षडयन्त्र हो। काँग्रेस, एमाले र माअोवादी तीन वटै बाहुन पार्टीहरु हुन्। यो फर्मुला अनुसार संिवधान सभाको चुनाव हुन िदने हो भने नेपालको राष्ट्रपित अागामी २० वर्ष कुनै न कुनै बाहुन नै हुनेछ। यो फर्मुला मधेशी, जनजाित, दिलत र मिहलालाई टोकन बनाउने उपाय हो।
मधेशी क्रान्ितले यी बाहुन पार्टीहरूलाई संघीय सरकारको अवधारणा तर्फ धकेलेको हुन सक्छ तर यीनीहरूले संघीय सरकारको अवधारणालाई हृदयंगम गरेको चािहं देिखंदैन। मधेशी क्रान्ितले प्रत्यक्ष िनर्वाचनका चुनावी क्षेत्रहरू ४९% तराईमा राख्ने िनर्णय गराउन बाध्य पारेको हुन सक्छ, तर बाहुनहरूको बदिनयत त्यसको लगत्तै देिखहाल्यो। अिहलेका सबै मधेशी सांसदहरूले चुनाव हार्ने गरी उनीहरूको संसदीय क्षेत्रहरूलाई बाङगोिटङगो िकिसमले कोर्ने प्रयास गिरयो जसको िवरोधमा मधेशी सांसदहरूले संसदलाई एक मिहनाभन्दा बढी अवरूद्ध गर्नुपर्यो।
मधेशी सांसदहरूको िनर्वाचन क्षेत्र िबगार्िदने, मधेशी पार्टीहरूलाई माइनस गर्ने िकिसमको समानुपाितक िनर्वाचनको फर्मुला ल्याउने अािद व्यवहारबाट थाहा हुन्छ बाहुन भनेको भाइरस हो, mutate भइरहन्छ। मधेशी बन्दुकधारी समूहहरूसँग माअोवादीसँग जस्तो अादरपूर्वक शान्ित वार्ता नगर्नु त्यसै रवैयाको अर्को पाटो हो। र यो रवैया भनेको संिवधान सभाको िनर्वाचन नै िबथोिलयोस भन्ने इच्छा व्यक्त गर्नु हो। लोकतन्त्रवादीहरूले राजाको नगर िनर्वाचन िबथोल्नु परे जस्तै सामािजक न्यायका िसपाहीहरूले बाहुनहरूको खोक्रो संिवधान सभाको िनर्वाचन िबथोल्नु नपर्ला भन्न सिकंदैन।
गर्नु पर्ने भनेको पुर्ण रूपले समानुपाितक िनर्वाचन हो। क्षेत्रीय, जातीय पार्टी खोल्न पाउने र पुर्ण रूपले समानुपाितक िनर्वाचन गर्ने। नत्र भने छन् त प्रचण्डको पार्टीमा जनजाित र मिहला, तर ती सबैलाई प्रचण्ड बाहुनले भेंडा-बाख्रा भन्दा बढी िगनेका छैनन्। िगिरजा बाहुनको पार्टीमा मधेशीहरूको के हैिसयत छ? एमालेको केन्द्रीय सिमितमा एक जना मधेशी, माअोवादीको केन्द्रीय सिमितमा एक जना मधेशी, यो के ठट्टा हो?
भारत जस्तो भयावह जनसंख्या भएको देशमा संसदमा हाराहारी ५०० सदस्य छन्। नेपाल जस्तो सानो देशको संिवधान सभामा ५०० सीट राखेर यी तीन बाहुन पार्टीका नेताहरूले के मजाक गर्न खोजेका हुन्? सीट संख्या घटाएर ३०० पुर्याए हुँदैन? ती ३०० सीटकालािग पुर्ण रूपले समानुपाितक िनर्वाचन गरे हुँदैन? कुनै पिन पार्टी िलस्टमा प्रत्येक तेस्रो नाम मिहला हुनै पर्ने िनयम हुने गरी? नेपालको सामािजक न्यायको मुद्दाको एक मात्र िनकास मधेशी, जनजाित र दिलत पार्टी खुल्नु र ती पार्टीहरू ३०० सीटकालािग पुर्ण रूपले समानुपाितक िनर्वाचनमा चुनावी प्रितस्प्रधामा जानु हो।
सोझो अौंलाले घ्यु अाउँदैन। अौंला टेढ्याउनु पर्ने हुन्छ। बन्दुकधारी मधेशी समूहहरूसँग अादरपुर्वक शान्ित वार्ता गिरंदैन भने, तीनबाहुनदलीय व्यवस्था लाद्ने प्रयास रोिकदैन भने मधेशीले फेिर सडक तताउनु नपर्ला भनेर भन्न सिकंदैन। संिवधान सभाका दौरान एक हप्ता नेपाल बन्द गर्न कित नै गार्हो होला र?

good article. this form of proportional representation is sham. its fraud on people people of terai and janjati. we need proportional resentation system for all the seat with open list. ie they should declare the name of the candidate beforehand.
