मैले पिरकल्पना गरेको मधेश राज्य

मैले पिरकल्पना गरेको मधेश राज्य पुर्वी र पश्िचमी तराई समेटेर बनेको छ। यो राप्ती नदीदेिख मेची नदीसम्म छ। यसमा एक ितहाइ जनसंख्या पहाडीहरूको छ, र त्यो हुनु राम्रो मािनन्छ। नेपालका अाठै वटा राज्यहरूमा मधेशीहरूको बसोबास छ। नेपालका अाठै राज्यका नेपालीहरू मधेशमा बसोबास गर्छन्। यस मानेमा मधेश राज्यले काठमाण्डु उपत्यकासँग प्रितस्प्रद्धा गर्दछ।

िमिथलाभाषी र भोजपुरीभाषीको छुट्टाछुट्टै राज्य छैन। दुवैलाई समेटेर एउटै मधेश राज्य बनेको छ। राई र िलम्बुको छुट्टाछुट्टै राज्य छैन। दुवैलाई समेटेर एउटै िकरात राज्य बनेको छ।

नेपालमा संघीय सरकार छ। केन्द्रमा राज्यका तीन अंग छन्: न्यायपािलका, कार्यपािलका, र िवधाियका। मधेशमा पिन तीन अंग छन्: न्यायपािलका, कार्यपािलका, र िवधाियका। जसरी केन्द्र र राज्यको शक्ित बाँडफाँड सबैले खुशी हुने िकिसमले गिरएकोछ, त्यसै गरी राज्य र िजल्ला स्तरको शक्ित बाँडफाँड पिन स्पष्ट छ। िजल्ला र गाउँ-शहरको शक्ित बाँडफाँड पिन स्पष्ट छ।

केन्द्रीय स्तरको तल्लो सदनमा ३०० सीट छन्। ती ३०० सीट बराबर जनसंख्याका अाधारमा बाँिडएका छन्। जुन राज्यको जित जनसंख्या छ, त्यसले त्यसै अाधारमा सीट पाउँछ। मािथल्लो सदनमा १०० सीट छन्। त्यो समानुपाितक िनर्वाचनका अाधारमा हुन्छ र त्यसको छुट्टै ब्यालट हुन्छ। १% मत पाउने पार्टीले १ सीट पाउँछ।

त्यसै गरी प्रत्येक राज्यमा तल्लो सदन र मािथल्लो सदन छ। सदस्यहरूको संख्या भने छुट्टाछुट्टै छ।

नेपाली भाषा सरकारी कामकाजको भाषा देशभिर नै छ। तर राज्य, िजल्ला र गाउँ-शहर स्तरमा दोस्रो र तेस्रो सरकारी कामकाजको भाषा राख्न सक्ने अिधकार राज्य सरकारलाई छ। राज्य स्तरको दोस्रो र तेस्रो भाषा र िजल्ला स्तरको दोस्रो र तेस्रो भाषा उही हुनुपर्दैन। गाउँ-शहर स्तरको दोस्रो र तेस्रो भाषा अझ फरक हुन सक्छ।

मधेश राज्यमा मैिथली र भोजपुरी सरकारी कामकाजका भाषा छन्।

मैले पिरकल्पना गरेको मधेश राज्य अरू सबै राज्यहरूभन्दा अार्िथक रूपले अगािड छ, त्यसले काठमाण्डु उपत्यकालाई उिछनेको छ। अरू राज्यहरूबाट बसाईंसराईं गर्नेहरू अिधकांश अार्िथक कारणले गर्छन्।

मैले पिरकल्पना गरेको मधेश राज्यमा केही िजल्लाहरू यस्ता छन् जहाँ िनयिंमत रूपमा गैर मधेशीहरू िजल्लाध्यक्ष िनर्वािचत हुन्छन्। थुप्रै गाउँ-शहर यस्ता छन् जहाँ िनयिंमत रूपमा गैर मधेशीहरू अध्यक्ष िनर्वािचत हुन्छन्।

भारतको उत्तर प्रदेशको बहुजन समाज पार्टी जस्तो दिलत पार्टी छ राष्ट्िरय स्तरमा, मधेशका अिधकांस दिलतहरू त्यसैलाई भोट िदन्छन्। मधेश राज्यमा िनयिमत रूपमा नै िमलीजुली सरकार बन्ने गर्दछ। दुवै सदनमा कमसेकम एक ितहाइ मिहला छन्।

मैले पिरकल्पना गरेको मधेश राज्य साम्प्रदाियक सद्भावको नमूना बनेको छ।
