Madhesi, Prepare For The Second, Final Wave

Only A Few Days Left


The deadline is fast approaching, and Girija is playing his usual game of brinkmanship. He is being unfeeling to the Madhesi sentiment. He is being disrespectful. The seven Pahadi parties still have the option to let Sitaula go, and have respectful, meaningful talks with the agitating Madhesi and Janajati groups.

This is like the lull before the storm, this is like the frentic days before the Mahabharata. Many efforts will be made towards reconciliation. But Girija will stick to his inflexibility that is his hallmark, and the nonviolent battle will begin. Nonviolent militancy will come back into play.

The Madhesi Movement, the Janajati Movement are social justice movements. To autocracy, Girija might symbolize democracy, but to the Madhesi and Janajati, Girija symbolizes the status quo of Bahunbaad, the status quo of Pahadi prejudice. He is sick, he is old, and I am sorry, but he is in power, and he has been unrelenting. The people put him in power. He is now disrespecting the people.

The streets are warming up already.

The best option would be for Krishna Sitaula to resign, and the seven Pahadi parties to seek genuine dialogue with the Madhesi and Janajati groups. That is best for Girija, the seven Pahadi parties, the Madhesi, the Janajati, the country.

The Madhesi and the Janajati want robust elections to the constituent assembly. We understand the beautiful thing that the constituent assembly is. But we don't want to go into the constituent assembly our hands tied behind our backs. That is what this is about. We want to go into the constituent assembly as equals. It is about one person, one vote democracy.

Meaningful talks start with creating the right atmosphere for talks. If the powerful will not even create the right atmosphere, then there is a clear exhibition of lack of honesty on their part. Their call for dialogue is a mere gimmick.

You create that right atmosphere by kicking Sitaula out. That is the least the 38 martyrs can expect.

Prepare For The Second Chapter Of The Maghe Kranti

After the deadline passes, the people should be given a day or two to prepare. Maybe people want to store food, set up channels of communication.

And then we have to come out in large numbers. The Maghe Kranti made the April Revolution look like it were a shy attempt. This second wave has to make the Maghe Kranti look pale by comparison.

We have to come out into the streets in humongous numbers, the Madhesi in the plains, the Janajati in the hills and mountains, the Newars in Kathmandu. The goal would be nothing less than Girija's ouster.

A new interim parliament and interim cabinet will have to be formed. The seven Pahadi parties will get 40%, the Madhesi groups will get 25%, the Janajati groups will get 25%, and the Dalits will get 10%. Women will get one third in each category across the board. Upendra Yadav will be interim Prime Minister.

The movement would conclude by declaring Nepal a federal republic. A federalism will have to be agreed to now. The constituent assembly would have the power to revise it.

Non Violence Is Key

The movement has to be nonviolent.

I urge the armed groups like the JTMM factions to not engage in any acts of violence.

Nonviolence asks for discipline. Nonviolence is a more potent tool.

That is the goal: total paralysis until the demands are met.

The movement has to be intense and total. If we do it well, it should not last more than 10 days. But we sure have to prepare to go longer, as necessary.

Unilateral Declaration Of The Madhesh State

If we have to go into the second wave, from day one the effort has to be to replace all references of Nepal Sarkar in the Madhesh to Madhesh Sarkar, starting with the signboards on the government offices. Do it at daytime, do it at nighttime.

This is not a separate country, this is the Madhesh state. There is a Bihar Sarkar, and there is a Madhesh Sarkar. Nepal Sarkar will still be there.

Proportional Representation In Constituent Assembly

The new interim government will likely ditch the constituencies, and instead go for proportional representation. So the entire country is one constituency. Parties are made to prepare lists that are inclusive of the DaMaJaMa.

Best Option: Krishna Sitaula Resign, Girija Hold Respectful Talks With The Madhesi, Janajati

That remains the best option. But if that not be forthcoming, the movement has to be final, and the victory has to be total, so we never have to engage in such mass street action ever again.
