Completely Proportional Elections To The Constituent Assebmly

• Launch a Janajati Party. I propose the name Adibasi Janajati Mahasangh.
• Launch a Dalit Party. I propose the name Dalit Mahasangh. Alternate name, Bahujan Samaj Party.
  
• Pass a law saying every third name on the list must be female.
  
• There already is a Madhesi party, or two or three.
  
• Hold completely proportional elections to the constituent assembly.
• Pass a law that makes every political party keep its book keeping totally transparent starting immediately. If the richest party has more than 50% more money than the second richest, all that extra money must go to the state.
  
• After the elections, no political party may engage in any kind of fundraising. All parties that get at least 1% of the votes are to be state funded in proportion to how many votes they get.
  

If we could do these things, I believe we could have a free, fair, fearless, inclusive elections to the constituent assembly in November.

पूर्ण समानुपाितक िनर्वाचन: अिहलेको एक मात्र राजनीितक िनकास

संिवधान सभाले सरकार होइन, मुख्य रूपले संिवधान बनाउँछ। िदगो संिवधान बन्यो भने त्यो सयकरौंवर्षसम्म कायम रहन्छ। संिवधान सभाको िनर्वाचन मात्र गराएर भएन। त्यो िनर्वाचन स्वतन्त्र, िनष्पक्ष, भयरिहत, र समावेशी हुनुपर्यो।

समावेशीको कुरा गर्दा दिलत, मधेशी, जनजाित, मिहलाको कुरा अाउँछ। शान्ितपूर्ण रूपले संगिठत हुन पाउनु अाधारभूत मानव अिधकार हो। जनजाितले जनजाित पार्टी खोल्न चाहन्छन् भने त्यो पाउनुपर्छ। दिलतले दिलत पार्टी खोल्न चाहन्छन् भने त्यो पाउनुपर्छ। खोल्न पाउँदैन भनेर १९९० को संिवधानले भन्यो, त्यो ठूलो गल्ती िथयो। त्यो गल्ती दोहोिरनु हुँदैन।

संिवधान बिनसकेपिछको संसदीय चुनावमा िमस्रीत चुनाव प्रणाली नै राम्रो होला जस्तो मलाई लाग्छ, तर अिहले संिवधान सभाको चुनावकालािग पूर्ण समानुपाितक चुनावमा जानु बाहेक िवकल्प छैन। मधेशी क्रान्ितले तराईमा जनसंख्या अनुसारको िनर्वाचन क्षेत्र नभएको जायज गुनासो गर्यो। अिहले मधेशी सांसदहरू क्षेत्र िनर्धारणमा व्यापक घोटाला भएको जायज अावाज उठाइरहेका छन्। यी िविभन्न कारणले गर्दा पूर्ण समानुपाितक चुनावमा गएमा यस्ता सबै समस्या समाधान हुने देिखन्छ।

मधेशी जनािधकार फोरम एउटा राजनीितक संगठन िथयो, राजनीितक पार्टी बन्यो। त्यसै गरी अािदवासी जनजाित महासंघ र दिलत महासंघ राजनीितक पार्टी बन्नु जरूरी छ। जनजाितको अिधकार अरूकोमा गएर माग्ने होइन। दिलतको अिधकारकालािग दिलतकोमा गएर भोट माग्ने हो। अिधकार भनेको िगिरजा अथवा माधव अथवा प्रचण्डले िदने वर्दान होइन। अिधकार भनेको अाफ्नै समुदायिभत्र राजनीितक चेतना जगाएर समुदायलाई संगठन र संगठनलाई ब्यालट बक्सको मार्फत शक्ितमा बदल्ने हो। त्यो प्रेरणाकी स्रोत अिहले उत्तर प्रदेशकी मायावती भएकी िछन्।

समानुपाितक िनर्वाचनमा जानु भनेको चुनाव अगािड नै प्रत्येक पार्टीले हामीलेे १००% मत पाएमा हाम्रा सांसद यी हुने छन् भनेर िलस्ट तयार पारेर जनतालाई िदनु हो। हो त्यो िलस्टको प्रत्येक तेस्रो नाम मिहला हुनैपर्ने कानून पास हुनु पर्दछ।

कुन पार्टीसँग कित पैसा छ, त्यो कुरा सार्वजिनक हुनुपर्यो। त्यस िकिसमको कानून पास हुनुपर्यो। र यिद सबैभन्दा धनी पार्टीसँग दोस्रो धनी पार्टीभन्दा ५०% बढी पैसा छ भने त्यो ५०% भन्दा बढी पैसा राज्यलाई हस्तान्तरण गिरनुपर्यो। यो मैले मुख्य रूपले माअोवादीलाई भन्न खोजेको हो। माअोवादीले संगठन, िसद्धान्त, मेिनफेस्टो, र समावेशी उम्मेदवार िलस्टको अाधारमा चुनाव िजत्ने सोंच्नुपर्यो, न िक पैसा र दादािगरीको अाधारमा।

र चुनावपिछ कुनै पिन पार्टीले कतैबाट चन्दा उठाउन नपाउने कानून हुनुपर्यो। जुन पार्टीले जित मत बटुल्छन् त्यसैका अाधारमा समानुपाितक अाधारमा राज्यबाट नै पैसा पाउने गिरिदनुपर्यो। यो एउटा कुरा गर्न सक्यौं भने नेपाल संसारको नम्बर एक लोकतन्त्र बन्न जान्छ। अिन िवश्व राजनीितमा एउटा नया हावा चल्छ। भारतमा पिन त्यस्तै गर्ने दबाब बढ्नेछ। चीन पिन संघीय, बहुदलीय लोकतन्त्र बन्न अन्तत िववश हुनेछ। यो शताब्दी भनेको एिसयन शताब्दी हो र त्यसको शंखघोष नेपालबाट हुनेछ।

'पूर्णसमानुपातिक निर्वार्चन प्रणालीबाट मधेसी र जनजातिका मुख्य माग सम्बोधन हुन्छ,' एमालेको प्रस्ताव उद्धृत गर्दै स्रोतले भन्यो- 'यसले क्षेत्र निर्धारणको विवाद स्वतः समाधान भई निर्वाचनको माहौल बन्छ ।'

This is only possible if every citizen and every community language and region is represented in the formation of the Constituent Assembly. This provision is possible only by total proportional election system. This necessitates that the whole country be considered as one constituency. The foundation is of the opinion that the election of the constituent assembly is certainly not meant for running the government. Today process of delimitation of constituencies is caught in a great controversy. Considering these facts the Madhesh Foundation humbly requests the Nepal government to make the whole country as a single constituency and adopt the proportional election system.
